2 Greenhouse effect Environment has become one of the main challenges of aviation, as for many other industrial sectors: under the spotlights, the global warming Aviation share in anthropogenic C02 is «only» 2% (close to its participation in European GNP); but the traffic should significantly grow in the next decades This challenge is worldwide and must be addressed at a widely cooperative level Europe is the right framework to put research efforts together 2

5 ACARE Goals ACARE October 2002 : The Strategic Research Agenda (SRA) 5 Challenges Quality and Affordability Vision 2020 (January 2001) To meet Society s needs To achieve global leadership for Europe Environment Safety Air Transport System Efficiency Security Very Low Cost ATS October 2004 : The SRA 2 High level Target Concepts Ultra Green ATS Highly Customer oriented ATS Highly timeefficient ATS Ultra Secure ATS 22nd Century 80% cut in NOx emissions Halving perceived aircraft noise 50% cut in CO2 emissions per pass-km by drastic fuel consumption reduction A green design, manufacturing, maintenance and disposal product life cycle 5
6 Technology for environment Technology can provide for efficient solutions to improve the environmental footprint: CO2 (fuel burn): Reduce weight: new composite materials Reduce drag: laminar wing, loads active control Improve engine and equipments efficiency: high pressure, cooling techniques, all-electric aicraft Improve trajectories and traffic management: 4D trajectories optimization, onboard ITT Noise: Increase the engines bypass ratio (larger fans, lower rotating speed): fan blade manufacturing technology, turbine efficiency Improve blade characteristics: refined computational fluid dynamics New installation techniques and architecture: aeroacoustic modellization 6
7 European research These technologies must undergo a research process in order to increase their readiness level The 6th and 7th Framework Programmes of the European Commission address a lot of promising technologies; others are funded by national programmes To ensure the efficiency of the research performed and its real impact on commercial products, the public funding must go up to the integration of these technologies into «systems» in order to check and demonstrate their behaviour in representative conditions: «Integrated Technology Demonstrators» Clean Sky 7
8 What is the Clean Sky Joint Technology Initiative? Public-Private Partnership between Commission and Industry Start: 02/2008 Multi-year research project on Greening of Aeronautics: up to 2017 to the latest Total budget 1.6 billion, one of the 2 largest EC research programmes ever 800 million from Commission in-cash 800 million from industry in-kind An independent legal entity (a Community Body ), with own staff up to ~20, places the contracts / grant agreements and coordinates the programme: the Clean Sky Joint Undertaking 8

10 Clean Sky features A high level of «technology readiness»: the technologies are integrated into large demonstrators, in-flight or onground Demonstrators definition close to the market needs: the demonstrator is the last R&T phase, before starting a development Schedule is key to keep this link (be neither too early, nor too late) A large part of this downstream research activity lays within big players, «integrators» - a typical feature of aeronautics These activities must be thoroughly coordinated A large programme focused on environment and competitiveness These features create the conditions for a Public- Private Partnership 10

20 Clean Sky, one programme Clean Sky is one consistent programme: Well focused on the global priorities, while keeping a balance between the different areas of the Air Transport System A focused programme, to avoid dissipation of efforts and money Involving for the first time most of the industrial companies and research institutes of the European aeronautics With one decision-making body, the Governing Board With one coordination With one tool for assessment of environmental achievements 20
21 A catalyst effect Clean Sky builds upon EC collaborative research and previous or on-going national programmes But Clean Sky is not replacing these funding sources: it is aiming at a catalyst effect, which will drive further efforts from national states, regional funds or private: Clean Sky is a catalyst Several national programmes are already built as «applications» of ACARE goals and rationale The consistency of Clean Sky and national programmes will be regularly checked 21
22 Present status Clean Sky is now well on track: The JU is now fully autonomous (November 16th, 2009) Small entity: improves responsiveness Five calls for proposals already launched, two selections performed More budgetary flexibility is available EC budget appropriations forecast close to the JU request A high-level Scientific and Technological Advisory Board will be put in place in June Annual reviews ongoing with Integrated Technology Demonstrators teams Strong interest in PPP s reaffirmed by Pres. Barroso and Maire Geoghegan-Quinn, the new Commissionner for Research and Innovation 22
23 Challenges to come To handle strategic evolutions To ensure a wide participation To solve the technical issues, without downgrading the ambition of the Initiative To avoid schedule drifting To monitor and demonstrate the achievement of the environmental targets Clean Sky, as a Public-Private Partnership is itself a demonstrator! 23
