3 I. TENDER DOCUMENT OF PCB PVT. LTD. 1.1 Forwarding Letter In the forwarding letter this party has claimed that they are registered with NSIC, Jamshedpur vide No. NSIC/JSR/GP/RS/REGN/JE(P- 104)/2006 as manufacturers of Electronics and Solar Power Plants claiming that they are exempted from paying Earnest Money Deposit. Our tender condition in this regard was that the tender must be an MNRE approved manufacturer. This firm does not fulfill these criteria. It is found after examining Xerox copy of the said registration certificate that they are not registered for the type of equipment tendered for. We have invited bids from experienced and resourceful contractors and as such this firm is not eligible to bid for this type of work. 1.2 BASIC ELIGIBILITY CRITERIA In the certificate for Confirmation of Basic Eligibility Criteria, this firm has mentioned the following points. a) We are manufacturers of sub-systems for Solar Photovoltaic Systems. Here the contractors tried to bypass the eligibility condition but it clearly shows that this firm is not a manufacturer of SPV systems approved by MNRE. b) The firm also admitted We have not supplied & installed at least 2 (two) Nos. of 20 kwp (or higher capacity) Solar Photovoltaic power systems during last three years. This is a clear admission of ineligibility by the tenderer himself. Considering the facts mentioned above, it is recommended that this tenderer is not qualified to compete for this work and this offer may be summarily rejected.

9 TATA BP Solar India Limited further stated that they will provide the additional features a mentioned below: 1. Incorporating display of CO 2 savings vis a vis kwh generated from BIPV Power Plant. This will qualify the effort of JREDA in reducing Green House Gases that cause Ozone layer depletion & Global Warming. The display unit shall be connected to the AC output of Power Conditioning Unit. 2. Incorporating Aluminum Domal structure on the Seminar Hall Roof to install the BIPV laminates, instead of mounting on ordinary MS structure. This will give better look to the atrium, as done internationally. Central Electronics Limited has proposed to make a separate structure over RCC roof with corrosion proof MS structurals. However, unlike CEL, we want the BIPV panels to be integrated with the roof. It may also be seen from the comparative statement shown above that TATA BP Solar India Limited has made a better offer as far as equipment and construction standards are considered. However, Central Electronics Limited is also a reputed and established public sector firm. It is therefore, proposed that both the parties may be considered as qualified for opening of Price Bid and the final decision can be taken after considering techno-commercial aspects and the price.
