PERMIT SHIELD: Subject to the limitations in Minn. R , compliance with the conditions of this permit shall be deemed compliance with the specific provision of the applicable requirement identified in the permit as the basis of each condition. FACILITY DESCRIPTION: Quebecor Printing St. Cloud, Division of Quebecor Printing Company, operates a full-service, web offset printing facility located at 660 Mayhew Lake Road NE in St. Cloud, Minnesota. The company is located on an existing site on approximately 24.4 acres and employs approximately 530 people on a permanent basis. Quebecor Printing handles all aspects of full-service web offset lithographic printing at this plant, including film and plate processing, offset web printing, binding and mailing. The facility generally operates 24 hours per day, 7 days per week and 52 weeks per year. AMENDMENT DESCRIPTION:

4 This permit action is for addition of a new printing press (Press No. 4). The permit action is classified as a minor amendment; however, a total facility permit is being issued. A condition of the permit restricts the facility from operating all six presses simultaneously. No more than five presses can be operated at the facility at any one time. The pollution control system is equipped with automatic dampers that prevent operation of more than five presses at any one time. A common ductwork manifold system allows emissions from any of the press dryers to be controlled by either CE 001 or CE 002. Emissions from CE 001 and CE 002 are vented to Stack Vents 001 and 002, respectively

This column also contains the actions that you must take and the records you must keep to show that you are complying with the limits. Subject Item: Total Facility What to do Operation and Maintenance Plan: Retain at the stationary source an operation and maintenance plan for all air pollution control equipment. Performance Testing: Conduct all performance tests in accordance with Minn. R. ch unless otherwise noted in Tables A, B, and/or C. Limits set as a result of a performance test (conducted before or after permit issuance) apply until superseded as specified by Minn. R following formal review of a subsequent performance test on the same unit. Monitoring Equipment: Install or make needed repairs to monitoring equipment within 60 days of issuance of the permit if monitoring equipment is not installed and operational on the date the permit is issued. Monitoring Equipment Calibration: Annually calibrate all required monitoring equipment (any requirements applying to continuous emission monitors are listed separately in this permit). Operation of Monitoring Equipment: Unless otherwise noted in Tables A, B, and/or C, monitoring a process or control equipment connected to that process is not necessary during periods when the process is shutdown, or during checks of the monitoring systems, such as calibration checks and zero and span adjustments. If monitoring records are required, they should reflect any such periods of process shutdown or checks of the monitoring system. Circumvention: Do not install or use a device or means that conceals or dilutes emissions, which would otherwise violate a federal or state air pollution control rule, without reducing the total amount of pollutant emitted. Shutdown Notifications: Notify the Commissioner at least 24 hours in advance of a planned shutdown of any control equipment or process equipment if the shutdown would cause any increase in the emissions of any regulated air pollutant. If the owner or operator does not have advance knowledge of the shutdown, notification shall be made to the Commissioner as soon as possible after the shutdown. However, notification is not required in the circumstances outlined in Items A, B and C of Minn. R , subp. 3. At the time of notification, the owner or operator shall inform the Commissioner of the cause of the shutdown and the estimated duration. The owner or operator shall notify the Commissioner when the shutdown is over. Breakdown Notifications: Notify the Commissioner within 24 hours of a breakdown of more than one hour duration of any control equipment or process equipment if the breakdown causes any increase in the emissions of any regulated air pollutant. The 24-hour time period starts when the breakdown was discovered or reasonably should have been discovered by the owner or operator. Notification of Deviations Endangering Human Health or the Environment: As soon as possible after discovery, notify the Commissioner or the state duty officer, either orally or by facsimile, of any deviation from permit conditions which could endanger human health or the environment. Notification of Deviations Endangering Human Health or the Environment Report: Within 2 working days of discovery, notify the Commissioner in writing of any deviation from permit conditions which could endanger human health or the environment. Include the following information in this written description: 1. the cause of the deviation; 2. the exact dates of the period of the deviation, if the deviation has been corrected; 3. whether or not the deviation has been corrected; 4. the anticipated time by which the deviation is expected to be corrected, if not yet corrected; and 5. steps taken or planned to reduce, eliminate, and prevent reoccurrence of the deviation. 6 TABLE A: LIMITS AND OTHER REQUIREMENTS 12/11/00 Facility Name: Quebecor Printing Inc - St Cloud Permit Number: Operation Changes: In any shutdown, breakdown, or deviation the Permittee shall immediately take all practical steps to modify operations to reduce the emission of any regulated air pollutant. The Commissioner may require feasible and practical modifications in the operation to reduce emissions of air pollutants. No emissions units that have an unreasonable shutdown or breakdown frequency of process or control equipment shall be permitted to operate. Air Pollution Control Equipment: Operate all pollution control equipment whenever the corresponding process equipment and emission units are operated, unless otherwise noted in Table A. Fugitive Emissions: Do not cause or permit the handling, use, transporting, or storage of any material in a manner which may allow avoidable amounts of particulate matter to become airborne. Comply with all other requirements listed in Minn. R Application for Permit Amendment: If a permit amendment is needed, submit an application in accordance with the requirements of Minn. R through Minn. R Submittal dates vary, depending on the type of amendment needed. Extension Requests: The Permittee may apply for an Administrative Amendment to extend a deadline in a permit by no more than 120 days, provided the proposed deadline extension meets the requirements of Minn. R , subp. 1(H). Recordkeeping: Maintain records describing any insignificant modifications (as required by Minn. R , subp. 3) or changes contravening permit terms (as required by Minn. R subp. 2), including records of the emissions resulting from those changes. Record keeping: Retain all records at the stationary source for a period of five (5) years from the date of monitoring, sample, measurement, or report. Records which must be retained at this location include all calibration and maintenance records, all original recordings for continuous monitoring instrumentation, and copies of all reports required by the permit. Records must conform to the requirements listed in Minn. R , subp. 5(A). Noise: The Permittee shall comply with the noise standards set forth in Minn. R to at all times during the operation of any emission units. This is a state only requirement and is not enforceable by the EPA Administrator or citizens under the Clean Air Act. The Permittee shall comply with the General Conditions listed in Minn. R , subp. 16. Inspections: The Permittee shall comply with the inspection procedures and requirements as found in Minn. R , subp. 9(A). Emissions Inventory Report: due 91 days after the end of each calendar year following permit issuance (April 1). To be submitted on a form approved by the Commissioner. Minn. Total VOC emissions shall be calculated by summing VOC emissions from the usage of materials other than ink, VOC emissions from the usage of ink and VOC emissions from the burning of natural gas. These three values shall be calculated using the equations given below. Usage records shall be kept on a monthly basis. HAP-Single: less than or equal to 9.0 tons/year based on a 12-month rolling sum to be calculated by the 15th day of each month for the previous 12-month period. Usage records shall be kept on a monthly basis. Total emissions of each HAP shall be calculated by summing emissions of the HAP from usage of materials other than ink and emissions of the HAP from the usage of ink. HAP emissions shall be calculated using the equations given below. Total HAP emissions from the facility shall be calculated by summing the emissions of all individual HAPs emitted from the facility. Monthly emissions of each hazardous air pollutant (HAP) from usage of materials other than ink shall be calculated as follows: under 40 CFR Section 70.2 and Minn. At least one thermal oxidizer and its associated VOC capture systems shall be operated whenever fewer than three printing presses are operated. Thermal Oxidizer Temperature: Greater than or equal to 1200 degrees F at the combustion chamber until a new minimum is set pursuant to Minn. R , subp. 3, based on the average temperature recorded during the most recent MPCA approved performance test where compliance for VOC destruction efficiency was demonstrated. If the temperature drops below the minimum temperature limit, the VOC emissions during that time shall be considered uncontrolled until the minimum temperature limit is once again achieved. This shall be reported as a deviation. For periods when the thermal oxidizer is operated above the minimum combustion chamber temperature, the Permittee shall use either one of the following when completing calculations as required elsewhere in this permit: a. The destruction efficiency limit specified in this permit for this equipment (96%); or b. The destruction efficiency determined during the most recent MPCA approved performance test. If the tested efficiency is less than the efficiency limit in this permit, the Permittee must use the tested value in all calculations until the efficiency is demonstrated to be above the permit limit through a new test. Monitoring for the thermal oxidizers shall include: a. Instrumentation or written record to indicate the inlet valve open/close status of each oxidizer and the time that an oxidizer inlet valve is closed. Why to do it ; Minn. R , subp ; Minn. R , subp ; Minn. R , subp ; Minn. R , subp ; Minn. R , subp. 14 b. Instrumentation or written record to indicate the operational status of each press and the time a press is operated. Monitoring Equipment: The Permittee shall install and maintain monitoring equipment necessary for measuring the temperature required to be measured by this permit. The monitoring equipment must be installed, in use, and properly maintained whenever the respective control equipment is required to be operated. The Permittee shall maintain and operate a thermocouple monitoring device that continuously indicates and records the combustion chamber temperature of the thermal oxidizer. The monitoring device shall have a margin of error less than the greater of +/ percent of the temperature being measured or +/- 2.5 degrees Celsius. The Permittee shall maintain a continuous hard copy readout or computer disk file of the temperature readings for the combustion chamber. Daily Monitoring: The Permittee shall physically check the temperature recording device at least once each operating day to verify that it is working and recording properly. Annual Inspections: At least once per calendar year, the Permittee shall inspect the control equipment internal and external system components, including but not limited to the refractory, heat exchanger, and electrical systems. The Permittee shall maintain a written record of the inspection and any corrective actions taken resulting from the inspection. Weekly inspections: At least once per week, the Permittee shall inspect the external mechanical and electrical systems of the control equipment. The Permittee shall maintain a written record of the inspection and any corrective actions taken resulting from the inspection. Annual Calibration: The Permittee shall calibrate the temperature monitor at least annually and shall maintain a written record of the calibration and any action resulting from the calibration. General Information 1.1. Description of the facility Quebecor Printing St. Cloud, Division of Quebecor Printing Company, operates a fullservice, web offset printing facility located at 660 Mayhew Lake Road NE in St. Cloud, Minnesota. The company is located on an existing site on approximately 24.4 acres and employs approximately 530 people on a permanent basis. Quebecor Printing handles all aspects of full-service web offset lithographic printing at this plant, including film and plate processing, offset web printing, binding and mailing. The facility generally operates 24 hours per day, 7 days per week and 52 weeks per year. The Printing/Publishing MACT Standard (40 CFR 63, Subpart KK) was promulgated on May 30, This standard applies to any major HAP source at which publication rotogravure, product and packaging rotogravure, and wide web flexographic printing presses are operated. Since the presses at the Quebecor facility are web offset lithography printing presses, the standard is not applicable. 1.3 Description of any changes allowed with this permit issuance Permit Action Number: Date: 2/26/2004

The new press will have a capacity of 253 lb/hr of ink, while the existing press has a capacity of 150 lb/hr of ink. The permit action is classified as a minor amendment; however, a total facility permit is being issued. To maintain classification as a minor amendment, a condition of the permit restricts the facility from operating all six presses simultaneously. No more than five presses can be operated at the facility at any one time. The pollution control system is equipped with automatic dampers that prevent operation of more than five presses at any one time. The last total facility permit issued to the facility was on April 17, Amendments to this permit were issued on August 18, 1992, February 3, 1993 and August 10, 1993 (these amendments are discussed in Section 1.4). A total facility permit application for the facility was received on April 17, 1995 and a minor amendment application was received on August 11, No permits were issued in response to these applications. The August 11, 1995 application was for a minor amendment to remove the press previously designated as Press No. 4 and install Press No. 9. Since this was a minor amendment, a permit was not necessary prior to construction and operation of the new equipment. Technical Information 3.1 Emissions Increase from the Modification To qualify as a minor amendment, the emissions increase must be less than 9.13 pounds per hour. Since only five presses can be operated at any one time, emissions from the press with the smallest ink usage (Press No. 8) will be subtracted from the emissions from the new press to obtain the increase in emissions from the modification. Maximum VOC emissions from Press No. 4 are tons per year (calculations are attached). Dividing the tons (111,040 lbs) by 8,760 hours per year (which was assumed when calculating potential to emit) yields a maximum hourly VOC emission rate for Press No. 4 of lb/hr. The maximum hourly VOC emission rate from Press No. 8 is calculated by dividing the Press No. 8 maximum ink usage of 80 lb/hr by the Press No. 4 maximum ink usage of 253 lb/hr and multiplying this factor by the lb/hr emission rate. This yields a maximum hourly VOC emission rate for Press No. 8 of 4.01 lb/hr. Subtracting 4.01 lb/hr from lb/hr yields a maximum hourly VOC emission increase from the modification of 8.67 lb/hr, which is below the threshold of 9.13 lb/hr for a minor amendment. 3.2 PM/PM 10 Emissions Calculation Condensible PM (from usage of ink) Calculations for previous permit amendments included VOC emissions from the usage of ink as condensible particulate matter. This methodology was continued here by calculating the maximum VOC emissions from the usage of ink as follows: PM (ink) = VOC emissions from usage of ink PM (ink) = 1063 lb/hr ink usage(40% VOC)(80%*)(1-0.96**) = 13.6 lb/hr VOC (PM) *Assume that 20% of the VOC remains in the product ** The required destruction efficiency is 96%. 18 Actual annual emissions of PM are expected to be considerably lower than calculated above due to the restriction of total VOC emissions below 100 tons per year. PM/PM 10 from the Paper Waste Recycling System The facility has a paper waste recycling system which includes two fabric filters with two separate exhaust vents which vent inside the building. Emissions from insignificant activities need to be accounted for if emissions have the potential to affect applicability. Emissions from the fabric filters are calculated as follows: PM/PM 10 (fabric filters) = 75,500 dscfm (60 min/hr) (0.02 gr/dscf) 1 (1 lb/7,000 gr) = 12.9 lb/hr PM/PM 10 (fabric filters, tpy) = 12.9 lb/hr(8,760 hr/yr)(1 ton/2,000 lb) = 56.5 ton/yr 1 A grain loading of 0.02 gr/dscf is assumed for emissions from the fabric filter. Total Facility-wide Limited PM/PM 10 Emissions Total facility-wide limited PM/PM 10 emissions are calculated as follows: PM Emissions = PM (ink) + PM (fabric filters) + PM (natural gas combustion) = 59.6 tpy tpy tpy = tpy PM 10 Emissions = PM 10 (fabric filters) + PM 10 (natural gas combustion) = 59.6 tpy tpy = 61.5 tpy 3.3 Total Facility-Wide Limited VOC Emissions The permit limits VOC emissions from the facility to 99.0 tons per year. 3.4 Total Facility-Wide Limited HAP Emissions The permit limits emissions from non-combustion sources of any single HAP to 9.0 tons per year and total HAP emissions to 24.0 tons per year. Maximum potential HAP emissions from fuel combustion equate to 0.5 tons per year of both hexane and total HAPs (calculations attached). Summing the applicable values gives total facility-wide limited emissions for any single HAP of 9.5 tons per year and for total HAPs of 24.5 tons per year. 3.5 Total Facility-Wide Limited Emissions of NO x, SO 2 and CO Permit Action Number: Date: 2/26/2004

19 The permit does not restrict operation of the fuel burning equipment, so limited emissions of NO x, SO 2 and CO are equal to maximum potential emissions.
