9 SFY13 SCRAP TIRE REMEDIATION PROJECT SUMMARY 95 Assistance Projects Removed 2,422 tons of Scrap Tires ($736,115). 2 Enforcement Projects Removed 339 tons of Scrap Tires ($62,466). 1 Market Development Grants totaling $200K utilized 1M of scrap tires. 17 Tire Amnesty Grants totaling $245K removed 2,400 tons of scrap tires. Ohio Legislature extended Scrap Tire Program through June 30, Approximately 75 known scrap tire sites remain.

14 Scrap Tire Clean up Assistance ORC (E) allows expenditure of Ohio Scrap Tire Funds for the removal and disposal of: More than 100, but less than 5,000 scrap tires (NOT PTE s) Without subsequent cost recovery; and If all six conditions are applicable. 488 sites remediated between October 2005 and July Funds available, always looking for additional qualified sites. NOTE: Assistance is available to private property owners, businesses and local governments.

15 Six Conditions for Scrap Tire Remediation Projects Without Cost Recovery 1.Tires placed after owner acquired title, OR tires placed before owner acquired title by bequest of devise; 2.Property owner did not have knowledge of or took actions to prevent tires from being placed on property; 3.Property owner did not participate in or consent to placing the tires on the property; 4.Property owner received no financial benefit; 5.Property title was not transferred to evade liability; and 6.Responsible party who placed tires on the property was not acting as an agent for the property owner.

22 Areas of Regulatory Emphasis Tire and auto dealer s must use registered scrap tire transporters & shipping papers. Used tires are scrap tires and must be hauled by registered scrap tire transporters. Collect data on current dumping (Need details). Number of sites & number of tires at each site.
