5 Montréal GHG Emissions Reduction Plan SOLUTIONS Properly finance GHG emission reduction projects in the transportation sector Gather data to better evaluate the factors that influence GHG emissions in transportation and the means of reducing them Further develop public transit Optimize parking Effectively manage transportation demand Develop active transportation Develop means of transportation that offer an alternative to solo driving (ride-sharing and taxis) Reduce GHG emissions per vehicle Make it easier to govern transport projects Ville de Montréal / 2 décembre de 19
6 Montréal GHG Emissions Reduction Plan Consultation on solutions to reduce Montréal a dependence on fossil fuels Make driving less enticing Rethink urban design, stop urban sprawl, support mixed-use planning, and plan full, dense and userfriendly neighbourhoods Set examples Intensify efforts to achieve a 5% switch from the use of personal vehicles to public transit (2020 vs. 2013) Increase the modal share of active transportation Keep heavy vehicles and delivery trucks from circulating in the city during rush hour Create pilot projects in the following areas of truck transportation Launch awareness-raising campaigns on behaviours to reduce fossil fuel consumption on a day-to-day basis. 7 Transportation Electrification Strategy Montréal intends to take an international leadership role to fight climate change International and national targets cannot be achieved without city s contribution Montréal s goal: 30% decrease of 1990-level greenhouse gases (GHG) by 2020, focused on a transportation-related energy transition Municipal actions on three fronts: Development of active and public transportation and on highdensity/diversified land use Gradual electrification of private and public vehicles Promotion sustainable mobility among local residents Ville de Montréal / 2 décembre de 19
8 Transportation Electrification Strategy CITY S VISION AND OBJECTIVES Montréal s land use goals and transportation electrification strategy based on the guidelines set out in the City plans and policies: The Master Plan Agglomeration Land Use and Development Plan The Transportation Plan The Montréal Community Sustainable Development Plan The Economic Development Strategy The Corporate GHG Emissions Reduction Plan The Montreal Community GHG Emissions Reduction Plan The Parking Policy The Rolling Stock Green Policy In accordance with the policy guidelines announced by the Government of Québec and various partners. 9 Transportation Electrification Strategy: 10 strategic goals 1. Incorporate transportation electrification needs into the planning and management of the City's building 2. Convert the municipal fleet of combustion engine vehicles to electric vehicles Third Green Rolling Stock Policy ( ) Appropriate motorization, depending on vehicle type and needs, including fleet electrification(gradual replacement of nearly 230 conventional vehicles with all-electric vehicles) Acquisition of energy-efficient subcompact vehicles Using certain types of environmentally friendly fuels Carrying out a technological survey to identify, test and facilitate the integration of new technologies aimed at improving environmental performance Ville de Montréal / 2 décembre de 19

Implement an economic development action plan to develop a local transportation electrification and intelligent transportation sector, based on Montréal assets: Qualified labour Four universities et four affiliated establishments of higher education World-class research centres Dynamic industrial clusters in cutting-edge sectors Intelligent, digital city strategy. 4. Electrify the public transportation network operated by Montréal's municipal transportation agency (Société de transport de Montréal/STM) by Reducing GHG emissions per passenger-kilometre Acquiring electric or hybrid service vehicles Increasing the service offer for electric public transportation by bringing into service new Azur trains Extension of the Montréal subway, operating in electric mode since its opening 50 years ago Implementation of two quick-charging stations for electric buses (City Mobility Project). Participate actively in the Réseau électrique métropolitain (RÉM) project Implementation for 2020 of the Réseau électrique métropolitain by the Caisse de dépôt et placement du Québec (CDPQ) 67 km network linking dowtown to airport, and suburbs Increasing the electric mobility in the agglomeration Ville de Montréal / 2 décembre de 19

Implement the electrification measures set out in the Parking Policy Policy adopted in June 2016 Various measures associated with transportation electrification: On-street parking places for electric vehicles Developing sustainable mobility options and mobility hubs (bicycles, BIXI, taxis, self-service vehicles, electric cars, car sharing) Reviewing the regulatory framework to require parking spaces for alternative transportation modes, including electric vehicles Urban distribution centre, promoting the use of small electric vehicles to ensure "last kilometre" delivery Ville de Montréal / 2 décembre de 19

Roll out a network of charging stations to support the gradual conversion of Montreal's automobile stock City s goal: network of 1,000 on-street charging stations by 2020 Network linked to Hydro-Québec's Electric Circuit, Canada's first public network of charging stations for EV Progressive implementation : downtown and central districts (154 by the end of 2016, 400 by 2017) Largest charging on-street network of any Canadian city Ville de Montréal / 2 décembre de 19

Implementation of a framework to facilitate the private-sector roll-out of a self-serve network of electric vehicles Car-sharing system in place in Montréal for over 20 years Acces to a self-serve vehicle (SSV) system Taking advantage of the city s recharging network to offer an all electric self-serve vehicle (SSV) system Montréal s model Implementation by the City of 1,000 on-street charging stations Solicitation of multiple private suppliers to offer the service Regulatory framework et permit autorization in accordance with city s electrification objectives Progressive deployment from 2015 to 2020 Ville de Montréal / 2 décembre de 19
