3 INTRODUCTION 1.1 Fire departments in all areas have been attempting to establish Firefighter Assist and Search Teams (F.A.S.T.) or Rapid Intervention Teams (R.I.T.). While in theory all departments have the potential to develop a F.A.S.T. Unit, it is not without much consideration from the Departments Administration. Most Departments do not have the amount of personnel to have theft own Team stand by at theft own fires. It would be difficult to take the most highly motivated and trained firefighters out of the ranks to have them stand by. Most Departments have now chosen to have an outside Team do theft F.A.S.T. work. In this way, the Departments firefighting personnel are not depleted and Mutual Aid Departments also will not be effected. 2. OBJECTIVES 2.1 The objectives of this document, is to introduce Firefighters to the basics of F.A.S.T. This will be accomplished by introducing the participants to infonnation covering aspects of Firefighter Search and Assist Teams such as; A B C D E IdentiQr the duties ofaf.a.s.t. IdentifS the standards and regulations requiring F.A.S.T. operations Identify the personnel requirements of F.A.S.T. operations Identify the training required for F.A.S.T. personnel Identify the tools required for F.A.S.T. operations (1)
4 3. PURPOSE 3.1 The purpose and intent of this document, is to give guidance and instruction to Firefighters of the Orchard Park Fire District and to standardize training to promote effective and safe F.A.S.T. techniques. This manual will not replace any course, training or other structured drill as may be necessary for F.A.S.T. training. 4. OVERVIEW 4.1 The information in this document will serve only as a foundation for a F.A.S.T., which requires a vast amount of individual and team discipline and training. With this training and practice, the F.A.S.T. can be effective in the following situation; A Identify potential problem areas during a structural fire B Proactive methods to prevent firefighter injuries C Location of entrance and exits for F.A.S.T. D Location of downed firefighters E Evaluation of located victim firefighters and possible BLS procedures F Recognize the difference from ai Emergency or Non- Emergency removal of firefighters & Command and control of F.A.S.T. operations 4.2 The F.A.S.T. should be able to recognize the need for a well-organized and methodical search, location and removal of lost, disoriented or trapped firefighters. 5 OPEl) 5. REASONS and RESPONSIBILITIES 5.1 The Orchard Park Board of Fire Commissioners when considering establishing the F.A.S.T., first realized the vast amount of time and effort that is required to properly start a team. From the planing stage until operational, traininga took almost two years. Teams who spend one or two weekends F.A.S.T. Training and then go on line, should be closely scrutinized by departments who may use them. As is shown in the Minimum Standards Section, much of the training is dirty, bull work, basic firemenship. Departments need to first take a close, -critical, look at its self, personnel and ability to provide a F.A.S.T. What are their present capabilities for structural firefighting? Are they knowledgeable in all aspects of firefighting such as suppression, ventilation, search and rescue, forcible entry, hand and power tools use. Also, are personnel being considered physically capable, trained and proven competent and confident in the use of SCBA? Departments that may not have such highly qualified members should first develop such a group and then move them on to F.A.S.T. training. A F.A.S.T. is a group/company of firefighters who are assigned to; A B C D Eliminate or reduce hazards that may trap or hinder a firefighters escape Immediately locate and assist a firefighter Protect a located firefighter from further harm such as providing fire streams, building stabilization (shoring, cribbing etc.) or ventilation Stabilize/Remove missing, lost or trapped firefighters 5.2 It is important to realize that many of the techniques leaned in F.A.S.T. training can apply to civilian victims as well as firefighters. 6 6. MINIMUM STANDARDS 6.1 These standards are minimum requirements and provide the basics for F.A.S.T. District Firefighters must have five years experience as an interior firefighter. 6.2 United States Department of Labor - OSHA sub part L A B C Respiratory Protection , StructuralFireflghtingEquipment in2 out 6.3 National Fire Protection Association A Fire Dept. 0cc. Safety and Health Program B Fire Dept. Incident Management System C Fire Dept. Safety Officer 6.4 F.A.S.T. members need to be trained in multiple aspects of firefighting operations. The basic training for firefighters will be acquired prior to application to the team. F.A.S.T. need to perform at a higher level than just basic firefighting. Firefighters need to understand that they may be called upon to enter and operate in areas that may be nearly un-tenable. (4)

This training will take place prior to the member going On Line with the team. Until such time, the member can operate as part of the Out Side or Support Team A Orientation 3hrs. - Orchard Park District B PPE/SCBA Familiarization 3hrs. - IFSI 4th edition C Residential Search 3hrs. - IFSI 4th edition D Team Search 8hrs. - FDIC 1998 revised E Uncommon use for common ladders 4hrs. - FDIC 1999 revised F Forcible entry 3hrs. - IFSI 4th edition 0 Live Fire Training - Orchard Park District H On Scene Communications - Orchard Park District I Thermal Imaging - 3hrs. - Orchard Park District These training s or courses of COMPARABLE nature must be delivered by Training Officers of the District. 8 6.6 F.A.S.T. Training for Team Leaders A B C Commanding the Initial Response - New York State Incident Command - New York State Building Construction for suppression forces - New York State 6.7 F.A.S.T. members need to make at least (6) six team drills annually above and beyond their Battalion obligation. 7. TOOLS and EQUIPMENT 7.1 Each team must be equipped to handle any assignment to which they may be called out for. Every incident and every building type may require different tools and techniques to enable to FAST to operate quickly and effectively. Operations at a private dwelling incident would not require the same tools as with a large fire resistive structure While no list can be all inclusive, emphasis must be placed on hand tools and basic tools. such as: Minimum assigned Team Equipment and location R17 (2) sets of forcible entry irons (halligan & axe), as well as, Hydra Ram hydraulic entry tool R17 (2) rescue rope bags (blue), each w/ 200 x 1/2 dynamic kernmantel, carabiners, rescue 8 s, webbing and rescue hooks R17 (2)6 steal APH hooks R17 Partner K950 power saw (wood and metal blades) Ti 6 stokes basket (carry tools and equipment) R17 Reve Sleeve El 1 SCOEF thermal imaging camera R17 spare SCBA & cylinder R17 (2) search rope bags (red), each w/ 200 x 1/2 R17 (4) Officers rescue bag wi (1) 24 x I and (2) 10 x 2 webbing, (1) 2 split pulley (3) large carabiners R17 basic medical equipment (oxygen, trauma bag, AED, patient packaging equipment) R17 (2) loib mauls R17 (1) 10 folding ladder (6)
9 7.2 Minimum Personal Equipment RAPD NTERVENTION TEAM (1) full P.P..E. and S.C.B.A. with PASS (1) portable radio on tactical frequency #3 (1) personal flash light (hands free) (1) personal rope 35 x 3/8 (1) lcnife (easily accessible) (1) wire snips 7.3 Additional Equipment The basic tools list for the FAST is both available and accessible on Rescue 47. When the team is deployed, the tools need to be staged along with the team to prevent any possibility of delay during deployment. The FAST should also be prepared to respond to structural collapse incidents which may require them to extricate entrapped firefighters. Tools and equipment for these incidents may include; R17 R17 R17 R17 R17 R17 air bags hydraulic extrication tools and hydraulic jacks high lift jacks (farm jack) saws (reciprocating and circular), battery powered if possible with spare blades and batteries cutting torches exothermic torch (7)
10 RAPID 1N~ERVENTION TEAM 8. ENGINE OPERATIONS IN SUPPORT OF F.A.S.T. 8.1 Engine work in support of F.A.S.T. operations are dependent on the situation found, and the conditions of the structure. F.A.S.T. who may be called upon to deploy hand lines, for supporting the F.A.S.T. rescue, need to realize that their efforts have a dramatic effect on the teams outcome. Besides basic engine company operations, the initial training should consist of the following: A B C E F Estimating hose requirements stretching handlines Advancing handlines Standpipe operations Water supply emergencies 8.2 Cross Training with F.A.S.T. A B C D Forcible entry Search, residentiallteam off the hoseline Portable Ladders/Uncommon Uses for Common Ladders Operating aerial ladders (8)
11 9. DEPLOYMENT 9.1 The team shall be requested by the OIC of the incident. They shall be activated by the Orchard Park Fire Control using home receivers and pagers. All members shall report to the Orchard Park Central Station and await flirther orders from the OIC or F.A.S.T. Leader. No member shall respond to a scene unless directed to do so. 9.2 The JUT shall respond and upon arrival report to the Team Leader or in Ms/her absence, the OIC. Should ~ Team Leader not arrive, the Senior member shall report to the Incident Command Post and to the OIC The first (4) four ints1~,or MT members to arrive at the Central Station shall man Truck ii and respond. These members shall act as RIT #1 search team and stage at the most advantageous spot for deployment All remaining MT members shall man Rescue ~7 and respond. Three (3) members shall act as the back up to the search team and be called BiT #2 rescue team. The remaining members shall act as the Outside Team and be responsible for all exterior operations including the following; a) stage equipment at the most advantageous spot for deployment b) ladder all buildings where firefighters are operating including exposures c) ensure the proper tools and deployed for the construction type d) assign (1) one KIT member to the Command Post to monitor all fire ground frequencies for signs of firefighters in trouble (9)
12 9.3 One (1) member shall be assigned to Accountability of the RIT. Accountability shall be conducted when the team arrives on location, before the team returns to the Central Station, and immediately after the Interior Team reports out the structure after a deployment. 10 CONCLUSION 10.1 The key to successfully locating and / or rescuing a missing, disoriented or trapped firefighter, is the discipline of the F.A.S.T. Firefighters must be prepared to operate under physically, mentally and emotionally demanding conditions while searching for their brother of sister firefighter. It is the obligation of the Orchard Park Fire District F.A.S.T. to under take, and succeeds in this operation, to be the most able and willing F.A.S.T. that they can possibly assemble. (10)
