AITPM Traffic Generation and Parking Supply for Today s Canberra Getting it Right Chris Coath Director chris.coath@gta.com.au Thursday 11 May 2017
Introduction Traffic Generation and Parking Supply for today s Canberra Getting it right, 1. Today s Canberra 2. Traffic Generation 3. Parking Supply 4. Getting it right
Today s Canberra
Today s Canberra Policy objective of Transport for Canberra to double walking, cycling and public transport mode share from 2006 to 2026 Canberra Light Rail Infrastructure Project to create transport step change in travel options Growth and densification around key town centre areas
Today s Canberra Car Parking Rates Aggressive office rates Appropriate / at times conservative retail rates No rates for residential use in CZ1 and CZ2 zones in City and Town centres Potential for unintended consequences Distinction between zones Source: Parking and Vehicular Access General Code (2014)
Today s Canberra Car Parking Supply Significant provision of at grade car parking Gradual development of at grade parking sites With replacement of displaced supply included back into the development
Today s Canberra Traffic Generation Rates For residential and CZ5 zones Detached Dwelling (Block > 360 sqm) - 8 veh mvmts per day Detached Dwelling (Block < 360 sqm) - 7 veh mvmts per day Multi Unit Developments - 6 veh mvmts per day Commonly also adopted for other areas by Authorities and Developers (or at least as the starting point) Source: Estate Development Code (2014)
Why is it important to get it right?
Why is it important to get it right? Decisions we make in todays Canberra will impact on tomorrows Canberra
Traffic Generation
Traffic Generation Traffic Generation rates (residential) are often applied Canberra wide
Traffic Generation Belconnen Gungahlin City Different areas of Canberra have very different characteristics Tuggeranong Phillip / Woden
Traffic Generation Hall 95% Belconnen 56% Duffy 81% Tuggeranong 66% Gungahlin 75% City 36% Phillip / Woden 57% South Canberra 64% Theodore 82% Car Driver Journey to Work Source: ABS Census Journey to Work 2011 ACT as a whole: 74% car-driver Differing proportions across town, group and local centres
Traffic Generation Recent benchmarking as part of a development application in Belconnen
Traffic Generation We should not be applying the same rate (as even a starting point) across the very differing areas of Canberra.
Car Parking Supply
Car Parking Supply Activity Centre parking is made up of: The rate at which each development generates parking, and The temporal profile or characteristics of development enabling it to potentially share car parking with other uses.
Car Parking Supply In Canberra: The Code considers parking rates by zone and somewhat region / activity centre however More work however needs to be done on considering the temporal nature of uses and the ability to share parking Particularly in the redevelopment of at grade car parking sites. Replace Supply Replace Demand Consider temporal variations of existing demand and ability to share vacancies with new development.
Car Parking Supply In Canberra: Residential car parking rates in CZ1 and CZ2 zones in City and Town Centres specify no minimum or no maximum requirement Hedging bets could result in unintended consequences
Impacts of Getting it Wrong
Impacts of Getting it Wrong Some impacts when we get it wrong Developments and government are required to create road network and car park capacity for a traffic demand that may not exist Capacity further induces demand for motor vehicle trips and car parking Increases the cost to governments and developers and communities Redirects funding from active and sustainable transport projects.
What does Getting it Right look Like?
What does Getting it Right look Like? Parking supply which matches demand and makes use of surrounding shared resources Parking policies which limit parking provisions and contain or manage unintended consequences The adoption of traffic generation rates which reflect the characteristics of the area in which the site sits The consideration of transport generation not traffic generation The adoption of further demand management measures to achieve the goals set in Transport for Canberra
What does Getting it Right look Like? Planning policy instruments which reflect tomorrow s Canberra not today s.
