REVIEW AND APPROVE THE CONGESTION MANAGEMENT PROCESS 2018 ANNUAL REPORT (FOR POSSIBLE ACTION) Comments: Following a detailed PowerPoint presentation [attached], Mr. Craig Raborn, Director of Metropolitan Planning Organization for the Regional Transportation Commission of Southern Nevada (RTC), provided an update on the Congestion Management Process (CMP) 2018 Annual Report. The CMP is the ongoing systematic process used by the RTC to manage congestion and provide information and analysis on the transportation system. His presentation focused on the performance measures collected and the changes made to the CMP in Mr. Raborn explained that the RTC focused on two primary performance measures: travel time and planning time. Travel time is an estimate of recurring congestion divided by free-flow travel time and is

Planning time is a measure of how much time is needed to arrive on time and is an indicator of reliability. He then reviewed the changes made to the CMP in 2018 which consisted of making the data available for local stakeholders and decision-makers through an online GIS website; devising a systematic approach to identification, ranking, and monitoring of congestion in the region; comparing year-over-year data for multiple years; and evaluating speed data from other data sources using GIS. He elaborated on the impact that having access to year-over-year data has and would have in the future since it would allow the RTC to track the benefits of current construction projects once they are completed. The data is collected by the vendor INRIX, which uses Bluetooth in phones to track vehicle speeds and traffic. The raw data is uploaded to the RTC s GIS website as part of the collaboration process with partner agencies to create custom analyses. Reviewing the data has allowed the RTC to learn more about the region s traffic and congestion patterns. He gave the contrast between morning and evening congestion as an example. Congestion is higher in the evening than in the morning instead of the assumption that mornings are busier. He said the nature of the area s shift work is the most probable cause for this inverted traffic pattern. Mr. Raborn also discussed the speed data that was collected by other sources. INRIX data is primarily collected from private vehicles. This year, the RTC integrated other sources including crash data, modeling data, transit data, and active transportation data collected from the bike share program. He then explained the different strategies developed from the data to try to manage congestion. The goal is to address it with one of the strategies instead of turning to expensive capacity additions such as building roads. The four CMP strategies include the following: Attempt to reduce person trips or vehicle miles traveled Encourage people to shift to other modes of transportation Improve roadway operations such as better traffic light timing Find better ways to add capacity when necessary, and other options have been explored Mr. Raborn stated that the detailed 2018 CMP report is available online. He added that updates to the CMP are made annually and that the next update will be ready by the summer of Motion: No motion was necessary. Vote/Summary: No vote was taken. Item: 5. RECEIVE A REPORT ON THE NORTHEAST VALLEY TRANSPORTATION NETWORK STUDY (FOR POSSIBLE ACTION) Comments: Following a detailed PowerPoint presentation [attached], Mr. Mohammad Farhan, Principal Transportation Planner for the Regional Transportation Commission of Southern Nevada (RTC), gave an update on the Northeast Valley Transportation Network Study (Study). He provided a brief background on the Study, stating that it was initiated by a request from Nellis Air Force Base (Nellis) to analyze the base s growth impact on the surrounding areas. He noted that the study was almost complete. Mr. Farhan said the Study area fell within the following boundaries: Lake Mead Boulevard, Lamb Boulevard, Nellis, the Las Vegas Motor Speedway industrial complex, and Apex. An analysis of 23 arterial and freeway intersections within the study area was completed to see how transit and bicycle/pedestrian opportunities could be improved. Since there was not sufficient land use data available, the Study team conducted a series of one-on-one meetings with area developers and Nellis to determine land use and employment growth over the next couple of decades. This data, along with

11 DocuSign Envelope ID: 9BD35C A96-A5A5-0CA8B2F6D974 Minutes-Metropolitan Planning Subcommittee Meeting of November 13, 2018 Page 4 of 8 other data, such as topography and land ownership constraints, was used to develop a range of absorption rates and employment growth scenarios, which were then coded into the regional travel demand model. After reviewing the methodology, Mr. Farhan discussed the short-term and long-term improvements identified within the study. Short-term improvements, such as new signals, signal optimization, and increasing the number and length of turn pockets, will be needed at 19 of the 23 intersections included in the study. Long-term improvements such as segment widening, additional through lanes, and turn pocket signals will be needed at 21 intersections. Additionally, Mr. Farhan continued, there are challenges with Interstate-15 (I-15) access. There is significant current and planned residential development in the area with the main access to I-15 occurring at Lamb Boulevard. He said some potential connections to help alleviate this issue include the Pecos Road extension, which has been identified in previous studies, an extension of Washburn Road over the railroad to connect to Donovan Way, and an option to combine the Lamb Boulevard onramp with a new connection to Donovan Way. Mr. Farhan described how the Study team identified significant gaps in the existing bicycle and pedestrian system, especially bicycle facilities. However, the Study team did not delve too deeply into the subject since many of the issues will be addressed by the recently-updated Regional Bicycle and Pedestrian Plan and City of North Las Vegas Bicycle and Pedestrian Plan. Furthermore, Mr. Farhan stated that the Study includes an analysis of three different transit improvement scenarios. The scenarios include enhanced transit service to serve residential areas with a high percentage of study area employees, enhanced transit service and a new express line, and an assumption of a 10 percent reduction of all vehicle trips. Mr. Farhan said none of the scenarios show a significant reduction in future congestion. Additional transit service should still be considered, but it will not, on its own, solve the problem. Mr. Farhan reviewed some of the recommendations for Nellis. He said additional gates are needed, but the base s security limits the number of gates that could be added. He said the Study did identify some improvements at the intersection of Range Road and El Campo Grande Avenue that would help. In conclusion, Mr. Farhan summarized the following findings from the study: Employment traffic will outpace the ability to implement reasonable improvements Limited residential connectivity is a challenge Transit and automated/connected vehicles alone are not a viable solution for the congestion A range of policies and strategies will be needed to address issues He added that a final draft of the report is circulating and will be posted online once it is finalized. Vice-Chair Murphy thanked Mr. Farhan and his team for their hard work and for managing the project despite changes caused by the cancellation of the Faraday Futures project at Apex. RECEIVE A REPORT ON THE PEDESTRIAN COMFORT STUDY AND DEMONSTRATION PROJECT (FOR POSSIBLE ACTION) Comments: Following a detailed PowerPoint presentation [attached], Mr. Andrew Kjellman, Manager of Transportation Planning for the Regional Transportation Commission of Southern Nevada (RTC), provided an update on the Pedestrian Comfort Study and Demonstration Project (Study). He began with a review of the project goals, which are to assess public perceptions of pedestrian comfort, identify innovative strategies to address challenges, and field test innovative ideas through temporary demonstration projects. He emphasized that the project focus is on pedestrian comfort, not safety. A survey on comfort was conducted at the beginning of the Study, and another will be conducted at the conclusion, in addition to a focus group consisting of 30 people who represent a cross section of the community. Six low-cost, temporary demonstration projects are scheduled to be installed at various sites. Each site will cost approximately $5, and will be deployed for 30 days. Mr. Kjellman then reviewed the details of temporary pedestrian amenities that will be placed at each site. He first described each of the sites and the proposed changes, noting that there is a project site in each jurisdiction. This includes the following: City of Las Vegas: Washington Avenue and J Street Two curb extensions, red flexible delineator posts, high visibility crosswalk Clark County: Cambridge Street and Katie Avenue Curb extension, flexible delineator posts, high visibility, park entrance plaza art City of Henderson: Center Street and Warms Springs Shade City of North Las Vegas: El Campo Grande Avenue and Lawrence Street Curb extensions, high visibility crosswalk, and protected buffer landscape sidewalk City of Boulder City: Nevada Way, Ash Street, and Wyoming Street Pedestrian refuge island, two curb extensions, in-road signage City of Mesquite: Woodbury Lane and Burns Lane Curb extensions, high visibility crosswalk He stated that all sites will be active in December A final report of the findings will be available around March Vice-Chair Johanna Murphy, City of North Las Vegas, inquired about the impact of the school winter break on the installations since many will be located near schools. Mr. Kjellman hoped the sites would be used during the first couple of weeks of the month. Mr. Mario Bermudez, Clark County Comprehensive Planning, asked about having the shade structure in the wintertime. Mr. Kjellman responded that the team is considering delaying the City of Henderson site until Spring Mr. Craig Raborn, Director of Metropolitan Planning Organization for the RTC, said that the project team is educating the focus group and will be telling them to consider the shade in the context of the summer months. Vice-Chair Murphy asked if location will have different treatments. Mr. Kjellman said there are similarities, but there are some logistical issues stemming from using active streets instead of closed streets. He said that a next step could be to test deployments in a closed-street environment. Mr. Ken Satowski, Nevada Department of Transportation, asked about the clean-up process at the conclusion of the 30 days. Mr. Kjellman said the project team will clean up the site and return it to its normal state.

Mr. Kjellman responded that no funding from the RTC is available. Mr Raborn added that this is a first step toward a regional walkability plan. There will be other follow-up before recommendations are made, but there might be some funding from the streets and highways fund. Mr. Sean Robertson, City of Henderson, asked about delaying the City of Henderson site. Mr. Kjellman said no decision was made because there are still some logistics to work out with the shade itself. Motion: No motion was necessary. Vote/Summary: No vote was taken. Item: 7. RECEIVE AN UPDATE ON DEVELOPMENT OF ON BOARD THE REGIONAL TRANSIT PLAN Comments: Following a detailed PowerPoint presentation [attached], Mr. Craig Raborn, Director of Metropolitan Planning Organization for the Regional Transportation Commission of Southern Nevada (RTC), provided an update on the regional long-term transit mobility plan known as On Board. He said the team is currently doing data analysis, but the public vision and values survey is still live. The survey is short and allows anyone in the Las Vegas Valley to provide input. It consists of values questions and demographic questions, and asks participants to make some trade-off decisions. Mr. Raborn said it takes three to six minutes to complete. Staff has thus far collected approximately 8,200 usable surveys. The RTC would like to reach more non-transit users, which has traditionally been a difficult audience to capture. Although the team has been successful this time around with non-transit responders, which comprise about 60 percent of the surveys so far. The surveys will be used to make long-range recommendations and will be shared with stakeholders and elected officials. He asked for the survey to continue to be shared. It will be live for another month and a half. Motion: No motion was necessary. Vote/Summary: No vote was taken. Item: 8. RECEIVE AN UPDATE ON THE BOULDER HIGHWAY MULTIMODAL CORRIDOR STUDY (FOR POSSIBLE ACTION) Comments: Following a detailed PowerPoint presentation [attached], Mr. Craig Raborn, Director of Metropolitan Planning Organization for the Regional Transportation Commission of Southern Nevada (RTC), provided an update on the Boulder Highway Multimodal Corridor Study (Study). Mr. Raborn described how this Study began over a year ago and highlighted Boulder Highway s history in the region. Although it is an important route, 10 percent of total pedestrian fatalities in the state of Nevada occur on Boulder Highway. As such, it was determined that a study be done to examine Boulder Highway and work toward several specific goals to improve the safety and efficiency of it, including: provide safe, non-motorized travel; improve vehicle safety; support economic re-development; support transit culture; and reliable movement of people on the corridor. Mr. Raborn noted that the process is currently in the Select Alternatives portion, which will be followed by the development of an implementation plan. Within the Study, Boulder Highway was broken into

The proposed concept for an improvement is to create a dedicated through realm for center-running transit and high-speed vehicles, bookended by two pedestrian realms for pedestrians and other multi-modal transit options. Mr. Raborn pointed out that the composition of these realms would vary based on the local need of each segment, but as a conceptual framework, this is the preferred idea. The Study, Mr. Raborn continued, also included a robust community and stakeholder engagement process, which is ongoing. He described some of the aspects of this process and the benefits of getting the community involved in the discussions. Moving forward, the next steps include finalizing concepts, soliciting another round of public feedback, and developing a final report. The overall report is expected to be completed in early Then, Mr. Raborn briefly mentioned a few of the ongoing activities that the Nevada Department of Transportation (NDOT) is currently working on across six different locations. In closing, Mr. Raborn disclosed that NDOT itself is funding half of the study and has been closely engaged in these discussions. Vice-Chair Johanna Murphy, City of North Las Vegas, asked about how existing rights-of-way work with this plan. Mr. Raborn said the changes do not fill the existing right-of-way in some areas and that many areas have room to spare. Vice-Chair Murphy then asked how often breaks will occur in the pedestrian realm travel lanes. Mr. Raborn said it will happen frequently, although the details will need to be figured out by the engineers. Vice-Chair Murphy then asked if flood drainage has been worked into the system. Mr. Mohammad Farhan, Principal Transportation Planner for the RTC, said that staff is meeting with the the Regional Flood Control District and the Las Vegas Valley Water District to discuss these issues, noting that they were on board with this concept. Mr. Raborn agreed and said that the final implementation stages will address some of these issues. Mr. Robert Tekniepe, Clark County Department of Air Quality, asked about the six segments Boulder Highway is split into and questioned whether there is specific data on safety issues for each segment. Mr. Raborn said some safety issues are being tracked by segment, but all of them have notable issues. While each segment is unique, specific hotspot analysis is not being performed on the individual segments. Instead, this looks at longer-term design changes to mitigate safety concerns. This Study is being conducted in partnership with the City of Boulder City and multiple stakeholders, including the Nevada State Railroad Museum, River Mountains Trail Partnership Advisory Council, City of Henderson, Nevada Department of Transportation, Lake Mead National Recreation Area, Boulder City Chamber of Commerce, Boulder City Economic Vitality Commission, Southern Nevada Bicycle Coalition, and Outside Las Vegas Foundation. The purpose of the Study is to identify the on-street and off-street routes that will improve pedestrian and bicycle access to and from the new Nevada State Railroad Museum. The study will conduct stakeholder and public outreach to identify preferred conceptual routes and designs, amenities, project prioritization, and project costs. The study began in November 2017 and preliminary recommendations have been developed. The final plan is anticipated to be presented to the City of Boulder City and the Regional Transportation Commission of Southern Nevada in spring Staff will provide an update on development of the River Mountains Loop Trail Improvements Study. The City of North Las Vegas received Phase I funds for the Deer Springs District, which is approximately 2.5 miles in length, running from North Fifth Street to Pecos Road and extending a half mile on either side of Deer Springs Way. The study area contains a broad mix of land uses, several future station areas, major trail and open space opportunities, and a Job Creation Zone. Phase I began in July 2018 and the final plan is anticipated to be presented to the City of North Las Vegas and the RTC in summer The jurisdiction selection process for Phase II began in February 2019, and the study is anticipated to begin in summer Staff will provide an update on development of the Livable Centers Study Pilot Program.
