2 WORK PLAN Specific questionnaire based survey to complete the data collected during the first T.S. survey Completion of data by a specific round of expertise in order to observe (under real conditions) the border crossing procedures and the respective waiting times. Meetings and interviews with (mainly) the custom and police authorities of each border station. Data analysis Conclusions Objective: Designation of cross border stations with most important problems and proposal of near/ mid-term measures for the improvement of infrastructure and transport facilitation.

Questionnaire-based survey Objective: Update of the existing archive on cross border station infrastructure and procedures Action: Design of questionnaires for road and rail cross border stations. General information - Toponym, Exact site (km position), Ground plan, Working hours, Shifts Infrastructure - : Lanes per vehicle category in entrance and exit, Special lanes, Other installations (police, customs, phyto-sanitary, ramps, tolls etc.) - : Lines per train category in entrance and exit, Special lines, Other installations (police, customs, phyto-sanitary, ramps, marshalling yards, platforms etc.) Description of procedures - Required documents per vehicle/ train category, per type of procedure, and respective duration time Traffic volumes - Annual entrance and exit traffic volumes per vehicle/ train category for the last 6 years Delays - Delays per vehicle/ train category Peak and off-peak periods - Peak and off-peak hours and days

4 2. On-site visits of expertise Objectives: Registration, under real conditions, of the border crossing procedures and respective delays. Action 2.1: Coordination with the Steering Committee members of each participating country for implementing an on-site visits programme. Action 2.2: Meetings with the responsible authorities and registration of the problems of each Corridor X s (road/ rail) station: 2-4 December 2002: Serbia, Croatia, Hungary (Main Axis & Branch B) December 2002: Austria, Slovenia, Croatia (Main Axis & Branch A) February 2003: Serbia, F.Y.R.O.M., Bulgaria (Main Axis & Branch C) 21 February 2003: Greece (Main Axis) 24 February 2003: F.Y.R.O.M. Data analysis Conclusions Objectives: Identification of cross borders with bottlenecks due to lack of infrastructure and the followed procedures depending on the traffic level and the observed delays. Action 3.1: Construction of a Database with physical and operational characteristics of each station. Action 3.2: Conclusions on border stations per country and pair of stations. Action 3.3: Appraisal of the results of relevant studies (REBIS, WB/ TTFSE).

16 5. General conclusions Lack of infrastructure (buildings, parking places, sufficient lanes for entrance and exit, electricity supply etc.). Lack of special lanes for TIR trucks. Lack of staff. In some cases fair staff but lack of lighting installations => obligatory working hours (daylight). Lack of appropriate technical equipment (mainly PCs). n-interoperable infrastructure. In the case of rail transport change of locomotive => 30min + brake tests (10min) = 40min. Visa regime (mainly in Serbia). Senghen treaty and new E.U. borders will cause the shift of bottlenecks to other cross border stations with already limited capacity.
