5 1.0 Overview of Service and Fare Changes 1.1. Major Service Changes DDOT s Title VI Program established criteria for DDOT s Major Service Change, Disparate Impact, and Disproportionate Burden policies for the DC Circulator and DC Streetcar. DDOT defines a major service change as: Changing frequency of the buses/streetcars (how often they arrive) on a route by more than 5 minutes. Altering the geographic alignment of more than 25 percent of a bus or streetcar route s miles. Change a route s span of service by more than three hours in a day. Creation or elimination of a route or line. Elimination of a bus stop or streetcar stop along a portion of a route or line that would force a 0.5 mile or more increase in walking to access the same route or line. If DC Circulator service changes meet any of these definitions, a public comment period, hearing, and service equity analysis are required per District of Columbia Municipal Regulations Rule : Fare Adjustments, Service Adjustments, and Public Participation. The major service changes going into effect on June 24, 2018 are below Potomac Avenue Metro Skyland (PS) Route Realign route to serve and Congress Heights Metro via Barracks Row and Downtown Anacostia. Revise route schedule to include year-round weekday service from 6:00 AM 9:00 PM and new weekend service 7:00 AM 9:00 PM Navy Yard Metro (US-NY) Route Realign route to serve Eastern Market Metro to L Enfant Plaza Metro via Barracks Row, Navy Yard Metro, M Street SE/SW, and Waterfront Metro. Revise route schedule to include year-round weekday service from 6:00 AM 9:00 PM and new weekend service 7:00 AM 9:00 PM. 5

6 Georgetown (GT-US) Route Revise schedule to include year-round late-night service between McPherson Square and Union Station from 9:00 PM to 3:00 AM on Friday and Saturday Other Service Changes There are additional service changes implemented on June 24, 2018 that do not meet DDOT s definition of major service changes. Some of these changes were already implemented on a temporary basis to support increase transit service during WMATA s October 2016 SafeTrack Metrorail maintenance surges. DDOT now plans to make these other service changes formally part of the service plan for DC Circulator. Woodley Park Adams Morgan McPherson Square Metro (WP-AM) changed its service start time from 7:00 AM to 6:00 AM during the October 2016 SafeTrack Metrorail maintenance surges. DDOT will make this change permanent. Dupont Circle Georgetown Rosslyn (RS-DP) changed its service start time from 7:00 AM to 6:00 AM during the October 2016 SafeTrack Metrorail maintenance surges. It also changed its service end time from 2:00 AM to 3:00 AM during the same time period. DDOT will make this change permanent. Georgetown (GT-US) changed its service start time from 7:00 AM to 6:00 AM during the October 2016 SafeTrack Metrorail maintenance surges. It also changed its service end time from 2:00 AM to 3:00 AM during the same time period. These changes affected the entire route. DDOT will make these changes permanent Fare Media Change Fare media changes are separate from major service changes in District of Columbia Municipal Regulations Rule : Fare Adjustments, Service Adjustments, and Public Participation, but require an equity analysis as well. The equity analysis found no disparate impact or disproportionate burden in this proposed fare media change Discontinuation of Paper Passes The change does not change fare amounts for any fare media currently used to board a DC Circulator bus. It only eliminates paper passes used only on the DC Circulator. Passengers will still have the option to pay for DC Circulator rides with all other current fare media, including the SmarTrip-based 7-Day Regional Bus Pass sold by WMATA. No change is proposed to the base fare of $1 per trip. 6

Service Changes Not Implemented Changes to Georgetown- stops have been analyzed in previous documents and presentations, such as the Service Equity Analysis posted on the DC Circulator website. However, DDOT has decided no changes will be made to any existing GT-US stops during this time and will revisit these service changes in the future. 7

8 2.0 Overview of Proposed Service Change History and Public Outreach Transit Development Plan Update Many service changes in this implementation plan originated as recommendations in the 2017 Transit Development Plan Update, which had multiple phases of public outreach. As part of the DC Circulator Transit Development Plan (TDP) 2017 Update, DDOT proposed changes to better align DDOT resources with growing activity centers and improve the reliability of DC Circulator service. DDOT conducted extensive outreach and received 3,498 comments on proposed route alignments. In December 15, 2017, DDOT proposed six major service changes as part of a package of 2018 Major Service Changes that aligned with the recommendations of the 2017 TDP Update. Comments were compiled, and outreach activities took place between December 15, 2018 and February 16, The comment period was extended from an original close date of January 15, 2018 to provide community members additional time to provide feedback. DDOT decided to move forward on the recommendations to realign the Potomac Ave Metro Skyland and Navy Yard Metro routes Notices and Press Release As part of the requirement in the District of Columbia Municipal Regulations, a notice of a public comment period and public hearing was posted in the DC Register on December 15, The text of the notice is available in the appendix. DDOT published a notice of public hearing in the Washington Post on December 27, The notice was also available for 30 days online. A press release was available on December 15, 2017 on the DDOT and DC Circulator websites. The text of the press release is available in the appendix. Stop notices were installed along the PS and US-NY routes. Window cling notices were installed on all DC Circulator buses, regardless which route the bus travelled. 8

Comment Period The comment period was open from December 15, 2017 to February 16, The comment period was extended from an original close date of January 15, 2018 to provide community members additional time to provide feedback. Comments sent to DDOT in the following ways were considered official comments: Using the online comment form, found at dccirculator.com/service-changes-2018 Using a paper comment form, found on DC Circulator buses. These could be left in the bags on buses or mailed in to the address on the form. Speaking at the public hearing on January 4, 2018 Filling out a paper comment form at the public hearing ing dccirculator@dc.gov Paper comment forms were available on all DC Circulator buses in English, with instructions in Spanish to visit the DC Circulator website to comment in Spanish. Online comment forms were available in English and Spanish, and had the same questions as the paper comment forms. To comply with DDOT s Title VI plan, both comment forms asked demographic questions regarding primary language, race, and household income Public Hearing On January 4, 2018, DDOT held a public hearing at the Miracle Theatre on Barracks Row (535 8 th Street SE) from 7:00 PM to 9:00 PM. Presenters at the hearing could sign up in advance online or in person the day of the hearing. Fifteen members of the public and one public official spoke at the hearing Open House On January 31, 2018, DDOT hosted an open house at the Anacostia Public Library (1800 Good Hope Road SE) from 5:30 PM to 8:30 PM. DDOT provided information about changes to DC Circulator and WMATA Metrobus routes and listened to feedback from the public. Staff were available to take official comments Outreach The comment period was advertised on DC Circulator and DDOT websites, through social media (Facebook, Twitter, and Instagram), to Advisory Neighborhood Commissions (ANCs), and through listservs, blogs, the Washington Post, and local news. In addition, on January 24 th and January 25 th, from 6:30 AM to 9:30 AM, and from 3:00 PM to 6:00 PM, street teams passed out 3,547 postcards and 9

10 comment forms to DC Circulator riders at eight impacted stops along the PS route. The postcards advertised the Anacostia Open House and the ways people could provide comments. DDOT staff attended the following advisory neighborhood commission (ANC) meetings to promote the comment period: ANC 7B meeting on Thursday, January 18. Special Ward 8 ANC commissioners meeting, Saturday, January 27. Anacostia Coordinating Council meeting, Tuesday, January 30. ANC 8A meeting on Tuesday, February 6. Southwest Strike Force meeting, convened by the Southwest BID and Councilmember Allen on Friday, February 9. ANC 7B meeting on February

11 3.0 Decision-Making 3.1. Potomac Ave Metro Skyland (PS) The current PS route attracts low ridership, likely due to overlap with multiple WMATA Metrobus routes (92, VS, W6, and W8) on Good Hope Road SE, splitting the demand for service rather than acting as a complement. The land uses and activities along the route also do not support 10-minute, all-day service, which is a core part of the DC Circulator brand. These low ridership levels have persisted since the inception of the service. As a result of the TDP analysis and community engagement process, DDOT proposed a realignment of the PS route as part of a major service change. Once implemented, DDOT expects that the service change will result in increased ridership on DC Circulator by connecting two major activity centers and reducing overlap with existing Metrobus service. The realigned PS route would provide a one-seat ride from Congress Heights to the Central Business District (CBD), run seven days a week, and benefit the predominantly minority and low-income populations in the new service area. As part of the service change, DDOT has worked with WMATA to reallocate Metrobus service in Ward 8 through the elimination of 94 Route service (which would parallel the new DC Circulator route). The savings from this service will be reallocated to enhanced peak hour 92 Route service with service at least every ten minutes during peak hours, and expanded U8/W4 Route service providing service to Ward 8. DDOT is monitoring ongoing development activity in the Skyland area and nearby neighborhoods, and has been actively coordinating on the range of transportation improvements associated with this development. DDOT acknowledges that there are opportunities to strengthen transit connections to emerging activity centers throughout Wards 7 and 8 and around the District, and will continue to monitor these transportation and transit needs going forward. As first established in the 2011 TDP, DDOT will continue to conduct TDP updates every three years. DDOT is committed to including an analysis of transit needs in the Skyland area in the 2020 TDP Update. DDOT also works collaboratively with WMATA on bus service improvements through their regular State of Good Operations (SOGO) planning processes and biannual service changes Navy Yard Metro (US-NY) In September 2016, the DC Circulator Transit Development Plan (TDP) team evaluated all routes to determine if service changes could be made to improve the system s performance and reliability. The 11

12 team found that the Navy Yard Metro (US-NY) route had low hourly ridership (17 boardings per hour, below the service standard of 25 boardings per hour) and the lowest annual ridership out of all six DC Circulator routes. Most of the existing riders (approximately 70 percent) ride US-NY route during peak periods or rush hour (7:00 AM to 9:00 AM and 3:00 PM to 8:00 PM). DDOT believes this low ridership is because the areas served by the US-NY route do not demand all-day, 10-minute service. The route also ranks low compared to the other five routes on farebox recovery (fifth place), number of complaints (sixth place), and bus stop spacing (fifth place) Capitol Hill and Navy Yard DDOT also found that the trip from to the Navy Yard Metro station could be completed faster using the Red and Green Metrorail lines rather than taking the US-NY DC Circulator route. For this reason, DDOT realigned the US-NY and PS routes in tandem to create a faster connection between and Navy Yard. The route, to Congress Heights, will serve the residential areas in Capitol Hill along 8th Street NE/SE to avoid the delays caused by traffic around the US Capitol Building. These changes bring the service in line with DC Circulator goals and service standards. DDOT works to ensure that the DC Circulator system efficiently uses District of Columbia taxpayers dollars and serves the most residents. The fare revenues on this route only cover approximately 15 percent of the cost of providing service. From public comments, DDOT heard that while the WMATA Metrobus 97 route serves Capitol Hill employees, the route does not run long enough in the morning and evening to be a viable replacement for the DC Circulator US-NY route. DDOT is investigating ways to expand the Metrobus 97 route to cover the full peak periods for riders between and Capitol Hill Eastern Market Turnaround The 2015 Eastern Market Metro Park (EMMP) Master Plan is the result of a multi-year, community-led effort to improve the public space along Pennsylvania Avenue, SE, between 7th and 9th Streets, including the area around the Eastern Market Metro Station. Among many traffic improvements considered for the Eastern Market Plaza area, the plan states that the District should consider reversing the direction of D Street SE in order to relieve pressure on the 8thStreet/D Street SE (south) and 8th Street/D Street SE (north) intersections, addressing safety concerns for pedestrians, vehicles and transit buses. 12

13 The DC Circulator 2017 TDP Update considered this recommendation and proposed that the Eastern Market Metro L Enfant Plaza route reverse direction from northbound to southbound at Eastern Market by turning left from 8th Street SE onto D Street SE, then turning right onto 7th Street SE. A preliminary analysis showed that other possible routings would constitute difficult turning movements for 40-foot Circulator buses, lengthen running times, and lead to parking removals at other intersections. DDOT conducted a field visit on April 2, 2018 with community members and business owners, and is currently evaluating the proposed terminus based on this and other feedback, including coordination with the Fire and Emergency Medical Services Department. DDOT will issue a Notice of Intent for public comment if traffic operations changes or parking stall removals are proposed in conjunction with a new terminus. DDOT is also coordinating with the Department of General Services in their current solicitation for design refinements and implementation of the EMMP recommendations, including transportation and transit improvements. As DDOT continues to evaluate options and work with the community towards a resolution, DDOT will retain the current service bus stops on the 7 th SE and Pennsylvania Avenue, SE (north side of Pennsylvania Avenue) and mid block on Pennsylvania Avenue SE between 7 th Street SE and 8 th Street SE (south side of Pennsylvania Avenue by the Eastern Market Metro exit). The DC Circulator buses will reverse direction at this terminus on an interim basis deadheading (operating without passengers) by continuing on Pennsylvania Avenue SE and making a signaled U-turn at 4 th Street SE to resume the route in the southbound direction th Street SE DDOT analyzed aligning the route on 4 th and 6 th Streets SE within the TDP study process, but eliminated this routing for several reasons. In particular, 4 th and 6 th Streets SE are one-lane, include bike lanes and parking on both sides, and are residential in character. Narrow one-lane roads result in poor bus service because they are easily blocked and provide no recourse to divert around blockages, and DDOT anticipated neighborhood opposition to the introduction of bus service on these streets. Such a routing would be less direct and less intuitive for riders, as it would result in a two-block separation between stop pairs. Finally, since there are no existing bus stops on these streets, the new bus service would require establishment of new bus stops and would lead to removal of street parking. In contrast, 8 th Street SE already has bus service, allowing easier addition of new service and providing connections to existing Metrobus service. 13

14 3.3. DC Circulator Passes The fare equity analysis found that DC Circulator paper passes account for less than two percent of total fare payments. The process required for operators to validate the passes including the training and enforcement time required to take the pass from the customer, write an effective date, and check the effective date on each pass presented is labor-intensive. Additionally, weak enforcement enables pass holders to potentially use passes beyond their expiration. Riders are still able to use the 7-Day Regional Bus Pass, a SmarTrip-based pass sold by WMATA and accepted by multiple bus providers in the DC region. There was no change proposed to the $1 base fare. 14

17 Planned outreach DDOT plans to conduct outreach events on in coordination with WMATA at the Anacostia Metro Station in June Three pop-ups are scheduled at Anacostia Station: Saturday, June 9, 9 a.m.-2 p.m. Tuesday, June 12, 3-7 p.m. Tuesday, June 19, 10:30 a.m.-2:30 p.m. DDOT-led Meet the Rider staff teams will also meet with current US-NY and PS riders at high ridership and transfer stops on June 21, June 24, June 25 and June 26 when the services implemented to give out information and help understand alternate routes. The Circulator stops include: (current USNY route stop), Anacostia Metro Station (current stop), Good Hope Road and Alabama Avenue Stop, Eastern Market Circulator Stop(s), New Jersey Avenue and M Street Stop, M Street and 4 th Street Stops and L Enfant Plaza Metro Station stop. More details can be found on at dccirculator.com Meeting ANCs and Community Organizations DDOT plans to attend community meetings with neighborhood ANCs and community organizations during the months of May 2018 and June 2018 to raise awareness about the changes, share information regarding the rationale of service changes and to provide information on the changes to riders. 23 Maine Avenue and 7 th Street SW M Street and 4 th Street SW M Street and Delaware Avenue SW M Street and Half Street SE Eastern Market Metro Eastern Market Metro Eastern Market Metro Eastern Market Metro New Service Hours On June 24, 2018, new year-round weekday service from 6:00 AM to 9:00 PM and weekend service from 7:00 AM to 9:00 PM will start Eastern Market Turnaround As DDOT continues to evaluate options and work with the community towards a resolution on the improvement to the Eastern Market Plaza and D Street, DDOT will retain the current service bus stops on the 7 th SE and Pennsylvania Avenue, SE (north side of Pennsylvania Avenue) and midblock on Pennsylvania Avenue SE between 7 th Street SE and 8 th Street SE (south side of Pennsylvania Avenue by the Eastern Market Metro exit). The DC Circulator buses will reverse direction at this terminus on an interim basis deadheading (operating without passengers) by continuing on Pennsylvania Avenue SE and making a U-turn at 4 th Street SE to resume the route in the southbound direction Game-day Service to Audi Field The DC Circulator intends to provide game-day only service to Audi Field, DC United s new soccer stadium in Buzzard Point. DDOT s planned route deviates eastbound service southbound onto Half Street SW. Buses will then turn left onto Potomac Avenue SW, where passengers will board and alight. Buses will then proceed on Potomac Avenue SE, turning left onto First Street SE, where they will then turn right onto M Street SE, rejoining the regular route. During gameday service hours, service will be suspended at the M Street and Half Street SE eastbound stop. Passengers will be able to board or alight on a temporary game day only stop on New Jersey Avenue, SE and M Street SE. Gameday service will be provided for ten home games. 24 4.3 Georgetown (GT-US) New Service Hours On June 29, 2018, year-round late-night service on Friday and Saturday from 9:00 PM to 3:00 AM between McPherson Square and will formally start. Riders will not notice changes as these service hours have been in effect on the GT-US route since October DC Circulator Passes On May 19, 2018, notices on all DC Circulator buses will explain that DC Circulator passes will no longer be sold after June 24 and not accepted as payment after September Termination of Pass Sales Starting June 24, 2018, the Commuter Store will no longer sell DC Circulator passes in stores or on CommuterDirect.com. Notices will be posted in stores and on the online order form explaining that passes will not be accepted after September 30, After September 30, 2018, DC Circulator bus operators will no longer accept DC Circulator passes as fare to ride the DC Circulator. 24
