3 Utilities There are numerous utilities present within the project area, including natural gas, sewer, water, electric, communications, and street lighting. The sections and figures that follow detail the existing utilities within the project area. Natural Gas ENSTAR Natural Gas Company owns and maintains distribution and service lines within the project area. Coated steel and plastic distribution lines ranging from 1.25 inches to 4 inches run along the road corridors of the Old Glenn Highway, Brooks Loop, Cross Drive, and Business Boulevard. One- to two-inch plastic lines serve the Wood River Park Apartments and the Heritage Place and Regency Drive residential communities. Service lines to individual properties are 0.75 inch plastic lines. Figure D1 illustrates the locations, diameters, and pipe material of the major gas lines in the project area.

5 Water Anchorage Water and Wastewater Utility (AWWU) owns and operates the water supply in the area. All water mains within the project area are constructed of ductile iron pipe and range from 8 inches to 24 inches in diameter. Flow is controlled by private and AWWU-owned butterfly or gate valves at regular spacing throughout the system. Figure D2 illustrates the locations and diameters of the major water mains within the project area. These include lines along the south portion of the Old Glenn Highway, the Brooks Loop and Cross Drive area, Centerfield Drive, and south Business Boulevard. One privately owned supply system serves the Wood River Park Apartments and connects to the AWWU-owned system at Centerfield Drive.

7 Sanitary Sewer AWWU also owns and operates the sanitary sewer systems in Eagle River. Most of the sewer mains in the project area are ductile iron pipe with the exception of some asbestos-concrete and cast iron pipes, particularly along the trunk that extends west of South Business Boulevard. Most of the project area is within sewer basin 52B. Figure D3 illustrates the locations, diameters, material types, and flow direction of the major sewer lines in the project area.

9 Electric Matanuska Electric Association (MEA) owns and maintains both overhead and underground electric lines in the project area. Most of the CBD and the residential areas west of the CBD are served by a network of underground lines while the residential areas east and south of the CBD are served by overhead lines. Major transmission corridors in the project area include a north/south line that follows the Old Glenn Highway, an east/west line that roughly follows Coronado Street, and an east/west line along Brooks Loop. Underground lines also cross the easement east of the Wood River Park Apartments and west of Wells Fargo. Figure D4 illustrates the locations of electrical lines in the project area.

11 Telecommunications Communications providers in the project area include Alaska Communications (AC) and Matanuska Telephone Association (MTA) for telephone service and General Communications, Inc. (GCI) for cable television and fiber optic services. A large underground conduit carrying a high density of communication lines runs west across the Old Glenn Highway onto Brooks Loop, turns north at the utility easement behind the Wood River Park Apartments, then continues north onto Centerfield Drive and along the majority of Business Boulevard. Along Centerfield Drive and Business Boulevard the telecommunication mainlines are contained in a concrete duct. Smaller communication lines run along Brooks Loop, behind the Alliance Christian Fellowship church, and throughout the Wood River Park Apartments and the Home Place and Heritage Court residential communities. Figure D5 illustrates locations of cable and fiber optic lines in the project area.

13 Lighting Street lighting is provided in much of the CBD along streets that provide access to businesses in the area. Lighting also extends into some of the nearby residential areas along the larger collectors such as Regency Drive and Farm Avenue. Specific lighting features for streets within the project area are as follows: Old Glenn Highway has lighting on both sides of the roadway through the entire project area; Eagle River Road has lighting on the east side of the roadway from the Old Glenn Highway to Fire House Lane; Business Boulevard has lighting on both sides of the roadway along its entire length; Centerfield Drive has lighting on the north/east sides of the roadway along its entire length; and There is no lighting along Brooks Loop or Cross Drive. The southwest corner of Brooks Loop may receive limited spillover light from the hightower pole located near the northbound on-ramp of the Artillery Road Interchange.
