1 County of Santa Clara Countywide Multi-Hazard / Multi-Disciplinary Task Force (CMTF) Office of Emergency Services 55 West Younger Avenue San Jose, California FIRE: EMS: LAW: May 22, 2006 To: From: Santa Clara County Fire, Law, and Medical-Health Providers Laurent Repass Medical-Health CMTF Coordinator Captain Kelly Seitz Fire CMTF Coordinator Subject: Fire and EMS/Medical-Health Trailers The Countywide Multi-Hazard / Multi-Disciplinary Task Force (CMTF) has deployed the following assets for use within the Operational Area and throughout the State. These assets are available through the Fire and Medical-Health Mutual Aid System respectively. This document is designed to provide a summary of available resources, identify how the resources may be accessed, and details related to use of the resource. These resources have been included in a web-based resource directory located at Trailer Description and Locations The following table identifies the description and location of trailers. A complete inventory is available in each trailer and will be posted (with a photo-inventory key) to the web-based resource directory. Alternate Care Site or Field Treatment Site Trailers Alternate Care Site or Field Treatment Site Trailers (ACS/FTS) are designed to provide a basic life support medical evaluation point. The object of the ACS/FTS is to evaluate and provide basic level patient care near the site of a significant event and thereby decreasing the need to transport patients to an acute care hospital. Other uses include: Provision of on-site triage and minor treatment care at acute care hospitals. Staging and medical evaluation point for the receipt of military casualties as coordinated through the National Disaster Medical System (NDMS). Provision of medical triage and patient routing in support of isolation, quarantine, mass and priority prophylaxis operations. Provision of on-site triage for scheduled events, support to fire and law enforcement operations, and for foreword deployment of medical supply. The CMTF has been created and funded by the Santa Clara County Operational Area Approval Authority with Homeland Security grant funds.

The trailers have enhanced inventories and include equipment that exceeds the Type-2 (Medium) inventory. Other uses include rescue operations involving the collapse or failure of heavy floor, pre-cast concrete and steel frame construction and mass transportation rescue. 2

These trailers have the ability to process approximately 250 ambulatory persons at a rate of 80 per-hour. Runoff water can be contained and water can be heated. Lighting is available for nighttime operations. Numbered bags for valuables/ clothing are available and redress clothing is provided. Personal Protective Equipment (PPE) is provided. Non-Ambulatory roller systems are provided. These inflatable tents can be operational in 20 minutes. Additional firefighters trained in decontamination operations will be required. Other uses include: Any operation where the two 20 X 14 inflatable tents will fill a need. 4 Host Jurisdiction Responsibilities The jurisdiction that houses ( hosts ) each of the trailers above is responsible for the following: Provide a tow vehicle with sufficient capacity to safely tow the trailer. Trailer weight up to 10,000 pounds and tongue weight up to 1,000 pounds. Respond with two personnel to staff the resource (this only applies to resources that are hosted by fire jurisdictions). Periodic readiness checks of the trailer (wheels, tires, hitch, external security, etc.). Provision of reasonable security. Maintain all necessary keys in key box provided, located on trailer tongue. Maintain clear access for entry and movement of the trailer (do not block). Maintain external cleanliness. Report any damage or repair needs to the EMS Agency (EMS trailers). Repair or replace any damaged item and report to the CMTF Coordinator (Fire or Medical-Health respectively). Updating availability status via the web-based resource directory (see authorized use section) if appropriate. Santa Clara County EMS Agency/Public Health Responsibilities (EMS Trailers) The Santa Clara County EMS Agency/Public Health is responsible for the following: Periodic readiness checks of the trailer (internal inventory supply, equipment maintenance and testing, ordering of supplies). Procure funds for annual maintenance and repair (when available or coordinated with the CMTF Liaison). Updating availability status via the web-based resource directory (see authorized use section). Coordinating resource allocation. The EMS/Public Health CMTF Coordinator holds the responsibility to coordinate with the fire and law CMTF Coordinators to insure resource awareness and access. Authorized Use The primary use for the trailers is to support emergency response activities within the Santa Clara County Operational Area. The Health Officer/EMS Agency is responsible for the coordination of all medical-health resources in the County and the Fire Chief of the Santa Clara County Fire is the Fire and Rescue Mutual Aid Coordinator for the Operational Area. These resources will be coordinated in-line with the established Medical- Health and Fire Mutual Aid Systems (Inter/Intra-county). Therefore, the following shall serve as standard authorized uses: Decontamination, USAR, and EMS/Medical-Health Trailers The host jurisdiction may dispatch the trailer in their possession to any incident occurring within their jurisdiction. Any fire service jurisdiction may request (through the existing fire service intra-county mutual aid system) a trailer response from a fire service agency that possesses a trailer. 4

5 In the event that a governmental jurisdiction (that does not host a trailer resource) requests trailer resources for a non-emergency assignment (event standby, etc.); the requesting jurisdiction is responsible for the pick-up and return of the resource. In such cases, when EMS trailers are involved, the EMS Duty Chief shall be advised. The jurisdiction shall then immediately update the web-based resource directory to reflect the appropriate status. Upon receipt of a resource, an inventory check should be completed and any deficiencies reported to the host organization. The last user should replace any missing items. AMR will replace missing items when EMS trailers are used for emergency response. Trailers may be made available for training. All training should be coordinated with the CMTF Coordinator responsible for the trailer resource. EMS/Medical-Health Trailers only Trailers hosted by AMR and the EMS Agency must be released only by the EMS Agency (these are retained for statewide use and/or medical facility support) in such cases, the EMS Agency will update the web-based resource directory to reflect the appropriate status. Local government jurisdictions may use any medical supplies, without EMS Agency approval, under the condition that they replace all used materials. In such cases, the EMS Duty Chief shall be advised that the trailer has been deployed and is not available for response. The jurisdiction shall then immediately update the web-based resource directory to reflect the appropriate status. (Example: The host agency uses the trailer to support fire personnel rehabilitation, as a first-aid station for a publicly held event, etc.) If the Incident Commander of the local jurisdiction determines that accessing the medical supplies is appropriate for the magnitude of the event, the EMS Duty Chief shall be notified. The IC has the authority to authorize use of all medical supplies as appropriate. The jurisdiction shall then immediately update the web-based resource directory to reflect the appropriate status. The EMS Agency/Public Health may authorize the allocation of any trailer resource outside of the County, in accordance with the Medical-Health Mutual Aid System. In such cases, the EMS Agency/Public Health shall ensure that adequate resources remain available within the Operational Area prior to the release of resources. 5
