INTRODUCTION This report has been commissioned by Entrust Professional Services Limited on behalf of the Future Energy Partnership to accompany a planning application for the erection of a single wind turbine, measuring 55m to hub and 77m to tip, on land south of Eston, Middlesbrough, Redcar and Cleveland. The purpose of this report is to assess the traffic and transport effects of the proposed Eston wind turbine as well as proposing a delivery route. The main transport effects will be associated with the movements of turbine delivery vehicles (TDVs) and heavy goods vehicles (HGVs) to and from the development site during the construction phase of the proposed development. It should be noted that this report uses Enercon's E44 Access Roads and Crane Platforms' guidelines and 'Packing List' document's as best practise standards, which the applicant proposes to adhere to for the delivery of the proposed turbine ASSESSMENT SCOPE AND APPROACH 1. The main transport impacts will be associated with the movement of HGVs to and from the development site during the construction phase of the development. Consideration has been given to the most suitable routing for the construction traffic to and from the development site. 2. Based on a desk study, on-site observations and advice received from Local Transport Projects (who carried out the swept path analysis contained in Appendix A) the proposed route for the delivery of construction materials, the turbine and associated equipment has been identified. The manufacturer of the machine will also be contacted upon the receipt of the grant of planning permission and prior to the construction process. 3. The Highways District Office were not consulted pre-planning as the delivery route is considered to be straight forward enough. Should a grant of planning permission be issued by the Local Planning Authority, the applicant is agreeable to a condition which requires the final transport management plan to be agreed in writing with the Highways District Office prior to the commencement of construction of the project. 3

The proposed wind turbine site is located approximately 1.7km SSE of Eston, Cleveland. The location of the site is shown in Figure 1.1 below: Proposed Turbine Location Figure 1.1 4

VEHICLES, LOADS and TRIPS The following information is what is typically required by Highways Agencies for medium sized wind turbine developments which are relatively straight forward in comparison to large scale wind farm developments. 1. The type of vehicles proposed for transporting the turbine components, construction plant and materials for the construction, maintenance and de-commissioning of the turbine. Please see Appendix B attached, which contains two documents; (1) Enercon's Access Roads and Crane Platforms ' guidelines and; (2) Enercon's 'Packing List'...both which contain details of the type of vehicles which will be used for transporting turbine components, construction plant and materials for the construction, maintenance and de-commissioning of the turbine. The documents contain dimensions of the vehicles and various components which will be used during construction, maintenance and de-commissioning. It should be noted that the turbine manufacturer Enercon were consulted directly for this information. 2. The weights of vehicles plus loads In order to obtain the relevant information Entrust consulted CLS Civil Engineering Ltd / CLS Demolition Ltd who have carried out the construction of numerous Wind Turbine projects to date. It is anticipated that during the first two weeks of the construction phase of the project there will be between 5 and 10 (20 tonne) loads of material a day delivered to site. The gross weight of the 8 wheeler tipper will be 30 tonnes. During the fifth week of the project for one day only there will be a delivery of approximately 23 (6m 3 ) loads of concrete to the proposed site. The gross weight of the concrete wagon will be 25 tonnes. 3. The number of trips The number of trips and frequency is outlined in point 2 above. 5

The route to be used for transporting the turbine and construction plant and materials In order to obtain the relevant information for the proposed transport route Entrust consulted Local Transport Projects who are well renowned experts in the transportation of heavy goods such as the proposed wind turbine. Based on their initial desktop calculation the route outlined in Figure 1.2 below is proposed as the most viable route for transporting the turbine and construction plant and materials PROPOSED DELIVERY ROUTE 1. At the time of writing this report and should planning permission be granted the proposed turbine will be an Enercon E44 type turbine. This manufacturer is based in Continental Europe and therefore it is expected that the turbine will arrive by sea into the nearest port. 2. The following route has been identified as being the most appropriate for the transportation of the proposed wind turbine from the Port of Goole to the site: A66 to Normanby Road; Normanby Road to Flatts Lane; Flatts Lane to proposed site; It is anticipated that normal vehicular traffic associated with the construction of the wind turbine will access via the existing Flatts Lane Centre entrance from Flatts Lane. Once constructed, the wind turbine is designed to operate automatically, with only occasional maintenance required. The number of trips associated with the development of the wind turbine is likely to be negligible. The proposed route is quite straight forward with the majority of the route being on A and B roads which are consistently used by large numbers of HGVs. It is therefore that the construction traffic may only impact the last stretch of this route from Flatts Lane onto the site which is a relatively short stretch of the overall transport route. It is predicted that no significant damage will occur to the roads under the care of the Highways District Office during the various stages of the proposed development's life cycle. However, should any damage occur the Applicant is agreeable to paying any related costs for such repairs in order to return the road to its original condition. 6

7 Transport Management Plan and Swept Path Analysis Figure Swept Path Analysis Following discussions with Local Transport Projects we have identified three potential "pinch" points, which have been examined by way of Swept Path Analysis which is shown in Appendix A of this report. The Applicant will provide the final transport route and transport management plan once a decision has been issued on the planning application. The Applicant will agree the final transport route in writing with the Highways District Office prior to the commencement of construction of the proposed development. The Applicant is agreeable to having this secured through a condition on any forthcoming grant of planning permission. 7

8 Transport Management Plan and Swept Path Analysis 2. CONCLUSION 2.1. POTENTIAL EVALUATION or MITIGATION REQUIREMENTS 1. The installation of the proposed single wind turbine with a maximum tip height of 77m will require a small number of Turbine Delivery Vehicles and HGV movements during the construction and installation period. 2. The turbine will be transported using the motorways and major trunk roads apart from a short section towards the end of the delivery route, which leads onto the development site. 3. Due to the reasons outlined in this document, during the construction process, the associated traffic will not cause any adverse effect to either the existing road network or to occupants of nearby residential properties. The current state of roads is sufficient to withstand the amount of transport vehicles without causing any adverse impact on the amenity of local residents or on the infrastructure of the area. 4. As outlined above the Applicant is more than happy to have a condition attached to any forthcoming grant of planning permission stating that the final transport and delivery route is to be agreed in writing with the Highways District Office prior to the commencement of construction of the wind turbine project. 8

The 44m steel tower consists of two tower sections. Step 2 Preassembly of the supplied converter components and subsequent assembly of the wind energy converter. 2. Crane technology 2.1. Assembling the jib The jib of the telescopic crane should be extended with a fixed boom extension by approx. 20m. Afterwards the jib has to be extended to achieve the required installation height. 3. Access roads Any roadways, bridges or access roads have to be able to withstand the transportation of heavy loads up to a maximum axle load of 12t and a maximum overall weight of 120t. Access has to be kept clear at all times. Basic principles of transport It is a basic principle that transport vehicles should not exceed the maximum axle load of 10t. Thus, a transport vehicle with an actual overall weight of 100t has to have at least 10 axles. Minimum requirements of crane platforms The crane platform is the key to ensuring that everything runs smoothly and safely during the construction phase. It should take the form of a coarse, level surface with a top surface made from recycled materials or mixed minerals with a grain size of 0 32 mm. The crane platform should be located above ground level to ensure that surface water is properly dispersed. During construction, plate load bearing tests should be carried out to ensure that the necessary bearing capacity is achieved. Any cranes used have a maximum support pressure of 200t and are supported on the crane platform by means of load distribution plates. Pressures of up to 18.5t/m² may act on the platform as a result of this and the maximum surface pressure is therefore 185 kn/m 2. The dimensions of the crane platform should be calculated so that all the work necessary for installing the wind energy converter (including tower) can be carried out in the optimum manner. The example given in 6.2 provides a basic standard. This can be adapted to local conditions in consultation with the competent ENERCON Project Manager. The soft, levelled assembly area can be located either to the left or to the right of the crane platform. To ensure that any components inside the tower can subsequently be replaced and to protect the wind energy converter against ingress of dirt, a 5 m wide and stable access road has to be constructed between the crane platform and the tower once the foundation has been backfilled. During foundation construction, the crane platform also serves as a storage area for material (e.g. reinforced steel) and machinery. Any excess earth excavated during the construction phase should always be stored behind the foundation (see 6.2).
