2 2 GENERAL EQUIPMENT SPECIFICATIONS: A. INTENT STATEMENT: NOTE: Pennsylvania Department of General Services, PCID No. 1075, General Requirements for Bidding PennDOT Vehicles/Equipment, Effective 2/14/2008 is included as part of this specification, Excluding warranty section E and warranty is here by replaced with section III on page 6 of this specification. Delivery as required per Department of General Services PCID NO Section G. All units must be delivered within 90 days after receipt of the purchase order by the successful bidder. This specification describes minimum requirements for a high speed truck mounted road debris remover to work in conjunction with the department s dump truck plow frame. Unit shall be capable of removing and collecting tires, tire tread, trash, small stones, wood, small car parts, mufflers and similar objects from roadway while traveling at speeds above 40 MPH. Ref. Gator Getter Model# The unit must be adaptable to various department owned dump trucks; therefore it is essential that the mounting be built to the departments standard plow frame with negligible adjustment. Installation shall be limited to two (2) pins on the lower mount, and one (1) pin to attach the lift chain to the upper plow lift arm. MSO/ Certificate of origin, and MV 1 to be supplied to the Department at time of delivery. It is understood that the components specified are minimum. The burden of responsibility is hereby placed on the manufacturers engineering department to supply a unit that is totally engineered and installed. Fabrication and assembly shall conform to the latest engineering techniques and shall meet the specification requirements of the following. American standard limits and fits American society for testing materials Society of automotive engineering American institute of steel construction Steel structure painting council American welding society d sub section 303 (fit and assembly) American welding society d section 3 (welding workmanship and quality) All welding shall be accomplished by one or a combination of the following processes: gas metal arc, flux cored arc and or submerged arc welding procedures. Before welding, all components must be positioned on precision engineered mechanical positioners (jig) in order to assure the best possible fit.

All edges shall be smooth and free of burrs and sharp edges. Height: overall height 64 inch approximate Length: shall be 120 inch approximate overall length Width: shall not exceed 96 inch overall width Drum shall have anti-roll springs and safety chains. Both springs and chains shall be adjustable to set angle and to set tension for wear. Debris Tray: there shall be an internal tray to hold collected debris. Tray shall be emptied by use of a single lever for unloading of collected debris. Dolly Wheels: shall be height adjustable for wear to contact road surface and adjustment of push frame. Wheel, hubs and tires shall be designed to handle high speed (above 40 MPH) and 50 percent over total unit weight. Hubs shall be greasable and with replaceable bearings. Tires shall be replaceable. Pick up door: shall be equipped with chains (both sides) to prevent drop when raised. Chain brackets shall be designed for field adjustment. Pick up door hinge shall be heavy duty design and replaceable. Wear edge: shall be one piece, replaceable high carbon steel. Unit shall be tagged with a non-rusting metallic tag containing the manufacture serial number, model number and weight, and be affixed on the upper right backside of the drum as viewed from the rear.

Hitch mounting: shall be compatible with agency plow frame, lower plow frame height from ground to center line of push bar can range from 14 inch to 17 inch. Plow hoist travel is approximately 42 inch to 60 inch from ground. Hitch push bar shall be 1.25 inch diameter and replaceable. Ref. EQN-50 Lift swivel shall be a banjo design with a 1 inch diameter pin with retainer (hairpin/ R-clip). Pin shall be attached to lift swivel with 1/4 inch chain of appropriate length to allow removal from lifting ram. A 1/2 inch cadmium plated lift chain shall be supplied, length of chain shall allow a minimum of 12 inch in adjustment at the lifting swivel. Ref: EQN-39 or prior approved manufactures standard. A lifting bail shall be supplied to handle the unit in a balanced manner when unloading or moving. 4. Paint: For PENNDOT Yellow, reference DuPont F9885, PPG 85246, Sherwin Williams 73266, Sikkens 4017and NAPA Pricing shall also be provided for manufacturer s standard yellow paint. 5. Safety: All corners and edges shall be angled or rounded for safety. Cab and body shall have reflective enhancement per and 127A. All welding shall be in accordance with standard welding practices as set forth by the American Welding Society. All welds with full penetration, no stitch welding. All mounting procedures shall be in accordance with NTEA standards. Manufactures standard safety decals.

The above referenced drawings shall become part of these specifications. These drawings reflect the intent of the Department and any discrepancies shall be resolved at the pre-build meeting between the vendor and the Chief of the Equipment Division. DRAWINGS APPEAR AT THE END OF THE SPECIFICATIONS. III Manuals The successful vendor shall furnish all applicable manuals per unit: 1 Operator's 1 Parts 1 Service 1 Complete set of manuals for any additional items/equipment added to a piece of equipment. The manuals listed above shall be official O.E.M. publications supplemented with technical manuals for all components as published by sub-vendors/manufacturers. Parts Manual presented must be relative to "all" items utilized to build these units, with appropriate part numbers. Delivery of these manuals shall be completed with delivery of each unit. Manuals may be supplied on CD Disc in lieu of paper manuals.

6 6 IV TRAINING: See training information attachment in the bid package. V WARRANTY: Per PCID No Warranty shall not be voided due to Department operation as explained in the Intent Statement. It is understood that the components specified are minimum and if the manufacturer's Engineering Department recommends or deems necessary a more robust component, other than specified, be installed to meet the vehicles intent statement and to not void the warranty, it shall be the bidders/vendors responsibility. BUMPER-TO-BUMPER WARRANTY: 1 year starting from the Departments acceptance date.
