5 Foreword Don t Pour South Carolina s Future Down the Drain! That has been the message over the past few years as DHEC s Office of Solid Waste Reduction and Recycling (Ofice) has promoted the used oil collection and recycling program throughout the state. Contamination from used oil is a major threat to the environment. South Carolina is fortunate to have many natural resources - from the beaches to the mountains - and people rely on these resources to provide economic benefits through tourism and other related industries. t is the responsibility of everyone to protect these natural resources and the environment including Do t Yourselfers (DYers), that is, well-intentioned individuals who choose to change their own oil. 1 x L Most used oil pollution is generated by DlYers who dump it into waterways, down storm drains and on the ground. t is estimated by the American Petroleum nstitute that 143 million gallons of used oil are improperly disposed of nationally by DlYers each year. This is an unfortunate fact since it only takes a small amount of used oil to go a long way in harming the environment. This is reflected in the following statistic: t only takes one gallon of used oil to potentially contaminate 1 million gallons of fresh water.,n South Carolina, most of the used oil collected is burned for energy recovery at one of two generating stations run by Santee Cooper, a state-owned public utility. Because the oil burns almost twice as hot as coal, it only takes half as much to provide the same amount of electricity. n fact, two gallons of used oil can provide the average household with power for 24 hours. The remaining amount of used oil not collected by Santee Cooper is handled by other used oil transporters and converted into industrial grade heating fuel or re-refined into new motor oil, two options which also protect the environment. n an effort to promote public awareness of the proper disposal of used motor oil, the Office created the S.C. Used Oil Partnership in May n addition to the Office, the public-private partnership consists of Santee Cooper, the S.C. Department of Transportation and the S.C. Petroleum Council. 3

6 The Office serves as the main contact in the many and varied efforts to promote awareness of used oil recycling, along with technical assistance and grant funding. Examples of those projects include: released a television and radio public service announcement featuring Jeff Gordon, NASCAR driver, to television stations around the state; exhibited a Used Oil Recycling Display at the 1997 S.C. State Fair in Columbia; held an oil bottle workshop for city and county recycling coordinators to encourage the collection of this commodity; awarded grants to local governments and schools to set up recycling programs and education programs with an emphasis on used oil; created brochures, displays and integrated the used oil and filter characters into the campaign to bring attention to used oil issues and made dozens of presentations to schools, civic groups, local governments, regional and national audiences. These public awareness efforts are working today; the used oil collection and recycling efforts in South Carolina represent one of the top used oil collection programs in the nation. The amount of used oil collected in the state from DlYers has increased each of the past six years. n addition, South Carolina is among the first to collect used oil filters and motor oil bottles. 4

7 Purpose n accordance with Section of the S.C. Solid Waste Policy and Management Act of 1991, the purpose of this report is to:. provide the number of used oil recycling sites available to the public in each county; 2. provide the number and location of used oil recycling sites in each county receiving start-up and on-going grant funding assistance from DHEC's Office of Solid Waste Reduction and Recycling; 3. provide the amount of used oil collected from the public. i Recycling Used Oil is Mandatory in South Carolina i r. i As a result of the S.C. Solid Waste Policy and Management Act of 1991, it is illegal to dispose of used oil in county and municipal landfills. n addition, according to the Pollution Control Act, it is illegal to dump used oil on the ground or in waterways. Violation of either of these laws can result in fines up to $200 or $10,000, respectively. To help DlYers properly dispose of used motor oil, the state has implemented a used oil grant program through DHEC which helps local governments establish collection programs for their residents. Used Oil Regulation The Used Oil Regulation became effective on July 28, The regulation was drafted from the U.S. Environmental Protection Agency's rule found in 40 CFR 279. The South Carolina version of the regulation varies slightly from the federal rule. Statutory authority for the regulation is found in Section of the South Carolina Code of Laws, The S.C. Used Oil Regulation ( ) replaces the used oil references in R and 267, with the exception of the mixture rule regarding characteristic hazardous waste. 5

8 Used oil in South Carolina is regulated as a solid waste unless the used oil has exceeded the allowable halogen limits as a result of mixing with hazardous waste. Mixing of used oil with a hazardous waste is not allowed under South Carolina hazardous waste regulation. Any handler of used oil engaged in multiple activities (i.e., generating, transporting and marketing) must comply with all applicable provisions of the regulation. South Carolina requires all owners and operators of used oil processing, re-refining, offspecification burning and marketing facilities to obtain a permit from DHEC. Used oil recycling centers, aggregation points, transporters and transfer facilities must register with DHEC. All facilities are required to follow certain reporting and record keeping requirements. Number of Used Oil Recycling Sites By the end of calendar year 1997, South Carolina had a total of 61 8 used oil collection sites available for DYers. Some of these collection tanks were established through a cooperative effort between DHEC and Santee Cooper. n addition to the publicly-owned sites, Advance Auto Parts Stores, Auto Zone Stores and Q-Lube oil change locations accept used oil from DYers. All sites accepting used oil from the public must be registered with DHEC as a collector to be in compliance with the Used Oil Regulation. Once these sites are registered, they are listed, by county, in the Office's annual market directory. Please see pages for the county-by-county listing of used oil recycling sites. Gallons Collected n 1997, do-it-yourself oil changers recycled 823,113 gallons of used oil at locations throughout South Carolina. Since the beginning of used oil collection in 1990, South Carolinians have recycled 3,685,452 gallons of used oil. This total represents a record amount of used oil collected for a sixth consecutive year. Please see the chart on the next page that illustrates the growth of the state's collection program. 6

10 The following table provides a breakdown of the 823,113 gallons collected in calendar year Collectors of DY Oil Santee Cooper Advance Auto Parts Auto Zone Express Lube (Stepp's) Q Lube Totals Gallons Collected 691,748 96,004 22,505 12, ,113 Used Oil Filters While used oil filters are not banned from landfill disposal in South Carolina, the fact that each filter may contain from four ounces to one quart of used oil makes them an excellent target for recycling programs seeking to expand their list of accepted recyclables. The used oil filter recycling program began in 1994 and has seen exceptional growth over the past three years. The program began with three counties collecting filters; the number increased to 19 in 1997, with another 25 counties receiving grant funding to begin collection before June With the increase in the number of counties collecting used oil filters for recycling, so has the amount of filters, from 45,082 in 1994 to 193,260 (96 tons) in Collected filters are generally recycled into steel and taken to various scrap metal dealers around the state. Lexington County will begin a pilot project in 1998 with the purchase of an oil filter cuber which densifies filters into small bricks allowing more oil to be removed and make the filters easier to recycle. Once the program is in place for months, plans are to expand the program and accept filters from local school district's maintenance shops and neighboring counties. 8

11 Used Oil Bottles n 1995, Lexington and Charleston county participated in an oil bottle recycling project. Based on the response and results of the collection program, others began looking into it. Two years later, the pilot project has grown into a successful ongoing program with 13 counties collecting bottles and another 13 scheduled to start in The motor oil bottle recycling program has been set up into regions with six counties acting as hosts; that is, accepting bottles from neighboring counties and grinding the bottles in preparation for market. Remaining counties are collecting and transporting to the host county. 1 i Last year, the counties collected 49 tons of bottles. Collected motor oil bottles are recycled into non-food items such as ffower pots, pallets and other items. South Carolina continues to be a leader in its expansion of the used oil recycling program with the establishing of a bottle collection system, a plastic traditionally left out of the system due to the potential contamination of oil. Counties are now able to offer their residents a progfam that accepts all three materials generated in a typical oil change. 1 Y Grant Assistance As of January 1,1998, the Office had provided or committed a five-year total of $4,189,177 to local governments for the establishment of used oil recycling sites, curbside oil collection programs, used oil filter collection programs, used oil bottle collection programs and the establishment of public education programs. The Office also provided counties technical assistance and public education materials, including brochures, decals and posters to increase awareness about used oil recycling. Please see the chart on the next page for a year-by-year breakdown of grant assistance provided to local governments. 13 r t ABBEVLLE COUNTY Fiscal Year Used Oil Grant Awards Total: $25,575 Funds were awarded to purchase four collection tanks with carport covers and containment areas. n addition, site preparation, signs, spill socks and drain pans will be covered by the grant award. The grant also pays for contractual expenses for filter pick-up. Travel expenses to an oil-related workshop were also funded. AKEN COUNTY L i Total: $84,174 Funds were approved to purchase 12 carports to cover existing sites, along with the construction of two new sites for which the following will be purchased: tanks, containers, filter covers, drain pans and site preparation. Also, grant monies will be used.in the county s public education efforts which include billboards, brochures and flyers. CTY OF AKEN Total: $500 Grant awarded for travel expenses to attend an oil-related workshop. ANDERSON COUNTY Total: $50,843 Grant funding was awarded to construct 13 oil recycling sites including collection tanks and site preparation. n addition, money was also given for collection and recycling of filters, to include 12 drums and containers, one filter crusher and other necessary equipment. Travel money was awarded and public education efforts will be funded through this grant. BEAUFORT COUNTY Total: $14,180 Funding was approved for eight oil collection tanks and containment areas, along with spill socks. n addition, the grant award covers contractual expenses for filter pick-up and various public education efforts including public service announcements and brochures. Funding was also approved for travel expenses to attend an oil-related workshop. 11

14 BERKELEY COUNTY Total: $53,782 Grant funds will be used to purchase 12 each of the following; oil collection tanks, spill socks, filter covers and containment for both oil and filter. n addition, four sites received carport covers. Grant funding for contractual costs for filter pick-up was also approved. Public education, including ads, promotional items and other materials were funded, along with travel expenses to an oil-related workshop. CHARLESTON COUNTY Total: $37,000 Funds were approved to cover Contractual expenses on filter pick-up, the purchase of gaylord boxes, liners and site preparation costs for the Adam s Run site. The county will continue its public education efforts through ads and received money for travel to an oilrelated workshop. CHEROKEE COUNTY Total: $63,331 This county has committed to being a regional facility for the collection of oil bottles; they were awarded grant funding to collect and process oil bottles not only from their county but neighboring counties as well. The grant funding included extensive site preparation, the purchase of five oil collection tanks, one oil/gas tank and contractual costs for filter pick-up. Travel expenses for an oil-related conference were approved. CHESTER COUNTY Total: $7,860 Received funding approval for two oil tanks with containers and spill socks. Grant money was approved for public education and travel to an oil-related workshop. CLARENDON COUNTY Total: $27,325 Grant funds were approved for the purchase of oil containers, covers, tertiary containments, spill socks and contractual costs for filter pick-up. Extensive public education efforts which include postage, advertising and various printing materials and travel expenses were awarded. 12

15 COLLETON COUNTY Total: $48,756 Funding was awarded for the purchase of four oil tanks, containment bases, covers, one oil/gas tank, site preparation for three sites and contractual costs for filter pick-up. Grants were approved for public education and travel to an oil-related conference. DARLNGTON COUNTY i t 1 Total: $7,250 Approval was given for maintenance supplies related to oil collection sites and to cover contractual costs for oil filter pick-up. Also, public education money was received for printing, supplies and distribution of related materials and travel expenses to an oilrelated workshop. DLLON COUNTY Total. $46,965 Funding was award d for the purchase of three oil collection tanks, spill socks, site preparation for those sites, carport covers and contractual costs for filter pick-up. Grants were awarded for public education efforts including ads and mailouts and travel to an oil-related workshop. DORCHESTER COUNTY Total: $1 3,800 Grants were awarded for the purchase of filter drum covers and items relating to maintenance of the sites, contractual expenses for filter pick-up and for public education efforts including billboards and flyers. Travel expenses were funded through the grant award. FARFELD COUNTY Total: $6,922 Funding approved for two oil tank covers, three secondary containers, contractual costs on filter pick-up and public education efforts. Travel expenses to an oil-related workshop were approved. 13

16 FLORENCE COUNTY Total: $53,800 The county began major efforts to expand their sites and were awarded grant funds to purchase 17 oil collection tanks, spill socks, contractual costs for filter pick-up and oilrelated public education. Grant monies were awarded for travel expenses. GEORGETOWN COUNTY Total: $48,340 Grant funds were awarded for the purchase of 14 drum covers, three oil collection containers, site preparation and to educate the public about used oil. Travel to an oil-related workshop was approved. GREENWOOD COUNTY Total: $27,800 Funding provided for one carport cover, public education efforts to include brochures, maps and magnets and to cover travel expenses to an oil-related workshops. GREENVLLE COUNTY Total: $31,800 Funds awarded for the purchase of seven oil bins, six drums, spill socks and contractor costs on filter pick-up. This also included public education efforts and travel expenses to an oil-related workshop. HAMPTON COUNTY Total: $31,928 Funding approved for the purchase of four oil tanks, containments, carport covers, one gadoil tank, six each of drums and covers for filter collection and contractual costs for filter pick-up. Travel to an oil-related workshop was approved. HORRY COUNTY Total: $10,555 Grant funds were awarded for the purchase of one oil tank, containment unit and several spill socks. Bus advertising and travel expenses will be paid through this grant. 14

17 JASPER COUNTY Total: $14,178 Funding was provided for an additional site to include an oil tank, containment pan and base, an oil/gas tank and contractual costs for filter pick-up. Travel expenses to an oilrelated conference were approved. KERSHAW COUNTY Total: $4,500 Grants were awarded for one carport cover, public education efforts and travel to an oilrelated workshop. LANCASTER COUNTY Total: $7,700 Besides expanding existing sites, grant funds will be used for contractual costs on oil filter.pick-up, development of educational materials and travel expenses to an oilrelated workshop. LAURENS COUNTY Total: $25,200 Funding approved to purchase 11 carport covers, additional site preparation, contractual costs on filter pick-up and for public education on oil related topics. Grants awarded for travel expenses to an oil-related workshop. LEXNGTON COUNTY L t Total: $129,500 This county is serving as a pilot project for the processing of oil filters using a filter cuber which not only compacts the filters into a small brick, but removes most of the oil. Lexington will eventually begin to collect filters from school districts, maintenance shops and neighboring counties. n addition, bottle grinding equipment was funded, along with drum covers, a heater, forklift and an oil/gas tank. All of this is to promote the filter and bottle program by serving as a regional county. There will be public education efforts through billboards and magnets and travel expenses were covered for oil-related conferences. 1 15

18 MARON COUNTY Total: $7,250 Funding was awarded for the purchase of oil spouts and drum covers, along with public educational materials and travel expenses. MARLBORO COUNTY Total: $7,409 Grant funding was approved for the purchase of drums, covers, liners and spill containments, contractual costs for filter pick up and public education through newspaper ads, flyers and radio spots. Travel expenses to an oil-related workshop were approved. NEWBERRY COUNTY Total: $37,386 This county continues to expand its program with the purchase of a filter crusher, carport covers for all sites, two additional tanks and containment for each, covers and drums for the collection of filters and bottles and public education through newspaper, radio and distribution of promotional items. Travel expenses to an oil-related workshop will be funded. OCONEE COUNTY Total: $23,600 Grant funding was approved for one oil tank and containment, a filter crusher and drum covers for the collection of filters and bottles. Funding will also support public education efforts that include displays and newspaper ads and an oil-related workshop. CTY OF WESTMNSTER Total: $2,200 Funding was used for the purchase of a carport cover and travel to an oil-related conference. CTY OF SENECA Total: $3,828 Grant funds were approved for the purchase of a carport cover and a tailgate lift, along with covering the travel expenses for an oil-related workshop. 16

19 CTY OF WALHALLA Total: $2,200 Funding was awarded for a carport cover for one oil site and travel to an oil-related workshop. PCKENS COUNTY Total: $91,975 County will serve as a regional host for the collection and processing of oil bottles. Grant funding was awarded for the purchase of used oil bottle collection containers, carport covers, site preparation including a concrete pad, one oil bottle shredder and an additional tank and liner. Public education and travel expenses were also awarded. RCHLAND COUNTY Total: $1 9,370 Funding was approved for the purchase of oil filter drum covers, contractual costs for filter pick-up, along with various public education tools including oil collection drain pans for giveaways, signs, posters and stickers. Travel expenses will be covered under this grant award. SPARTANBURG COUNTY Total: $25,075 Grant funds were awarded for the purchase of drum covers for filter collection, containers and liners for bottle collection and signs and lighting fixtures at the convenience centers. Public education will be funded through this grant, along with travel expenses. SUMTER COUNTY Total: $58,815 This county will be serving as a regional processor for oil bottles. They have been approved for funding to purchase one oil bottle shredder, concrete pad and a carport cover, three oil tanks, spill pans, spill socks and gaylord boxes and liners for the transportation of oil bottles, as well as public education efforts which include brochures, materials for exhibits and other promotional items. Travel expenses to an oil-related conference were approved. 17

20 THREE RVERS SOLD WASTE AUTHORTY Total: $1 32,695 The Solid Waste Authority continues to expand its program over nine counties to include the purchase of 19 collection tanks, 13 carport covers, several spill socks and one each of an oil bottle shredder and filter crusher, as they will act as a regional processor. Grant funding was awarded for oil bottle covers, collection containers, liners and trailers to move the bottles. UNON COUNTY Total: $49,978 Grant funding was awarded to purchase three oil tanks, spill pans, five carport covers, six filter containers and covers, site preparation and spill socks. They are also expanding the collection of bottles by purchasing a trailer, carport cover, collection containers and % of a truck for transportation. Monies will be used to educate the county about used oil recycling through the development of a public education program. WLLAMSBURG COUNTY Total: $61,050 Funding was approved for expansion of program to include site preparation, two oil tanks, 14 secondary containments and carport covers, 14 filter containers, two filter receivers, contractual costs for filter pick-up and several spill socks. Extensive site preparation costs was also awarded to include building, water and facilities. Public education will include newspaper ads, radio, promotional material and brochures. YORK COUNTY Total: $38,853 Grant funding was awarded for the purchase of 17 each of filter drum covers, oil bottle drum covers and spill pans. Also, an oil filter crusher, trailers and building costs associated with bottle collection. Public education efforts include an oil brochure, various promotional items like rulers, pencils, lunch bags and other miscellaneous items, along with coverage of expenses to an oil-related conference. 18

21 P Conclusion While the S.C. Used Oil Partnership and the Office of Solid Waste Reduction and Recycling are both very proud of the success of this state's oil recycling efforts, and while both fully expect collection of used oil, filters and bottles to continue to increase, improper disposal of this valuable resource still presents a serious threat to our public health, our environment and our economic stability. The state of South Carolina must continue to promote the proper handling of used motor oil and its related products to ensure the quality of life we have come to expect in this state we call home.
