3 DETAILED EXPRESSION OF INTEREST (EoI) FOR SETTING UP OF CANAL TOP SOLAR PV POWER PLANT OF CUMULATIVE ESTIMATED CAPACITY OF 16 MW AT FOUR SITES AVAILABLE AT WYC HYDEL POWER STATION, BHUDKALAN, YAMUNA NAGAR. EoI No.: Ch-3/CE/PLG/SPP/CT-274 Date: INTRODUCTION Haryana Power Generation Corporation Limited (HPGCL) was incorporated as a company on 17 th March 1997 having the responsibility of operating and maintaining generation projects. In addition, it is entrusted with the responsibility of setting up of new generating stations in order to keep pace with the ever increasing demand of power. 2. SITE LOCATIONS WITH PROPOSED CAPACITY OF PLANTS HPGCL operates various Thermal, Hydel and solar power plants in the state of Haryana and is also committed towards green energy. Accordingly, canal top solar photovoltaic power plants of cumulative estimated capacity of 16 MW are now being planned to be set up at four different sites available at WYC Hydel Power Station, Bhudkalan, Yamuna Nagar as per detail mentioned below. These plants will be set up on build and operate mode on levelized tariff basis, by the successful entity(s). A) Based on detailed site feasibility analysis, the capacity worked out at 04 (four) locations at WYC Hydel Power Station, Bhudkalan, Yamuna Nagar is under:- Sr. No. Proposed Plant Locations Approx. The proposed sites are located approximately at a distance of 42 km from Yamunanagar and approximately 110 km from Chandigarh. 3. ELIGIBILITY CRITERIA Interested Parties/agencies/firms in order to set up aforesaid project based on build and operate mode should fulfill the following criteria:- A) TECHNICAL i) The Parties/agencies/firms should have an experience of design, supply, installation, commissioning and Operation of single order capacity 06 MW or two orders capacity of 03 MW each or three orders capacity of 02 MW each canal top/ground mounted solar power plants in India, which have been successfully commissioned on and after 1 st November 2013 and must be in operation for at least one (1) years as on the Deadline for Submission of EoI. ii) Parties/agencies/firms should submit, in support to the above, the list of projects commissioned along with their Work Order (WO)/ Letter of Intent (LoI) and the commissioning certificates alongwith the certificate that plant is in operation. iii) In case the Parties/agencies/firms want to fulfill the eligibility criterion through its own power plant, then a self certification on the letter head of the firm duly signed by authorized signatory to that effect will be required to be submitted.

4 B) FINANCIAL ELIGIBILITY Average Turnover of the Parties/agencies/firms for last three (3) financial years must be 8,00,00,000/- ( Eight Crore Only) The Parties/agencies/firms shall submit audited annual report of FYs , and FY Apart from above Parties/agencies/firms should also submit the documents/details as per performa attached herewith (Annexure-I). 4. TERMS & CONDITIONS i) Terms of use of Area: a) HPGCL is the sole owner/holder of identified area. Prospective parties/agencies/firms will be allowed to install/set up 16 MW canal top PV Solar Plants at identified area as per detail given in para-2 above. The aforesaid area shall be provided to the parties free of cost. Selected/successful parties/firms will not be allowed any commercial/business activities at this area except solar power generation. The selected/successful parties/firms will have no right to further sub-let the area of HPGCL. Any party shall have no claim/right/ownership on the HPGCL area by installing and maintaining power plant or due to any other reason. After the completion of tenure agreement, plant will become the property of HPGCL and firm/agency/party will have no claim what so ever over the plant. An agreement with HPGCL shall be executed on Non- Judicial stamp paper of appropriate value. b) In case, any party/firm has any other proposal for best use of area alongwith solar generation to minimize tariff, a detailed proposal may be submitted separately to HPGCL. ii) Tenure of the Agreement: Tenure of the agreement will be 25 years from the date of commissioning of Solar PV Plant. iii) Use/supply of generated power:- Parties/agencies/firms shall build & operate the said project and sell the power to HPGCL at fixed levelized tariff for 25 years and supply to nearby designated sub-station. HPGCL will further supply the power to Haryana Power Purchase Centre (HPPC)/Haryana Distribution Companies (UHBVN/DHBVN) at determined tariff or may supply the power under Govt. of India policy dated regarding Flexibility in generation and scheduling of Thermal Power Station to reduce emissions. iv) Parties/agencies/firms must indicate the levelized tariff for 25 years for reference only as per performa attached as Annexure-II. v) Detailed financial analysis considered for calculating levelized tariff be also supplied alongwith EoI. vi) Prospective parties/agencies/firms may visit the site(s) at its own cost after obtaining prior approval from HPGCL. HPGCL shall not be liable for any expenditure incurred on preparation of EoI documents, postal/courier charges etc. vii) HPGCL at its sole discretion can cancel this EoI at any point of time without assigning any reason and without any prior notice. viii) No legal right will be created in any form by any party/agency/firm merely by submitting its EoI.

DATE & TIME FOR RECEIPT OF EoI:- Sealed envelopes containing complete EoI documents must be received on or before upto 15:00 Hrs in the office of CE/Planning, HPGCL, Plot No.- C-7, Urja Bhawan, Sector-6, Panchkula (Haryana) EoI received after prescribed date & time shall not be entertained.
