1 Classification P SP Special and Technical Operations - Extrication Vehicle Extrication Procedures - Revised Subject Authority Policy Fire Chief s (OFS) shall respond specially trained and equipped Extrication Teams to all reported motor vehicle accidents, where persons may be trapped. Purpose To provide appropriate safety guidelines To ensure the deployment of adequate resources to operate safely and effectively at motor vehicle extrication incidents Scope All OFS personnel Procedure RULES Safety All personnel shall wear/use PPE/equipment appropriate for the tasks they are required to perform. Clothing with reflective material (i.e. bunker gear/reflective safety vests) and handlights shall be used during night operations. Scene illumination shall be used whenever possible. To maximize personnel safety vehicles shall be parked at the scene as per Ottawa Fire Services P FI Vehicle Related Incidents. Recognize and stabilize all hazards at the scene whenever possible. (i.e. downed wires, fuel leaks, liquid spills, etc.) Any time that there are victims or personnel inside a damaged vehicle, a manned, charged hoseline shall be laid. This hoseline shall be of sufficient length to protect the entire accident scene. The Fire Fighter attending the hoseline shall wear personal protective equipment appropriate to the conditions. Rescuers shall not enter a vehicle to begin assessment of a patient, until stabilization of the vehicle is completed. Whenever possible, the rescuer(s) shall enter the stabilized vehicle and assess, stabilize and monitor the patient s condition and provide protection and comfort for the patient during extrication operations. 2 Fire Fighter(s) shall provide Command or the Extrication Sector Officer with an initial assessment of the patient s condition and provide updates as necessary. Where conditions permit their access, Para-Medics shall assume responsibility for patient care. Extrication Sector Officer/Company Officers Ensure that spreaders, cutters, rams, chains etc. are inspected, functioning properly and are in good working order at all times. Deficiencies shall be reported immediately to Maintenance to ensure that the equipment is repaired or replaced promptly. Ensure that all equipment is cleaned, inspected and tested after each use. Extrication equipment shall be inspected and tested by a qualified person annually. Only personnel who have received training on hydraulic equipment or other specialized tools shall be permitted to operate these tools at an extrication scene. Ensure that the Inch Rule of Thumb for distancing from undeployed air bags is observed by all personnel throughout the operation. o 5 inches from side impact curtain airbags o 10 inches from drivers side front airbags o 20 inches from passenger side frontal air bags ACTIONS 1.0 The Dispatcher: 1.1 The initial response to a Vehicle Extrication Incident shall be a minimum of: URBAN HYDRANT 1 Pump or Pump/Rescue DC URBAN NON-HYDRANT 1 Pump or Pump/Rescue DC RURAL HYDRANT 1 Pump/Rescue 1 Tanker SC RURAL NON-HYDRANT 1 Pump/Rescue 1 Tanker SC 1.2 Ensure that responding apparatus receive all information updates while en route st Arriving Company/Crew 2.1 Implement initial traffic control on the scene Provide fire protection to the scene through the use of a charged manned hoseline. Conduct a thorough scene survey. Identify the number of vehicles involved and the number of patients. Relay information to Dispatch. Provide scene stabilization. Establish Hazard Control Zones. Access and stabilize the vehicle to prevent further movement of the vehicle. Access and stabilize the patient(s). Date: August 30, 2002 Last Revision: April 10, 2008 Page 2 of 5

3 2.2 Identify priorities: Based on a number of factors, including the number of patients, extent of their injuries, apparent difficulty involved in extrication, etc. 2.3 Request additional resources as required: This could include additional support apparatus or a request for support agencies such as hydro, gas, public works, crane, Haz-Mat, etc. 2.4 Maintain communications: Provide updates to Communications and other apparatus while en route. (number of patients, degree of entanglement, etc.) If time permits, information regarding the make, model and year of vehicle(s) should be relayed to incoming extrication teams to allow them to check for battery location, presence of air bags, gas struts, etc. from onboard manuals st Arriving Extrication Team Officer 3.1 Upon arrival at the scene the Officer shall report to Command and be assigned the duties of Extrication Sector Officer. The Extrication Sector Officer shall ensure the following operations are carried out: Ensure that the apparatus is positioned so that required tools and equipment can be removed safely and efficiently. Ensure that the vehicle has been properly stabilized using recognized techniques to prevent any further movement of the vehicle. Ensure that cribbing or stabilizing devices are placed so as not to interfere with the rescue operation to be performed. Assign a crewmember to recheck the cribbing throughout the extrication operation. Develop a plan for the freeing of entrapped occupants, based on identified priorities. The Officer must be prepared to modify this plan based on progress and changing conditions. This plan should include a backup plan for each operation, in the event of equipment failure or unexpected results. The Officer shall direct Extrication Team members to carry out the plan. Command shall be notified of the tactical plan and progress made in the implementation of the plan as soon as possible. Ensure that contact is made with the patient, and that the patient is provided protection and comfort throughout the extrication operation. Whenever possible, power down door locks, windows, power seats etc. prior to disconnecting the battery to allow access to the patients. Ensure that backup equipment and personnel necessary for the operation are positioned adjacent to the controlled area. Patient removal shall be coordinated with ambulance personnel. Only those personnel required to assist in the removal of the patients should be in the work area. Request additional resources as required. 4 RESPONSIBILITIES District and Sector Chiefs shall: Respond to Motor Vehicle Incidents and assume Incident Commander responsibilities. Establish a Hazard Control Zone in conjunction with the Safety Officer. Safety Officer shall: Ensure that a Hazard Control Zone is established in conjunction with Command. Enforce all safety requirements for personnel operating within the Hazard Control Zone. Maintenance Officer shall: Ensure that all equipment is repaired/replaced promptly. Extrication Sector Officer shall: Develop an extrication plan. Communicate the extrication plan to Rescue Team Members, and to Command.
