Boiler Nos. 2 and 3 are fired on natural gas and No. 6 fuel oil. The Math-Science Generator Set is fired on natural gas, while the other four generator sets are fired on No. 2 diesel fuel. Those emission units identified as insignificant activities are listed in Appendix I of this permit.
5 TABLE A: LIMITS AND OTHER REQUIREMENTS 10/23/00 Facility Name: St Cloud State University Permit Number: Table A contains limits and other requirements with which your facility must comply. The limits are located in the first column of the table (What To do). The limits can be emission limits or operational limits. This column also contains the actions that you must take and the records you must keep to show that you are complying with the limits. The second column of Table A (Why to do it) lists the regulatory basis for these limits. Appendices included as conditions of your permit are listed in Table A under total facility requirements. Subject Item: Total Facility What to do Operation and Maintenance Plan: Retain at the stationary source an operation and maintenance plan for all air pollution control equipment. Monitoring Equipment: Install or make needed repairs to monitoring equipment within 60 days of issuance of the permit if monitoring equipment is not installed and operational on the date the permit is issued. Monitoring Equipment Calibration: Annually calibrate all required monitoring equipment (any requirements applying to continuous emission monitors are listed separately in this permit). Operation of Monitoring Equipment: Unless otherwise noted in Tables A, B, and/or C, monitoring a process or control equipment connected to that process is not necessary during periods when the process is shutdown, or during checks of the monitoring systems, such as calibration checks and zero and span adjustments. If monitoring records are required, they should reflect any such periods of process shutdown or checks of the monitoring system. Circumvention: Do not install or use a device or means that conceals or dilutes emissions, which would otherwise violate a federal or state air pollution control rule, without reducing the total amount of pollutant emitted. Shutdown Notifications: Notify the Commissioner at least 24 hours in advance of a planned shutdown of any control equipment or process equipment if the shutdown would cause any increase in the emissions of any regulated air pollutant. If the owner or operator does not have advance knowledge of the shutdown, notification shall be made to the Commissioner as soon as possible after the shutdown. However, notification is not required in the circumstances outlined in Items A, B and C of Minn. R , subp. 3. At the time of notification, the owner or operator shall inform the Commissioner of the cause of the shutdown and the estimated duration. The owner or operator shall notify the Commissioner when the shutdown is over. Breakdown Notifications: Notify the Commissioner within 24 hours of a breakdown of more than one hour duration of any control equipment or process equipment if the breakdown causes any increase in the emissions of any regulated air pollutant. The 24-hour time period starts when the breakdown was discovered or reasonably should have been discovered by the owner or operator. However, notification is not required in the circumstances outlined in Items A, B and C of Minn. R , subp. 2. Why to do it Minn. R , subp. 14 and Minn. R , subp. 16(J) Minn. R , subp. 4(D) Minn. R , subp. 2 At the time of notification or as soon as possible thereafter, the owner or operator shall inform the Commissioner of the cause of the breakdown and the estimated duration. The owner or operator shall notify the Commissioner when the breakdown is over. Notification of Deviations Endangering Human Health or the Environment: As soon as possible after discovery, notify the Commissioner or the state duty officer, either orally or by facsimile, of any deviation from permit conditions which could endanger human health or the environment. Notification of Deviations Endangering Human Health or the Environment Report: Within 2 working days of discovery, notify the Commissioner in writing of any deviation from permit conditions which could endanger human health or the environment. Include the following information in this written description: 1. the cause of the deviation; 2. the exact dates of the period of the deviation, if the deviation has been corrected; 3. whether or not the deviation has been corrected; 4. the anticipated time by which the deviation is expected to be corrected, if not yet corrected; and 5. steps taken or planned to reduce, eliminate, and prevent reoccurrence of the deviation. Operation Changes: In any shutdown, breakdown, or deviation the Permittee shall immediately take all practical steps to modify operations to reduce the emission of any regulated air pollutant. The Commissioner may require feasible and practical modifications in the operation to reduce emissions of air pollutants. R subp. 2), including records of the emissions resulting from those changes. Record keeping: Retain all records at the stationary source for a period of five (5) years from the date of monitoring, sample, measurement, or report. Records which must be retained at this location include all calibration and maintenance records, all original recordings for continuous monitoring instrumentation, and copies of all reports required by the permit. Records must conform to the requirements listed in Minn. R , subp. 5(A). Noise: The Permittee shall comply with the noise standards set forth in Minn. R to at all times during the operation of any emission units. This is a state only requirement and is not enforceable by the EPA Administrator or citizens under the Clean Air Act. The Permittee shall comply with the General Conditions listed in Minn. R , subp. 16. Inspections: Upon presentation of credentials and other documents as may be required by law, allow the Agency, or its representative, to enter the Permittee's premises to have access to and copy any records required by this permit, to inspect at reasonable times (which include any time the source is operating) any facilities, equipment, practices or operations, and to sample or monitor any substances or parameters at any location. Technical Information CFR 60, Subpart Dc (applicable to EU001) 40 CFR 60, Subpart Dc, Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units establishes an opacity standard of 20%, except for one six-minute period per hour not to exceed 27% opacity and a fuel oil sulfur content limit of 0.5 percent by weight. To demonstrate compliance with the above requirements, Subpart Dc requires the Permittee to record the total annual fuel use and to also obtain a certification from the fuel supplier specifying that the sulfur content of each delivery of oil is below 0.5 percent by weight. These requirements have been incorporated into the permit. 3.2 Minn. R (applicable to Boiler No. 1) Minn. R , Standards of Performance for New Indirect Heating Equipment, is applicable to EU establishes a particulate matter emission limit for Boiler No. 1 of 0.4 lb/million BTU heat input and an opacity limit of 20% opacity, except for one six-minute period per hour not to exceed 60% opacity. R , Standards of Performance for Existing Indirect Heating Equipment, is applicable to Boiler Nos. 2 and limits particulate matter to 0.6 lb/million BTU heat input and the opacity of emissions to 20% opacity, except for one six-minute period per hour not to exceed 60% opacity. When burning natural gas or No. 6 fuel oil, emissions are expected to be well below 20% opacity and 0.6 lb/million BTU heat input for particulate. The permit restricts the fuel burned in Boiler Nos. 2 and 3 to No. 6 fuel oil and natural gas. 3.4 Minn. R (applicable to the generators) Minn. R , Standards of Performance for Stationary Internal Combustion Engines, is applicable to the generators at the facility limits sulfur dioxide emissions to 0.5 lb/million BTU heat input and opacity to 20% once operating temperatures have been attained. The math-science generator (EU004) burns natural gas, so opacity and sulfur dioxide emissions will be well below the above limits. The permit restricts the fuel burned in EU004 to natural gas. The other generators (EU005 through EU008) burn diesel fuel. When burning diesel fuel, the opacity of emissions is expected to be well below the 20% limit. 18 emission factor for diesel industrial engines of 0.29 lb/million BTU heat input, which is below the limit of 0.5 lb/million BTU heat input. The permit restricts the fuel burned in the generators to No. 2 diesel fuel. 3.5 PSD Applicability The most recent permit issued for the facility (on May 16, 1995) limits the amount of fuel oil burned in Boiler No. 1 to 50,000 gallons per month. This permit also limits the hours of operation of two generators (EU007 and EU008) to 300 hours per year. The limits on the hours of operation of EU007 and EU008 were initially established in the March 27, 1992 total facility permit to limit emissions from the two generators to less than the PSD significant level for nitrogen oxides of 40 tons per year. The limit on the amount of fuel oil burned in Boiler No. 1 was established to keep emissions from Boiler No. 1 below the PSD significant level for sulfur dioxide of 40 tons per year. The Title V permit application requests that the amount of fuel oil burned in the boilers be restricted to 750,000 gallons per year for Boiler No. 1 and 1,400,000 gallons per year (combined) for Boilers 2 and 3 (the amount of fuel oil burned in Boilers 2 and 3 is not currently restricted). The purpose of restricting the amount of fuel oil burned in all three boilers is to avoid classification of the facility as a major stationary source under PSD. The source is currently classified as a major stationary source since sulfur dioxide emissions are not restricted to less than 250 tons per year. Sulfur dioxide emissions associated with the proposed fuel oil limits are calculated as follows: Boiler 1 Proposed limit = 750,000 gal/yr SO 2 emissions = 750,000 gal/yr[142(0.5) lb/10 3 gal](1 ton/2,000 lb) = 26.6 tons/year Boilers 2 and 3 Proposed limit = 1,400,000 gal/yr SO 2 emissions = 1,400,000 gal/yr[157(2.0) lb/10 3 gal](1 ton/2,000 lb) = tons/year In addition to the above, SO 2 emissions from the generators need to be included. The mathscience generator set (EU004) is fired on natural gas, so SO 2 emissions are negligible. Emissions are calculated at 1,000 hours of operation per year (the units actually operate approximately 12 hours per year). Emissions from EU005 through EU008 are calculated as follows: AP-42 Emission Factor (diesel industrial engines)= lb/hp-hr Total horsepower (EU005 through EU008) = 1,138 hp SO 2 emissions = 1,138 hp( lb/hp-hr)(1,000 hr/yr)(1 ton/2,000 lb) = 1.2 tons/year Based upon the above restrictions, total combined SO 2 emissions from the source are limited to tons per year. The permit will limit the amount of distillate fuel oil burned in Boiler No. 1 to 750,000 gallons per year and the amount of No. 6 oil burned in Boilers 2 and 3 to 1,400,000 gallons per year.
