(ET) on April 8, A response received after the exact time specified will not be considered. Failure to file a protest within the time prescribed in Section (3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes (F.S.). Written notices, formal requests and proceedings must conform with the requirements set forth in Chapter , Florida Administrative Code (F.A.C.). 2 Page 2 ADDENDUM NO. 1 Item 1: Vendor Questions & FWC Answers Question 1: When a course is designed, there are various types of target presentations, usually two targets at each station. About 75% are "standard" traps, throwing a regular 108mm target. The remaining 25% are a mixture of "novelty" targets i.e. Rabbit trap (Rolls a target along the ground), Teal Target (Throws a target straight up), Midi Target (similar to standard trap, but uses a smaller 90mm target), Mini Target (similar to standard and Midi, but even smaller at 60mm), Battue Target (Very flat target same size as standard [108mm], finally, Wobble Trap (Throws a standard target 108mm, but in random directions - up / down - left / right). The "problem" I'm drawing your attention to, is purely the first section of the bid, regarding the STANDARD TRAP. With the Standard Trap, Laporte offer three options, primarily based on the number of targets the carousel holds - 320, 400, 600. These three traps are: As shown above and below here... The fourth option shown above is a Wobble Trap, which is not a standard trap.
3 Page 3 With my course design for this project, I listed the equipment required for the "non-standard" traps (there is only one choice for each - easy), then I listed three OPTIONS for the Standard Trap. My understanding was, that, ONE of these traps would be selected as the "COMMON" trap to use for the standard trap (i.e. 75% of traps required or 120 traps). The way the bid is listed, shows the three different standard traps (requiring prices for each), plus - for some reason, a wobble trap), then add these four prices together to give a sum total for one of each. Then multiply this number by 30 to give a total for 120 traps. BUT, this would be 30 of one type, 30 of another, 30 of another and 30 of a "wobble". This doesn't make sense to me, surely ONE of these first three standard traps would be chosen as the standard, then multiplied by 120. If I price it the way requested, it doesn't give a correct figure. Let's take an example using sample pricing. Trap1 ($2,500) Trap2 ($2,800) Trap3 ($3,200) Wobble ($5,500). If I add all 4 together = $14, Then multiply by 30 = $420,000. In reality you would order 120 of one type, for example Trap2 at $2,800 multiply by 120 = $336,000 a difference of $84,000 Perhaps it is specified the way written to allow some "leeway" when purchasing? I hope this is clear to you. If you discuss it with Bill Cline, he certainly will understand and it should be an easy "correction / change" to the bid... OR... Maybe, I'm wrong and there is a reason I'm not privy to. Answer 1: The bid sheet is not an order. The Commission has the right to purchase carts from the winning bidder in any quantity desired. Please complete the sheet as requested. Question 2: This is regarding "carts" to fasten the traps to. Each trap, be it "standard" or "specialty" requires a cart. The 120 requested here only satisfies the standard traps. The "specialty" traps will also require carts; [Rabbit 24, Teal 32, Midi 90mm 28, Battue 28] These would require an additional 112 carts.
4 Page 4 Answer 2: The bid sheet is not an order. The Commission has the right to purchase carts from the winning bidder in any quantity desired. Please complete the sheet as requested. Question 3: My last question is on the SKEET requirement. Again a choice... There are two types of Skeet Set, as shown below (like sporting the difference is on the target capacity 800 / 1200). Looking at the bid it's taking one of each type, adding them together, then multiplying by 4 to give 8 sets. Surely, there should be one of these chosen, then multiplied by 8, otherwise we have 4 of one type and 4 of the other? Finally. For over 30 years I've been selling purely Laporte traps, I don't handle Promatic (GROUP B), so I won't be placing a bid for GROUP B, however in looking at the bid for group B, it has the same format of "mixing" traps. If there is no change, then I can submit the bid as written. Perhaps that is intentional to give some "wiggle" room when actually purchasing. Answer 3: The bid sheet is not an order. The Commission has the right to purchase any Olympic skeet set desired from the winning bidder in any quantity desired. Please complete the sheet as requested. Question 4: We have rec d the Invitation to Bid for the above project and noticed that under Group B, Page 30 for the Promatic equipment that the Bid indicates a Progetti Multi-Pull System for the Trap Field controllers. The Progetti system is an International Bunker Controller is most commonly used for International Competitions and is more expensive. We typically use the Canterbury 5-Man Trap Voice Release system for American Trap. Can we quote the Canterbury system instead or is the Progetti system required? Answer 4: For the purposes of this bid request, please provide a written price for the Progetti system as requested.
5 Page 5 Question 5: We are your closest Laporte dealer, so I plan on bidding package A as listed, however, I plan on also bidding package B, since I used to be a Promatic dealer and have a machine brand that is nearly identical but made in the USA instead of the UK. It is MEC and I wanted to make sure I didn t need to provide any documentation to support that since it is not the same brand, but all capabilities and specifications are the same. I also plan on bidding Pat Trap in place of the Promatic doubles, since America s governing trap body, the Amateur Trapshooting Association, uses Pat Trap exclusively, as does 80% of all trap clubs in North America. I am also going to quote the Long Range counter system in place of the Claymate controllers, they are the same specification. Answer 5: Please only bid on all the requested products on each of the bid sheets: Group A and Group B. For the purposes of this bid, no substitutions are allowed. Question 6: Y all are asking for a fairly complicated voice controller in the Progetti and the F3 on each bid request, however, the traps requested can run on a much simpler system. Does one system need to work for American skeet, trap and international trap? So does that mean you will need 8 microphones, since there is 8 stands in skeet but only 5 in trap? Answer 6: In Group B we have changed one of the Progetti controllers to the Canteberry controller. Please bid on the requested controller with the exact number of microphones requested. Question 7: The laporte 8 column skeet is no longer made, they offer a 640 target 6 column set, a 12 column 900 set and a 12 column 1300 set. Answer 7: The bid sheet has been revised requesting the Laporte American Skeet Set Complete 1,300 Clays, 12 column and the Olympic Skeet Set Complete 1300 clays, 12 column. Question 8: The international timer box is listed as a separate line item as the skeet/trap overlay counter, but they are the same item, there will not be a different price for that unit. Answer 8: The bid sheet has been revised requesting the Laporte American Skeet Set Complete 1,300 Clays, 12 column and the Olympic Skeet Set Complete 1300 clays, 12 column.
6 Page 6 Question 9: I mention that I am not registered with SUNBIZ. Does this preclude me from bidding, or can I register now? Only, in the bid document, it states bidders must be registered before the bid documents are sent out? Answer 9: No. Please refer to Florida Statute (i). Question 10: In reading the 40 pages previous to the equipment list, I notice there is a requirement for contractors / bidders to be registered with BOTH : MyFloridaMarketPlace and SUNBIZ. Last July, at the time I designed the Sporting Ranges, I was informed about MFMP, but not SUNBIZ. It now appears I cannot bid? The same would apply for Laporte USA; I checked, and they are not registered with SUNBIZ either. This would preclude Laporte and myself from bidding, which would in effect make section "GROUP A" irrelevant, as only Promatic "GROUP B", can be bid? I know Laporte has sold equipment directly to Florida Fish and Wildlife in the past? Are there different conditions when bidding? My initial reason for this was to inform of a missing item... and a wrong designation.. This morning I observed the missing solar panels for ALL traps. They are listed for the Longrange Trap Controllers; See below - 72 units But, there is no mention of Solar Chargers for the 120 Standard Traps and the 112 Specialty Traps (SHAC10W). NOTE: This is the part number for the trap solar panels (SHAC10W), the part number for the Controller Solar panels should be (SHAC5W), not as shown above (pink section). I draw your attention to this because on page 22 on the bid document, shown below, see underlined, it says "all items except batteries". AND.>
7 Page 7 Each trap must have a Solar Panel to charge the trap battery. So, we (you), need to add 232 solar panels to charge the trap batteries. Answer 10: The bid sheet is not an order. The Commission has the right to purchase any solar battery charger and any power pack from the winning bidder in any quantity desired. Please complete the sheet as requested. Question 11: GROUP "B". Although I mentioned in my previous I would not be bidding for this Group (I don't do Promatic), in looking in the same "area", the requirement is confusing and "wrong". In GROUP "A" (Laporte). The two items shown are for the station controller battery pack and its solar charger. There are 72 "pairs" for the 72 stations. In GROUP "B", there is no mention of a battery pack to power each of the 72 stations, but lists two types of solar panels? The Promatic Station Controller needs a battery pack as well, similar to Longrange. This is not listed as Promatic do not supply this part, customers have to source their own. When sourced, they also require the solar charger, this would be item E30V/SOLAR5C. The other 72 solar chargers E30V/SOLAR20C are the same Solar chargers required for the sporting traps? So, a bit of confusion...but... as mentioned above, I think I'm excluded from bidding. In which case, you can take my suggestions and recommendations and help other bidders to understand the bid. Answer 11: The bid sheet is not an order. The Commission has the right to purchase any solar battery charger and any power pack from the winning bidder in either group in any quantity desired. We also have the right to outsource other products necessary to complete the project from another source. Please complete the sheet as requested. END OF ADDENDUM 1
