5 ESFR RESCUE 73 High/Low Angle Rope Rescue / Trench / Surface Water / Swift Water / Confined Space / * Structural Collapse Rescue scue 73 is cross staffed with E73 and A73 and should be dispatched on all technical rescue responses within Eastside Fire & Rescue as well as when indicated by a Zone 1 or mutual aid/out of jurisdictional request. A trailer containing shoring lumber, Petrogen cutting torch, saws, cribbing and hydraulic concrete cutting tools is also part of the R73 capability. Eastside Fire & Rescue provides specialized technical rescue personnel on each shift that have the ability to respond with R73 and/or mobilize to the scene via engine company responses. Each member has been trained to NFPA Rescue Technician Standards for all disciplines and maintain these specialized skills through quarterly training. 73 is not part of hazmat responses, although it does have basic air monitoring equipment for confined space rescue. Northshore Fire R51 R51 is equipped to handle any technical rescue. Rope, Trench, Confined Space, Structural Collapse, Water, and Auto Extrication. The vehicle has many attachment points that are rated anchors for rope attachment. It has a massive light mast and auxiliary lighting on all corners that will illuminate a neighborhood, a party light which is portable and will also illuminate a neighborhood, and while not technically an Air Unit, it does have over a dozen SCBA bottles prefilled on board and a pneumatic compressor with 6 DOT air bottles providing the capacity to fill approximately 40 60, 45 minute SCBA bottles depending on their depletion. It also has a retractable awning on each side to shelter personnel from rain or sun. Generally speaking it utilizes a jump crew. If it s dispatched to an in district MVA or Technical Rescue, it responds as a light force with E51 (R51 driven by the E51 tailboard person). If it s dispatched to a structure fire (in or out of district) the A51 crew jumps to R51 and places A51 OOS until they return to quarters. If it s dispatched to an out of district MVA, the E51 crew jumps and E51 is placed OOS until R51 RTQ s. That s all predicated on a staffing level of Occasionally NSFD has staffing of 11 or 12 (district wide). If we have 11 12, depending on the skill set of those on duty, R51 can be staffed up. Bellevue Fire Rescue 3

6 Shoreline Ladder 61 Bellevue Ladder 1 (AKA L7 / LF7) A Light Force is a combined resource of a ladder truck and an engine. The Bellevue Fire Department operates two of them: Light Force 3 and Light Force 7. The apparatus have a combined crew of 5 with four (including a company officer, a firefighter/engineer, a firefighter/tiller driver, and a firefighter) on the ladder and one (a firefighter/engineer) on the engine that follows. MIDIs fall between a Full Size Pumper (Engine) and a Mini Pumper, offering better pump capacity, a larger water tank and more storage space than a mini pumper, while still being smaller, lighter and more accessible than a full sized apparatus. MIDIs 91 and 92 are utilized on Mercer Island for access to "harder to reach" locations than normal. Mercer Island's outer rim arterials, East, West, and North Mercer Ways serve a myriad of steep, tight winding driveways that hundreds of primarily singlefamily residences are accessed off of. The short wheel base of our MIDIs make it possible for us to get down these tight driveways where it would be literally impossible to achieve this with a normal sized fire engine. Since our MIDIs are smaller, we have a lower pumping ability, and we essentially aren't able to bring a full complement of tools and equipment

8 this with a normal sized fire engine. Since our MIDIs are smaller, we have a lower pumping ability, and we essentially aren t able to bring a full complement of tools and equipment that we would have on our full size fire engines; therefore, our "boiler plate" midi evolution consists of an orchestrated support from a crew on a maxi pumper. When a MIDI is dispatched, a full size engine from the counterpart fire station goes also, typically to supply and support the MIDI. The MIDI crew will lay supply hose from the main arterial (or top of the tight winding driveway) down to the involved structure. Then, the responding full size fire engine will "pick up" that supply and pump to it while catching a fire hydrant. Additional tools and equipment are then shuttled down (or sometimes up) the driveway. One of the vehicle's limitations is that it only seats two people. So the third firefighter (tailboard person) of the engine company follows in an aid car on responses. Occasionally you'll hear the tailboard firefighter addressed as "Aid 91/92", which can be confusing on your end because there wouldn't be an aid car dispatched to this type of call. Technically we should be raising the firefighter who drives the aid car on a MIDI response as "Midi 91/92 tailboard". I hope this gives everyone a clearer picture of the applications for this vehicle. WRC's MA21, MA22 Marine 21 (MA21) and Marine 22 (MA22) are two water rescue crafts (WRC) that are designed to be deployed with a driver/operator and a rescue swimmer. They were placed in service with KIFD on April 1st of Both machines are capable of speeds in excess of 50mph and will be utilized for search and rescue operations within the Kirkland City limit boundaries of lake Washington. Northshore Fire District Confined Space C51 Generators ESFR ATV72 ATV 72 is located at ESFR HQ. It is a FEMA grant funded asset for down range access at HM scenes and other events.

9 KIFD AU21 (A) AU21 is currently an Air Unit and a rehab/support unit that is housed at Station 22 in Kirkland. This unit is primarily used as a support unit at fires, but will also be used at technical responses including trench or structure collapse. It can supply breathing air, lighting, rehab, or extra materials for technical call or salvage. It is outfitted with a 15 KW Hydraulic Generator needed to operate the compressor, light tower and scene lights. It carries a Bauer High Pressure compressor system with 12 E size breathing air storage cylinders; able to fill approximately min 4500 PSI bottles using only storage cylinders. The light mast extends from top of rig and can rotate left/right 360 degrees and up/down 360 degrees. AU21 also carries 6 portable lighting and cords along with portable generators. Also carries 2x4 up to 6x6 by 10 long dimensional lumber, plywood and hammers and saw as needed for technical calls or salvage use. Rehab supplies include fluids and energy bars, seating, misting fans, EMS supplies and powered retractable awnings off of each both sides of rig. AU21 is housed at station 22 in Kirkland, which has a cross staffed Engine/Aid with minimum crew of 3. Depending upon what units are dispatched or location of call determines who will operate AU21. If E22 or A22 are dispatched along with AU21 or the call is with Station 22's first due area, AU21 will be left at station. The IC will then need to assign a crew to respond to station 22 and then respond in AU21. If E22 or A22 is on a different call when AU21 is dispatched. There is no staffing to support a response from the station. Another unit will need to be assigned to respond in it, or wait until a station 22 unit returns. If AU21 dispatched and E22 or A22 is not on the dispatch, station 22 crew will respond in AU21 and E22/A22 will be out of service do to staffing. AU21 typically responds with 3, but can respond with as few as one person in unusual circumstances. DUFD MA66 Marine 66 is a 20 foot long by 7 foot wide aluminum hull rescue boat built in 2010 by Seattle s Wooldridge Boats. It is powered by a 300 HP Chevrolet engine with a Hamilton Jet drive. The boat can operate in as little as 4 inches of water. Marine 66 is also equipped with a 10 HP Yamaha auxiliary outboard motor, amazing LED scene and search lights, 80 gallon fuel tank, and a rescue notch to allow easier rescue of people from the water. This is our second Marine 66. The previous one was also built by Wooldridge Boats and purchased by Duvall Fire in the 1980s. It was replaced with the current boat in CMT63 Marine 66 is a 20 foot long by 7 foot wide aluminum hull rescue boat built in 2010 by Seattle s Wooldridge Boats. It is powered by a 300 HP Chevrolet engine with a Hamilton Jet drive. The boat can operate in as little as 4 inches of water. 10 WOFD BRUSH 36 Brush 36 is a Type 6 engine built on a F550 flatbed 4x4 crew cab pickup chassis with a skid mount package consisting of 130 gpm rated pump, 300 gallons of water, and 10 gallon foam cell. The engine has a front mounted winch and various wildland equipment including several different types of hand tools, over 1000 of 1 ½, 1, and ¾ hose, two drip torches, a portable pump, two chainsaws, full BLS equipment, and other miscellaneous wildland associated tools for communications, weather, flagging, etc. ESFR UT LDH manifold 1 Hydrant Bag 1 Ice Melt container x 1.75 Wyed Bundle x 2.5 Utility Hose & LDH Storz hose If there is snow plowing that needs to be done during the course of the normal business day, our team from the shop will manage. UT71 deployment will be managed by the Battalion Chief. The crews at 71 do a Daily Check to ensure the rig is ready for deployment. (Q) Besides snow plowing, what other roles could we expect to see UT71 serve? (A) UT71 also has a compliment of hose and hardware for deployment to snow impacted areas. For example: If a Structure fire is not accessible due to road conditions and hydrants are available, UT71 can tie into the hydrant, directly laying hose forward to the crews (Defensive mode only) If an engine company cannot access a structure to tie into a hydrant with the engine, a tug strap is on UT71 allowing crews to drag the LDH (Large Diameter Hose) forward to the structure UT71 can be used to shuttle equipment and crews to varying scenes Ice Melt canisters are on UT71 can be deployed in an effort to reduce potential falls during fire operations. We are also working to develop a Skid load that will make outfitting UT71 during winter months quicker. Ultimately, ice and snow only compound the risks to crews and our community.
