18 Speed limits in german cities Background Umsetzung des Lkw-Führungskonzeptes Speed reduction is an important measure in german noise action plans Speed limits to 30 kph have high acoustic benefits in relation to relative low costs At the same time this measure is very controversial in discussions among experts and in political and public circles Also the necessary cooperation between the planning departments and the executive highway departments does not work without friction in many cases slide 18

20 Model test of 30 kph in Frankfurt The noise action plan for Frankfurt 2010 includes 30 kph at night for selected streets in the city of Frankfurt Umsetzung des Lkw-Führungskonzeptes In 2012 Frankfurt tested 30 kph at night on one main road, in 2015 Frankfurt on four other main roads The roads have mostly two lanes per direction and a high congestion between cars (one direction) and cars in the night (8 hours) Sources: Straßenverkehrsamt Frankfurt a.m., LK Argus Kassel slide 20

21 Model test of 30 kph in Frankfurt The test covers the questions Will the speed limit observed? Can noise reduction be quantified? What s the opinion of the inhabitants? Will traffic relocate in other routes? Will traffic flow change? What s the opinion of the car drivers? 25 Model test of 30 kph in Frankfurt Summary The traffic speed is already decreased in the first four weeks with speed limit other surveys show that the downward movement continue up to minimum six months The noise exposure is clearly declined The noise reduction is positivly noticed by the inhabitants The surveyed traffic volume shows no indication for negative traffic relocation Negative effects to traffic flow are not extensive at night mostly driving time depends on the traffic light circuit The adverse effects, the car drivers suspected, are unimportant slide 25

28 Public participation in Bielefeld Feasibility study of the public proposals for measures In a first screening the proposals were checked whether they are related to ambient noise and the loudness is harmful in terms of the directive of environmental noise In the second step the practicability concerning to the legal framework and the effect of the recommended measures were verified After that the facility of realisation or advanced assessement was checked Therefore the Environmental Agency held two meetings with amongst others the planning agency and the traffic agency In this workshops the agencies compiled a commend list of measures, which shall be realised or still proved slide 28

32 Berlin s noise action plan and its implementation Speed limits In 2008 a concept for 30 kph at night was developed In 2015 there were 164 km of the main roads with speed limit of 30 kph at night In addition further roads have a speed limit of 30 kph to increase traffic safety especially at schools Overall a speed limit of 30 kph exists on 17% of the main roads in Berlin Source: slide 32
