Frogmore International is a regional airport for public and limited commercial air traffic The airport is open daily 0700 to 1900 (7am-7pm) *Note: Airplanes can however takeoff/land 24hrs a day The airport employs six (6) fulltime staff The flight line measures 3,430 ft by 75 ft. Points of Contact (In order of preference) - Main Office (843) Site Manager Joel Phillips (843) Beaufort County Director of Airports Paul Andres (843) The Airport s busiest months are October through May There are NO sprinkled structures on the property - This includes the hangars The airport is bringing an AWAS (Automated Weather Assessment Station) online by the end of October (Haz-Mat resource) The Airports coordinates are N32 degrees 24.73' W80 degrees 07'
There are 36 hangars on site All hangars are on the northeast end of the airfield (furthest away from HQ) There are on average 25 planes being stored at any given time - There are currently no regulations on fuel tank levels in storage Planes on site (excluding Mosquito Control) are either: - Single Engine w/ a fuel capacity of gallons - Twin Engine w/ a fuel capacity of gallons - There are however the occasional jets There are 53 Tie Down spots on the Taxiway Flight Plans are not required of pilots unless they are flying by gauges - If plans have been filed, we can access them from MCAS Beaufort The site has above ground fuel tanks and two refueling trucks There are only four (4) access points that will accommodate a fire engine - Two (2) on the South end of the airfield (close to HQ) - Two (2) on the Northeast side both at the hangar bays
In the event that an aircraft either departing from or returning to this facility should crash outside of the airports geographical boundaries, each aircraft is now required to have a tracking beacon. This beacon can be tracked by MCAS Beaufort or the Civil Air Patrol via GPS To put emergency responses to this facility into perspective, A sign hangs in the control center that simply states: In the event of an emergency Dial 9-1-1! The staff has extended an invitation to all of us to walk through the site. They are extremely accommodating and will gladly answer any questions PLEASE TAKE NOTES OF ANY RECOMMENDATIONS FOR SAFETY MPROVEMENT AT THIS SITE. THE STAFF IS OPEN FOR ANY AND ALL RECOMMENDATIONS FROM US TO IMPROVE THEIR SAFETY MEASURES
2-12,000 gallon capacity tanks They fill only to 10,000 gallons to allow for expansion They have two types of fuel AV Gas DOT #1203 Jet A Fuel DOT #1863
2 fuel trucks that are plainly marked Jet A Truck has 2000 gallon capacity AV Gas Truck has 750 gallon capacity

All hydrants are located outside of the runway complex. We hesitate to identify a primary/secondary hydrant as the best hydrant will depend largely on what you have and where in the complex it is. All hydrants are located off Airport Circle 1. Near the packaging plant. This hydrant coincides with access point two (2) 2. Across from the Control Center Main Entrance. * There is only a walk through gate here so hand jacking supply line will be required 3. A third hydrant is on the east side of Airport Circle near the hangar access point Three (3) Remember to consider additional units coming in behind you when you place supply lines as access is limited to the flight line. We will not have a fire flow on all aircraft on site so think big water early to cover any potential need. Approximate Fire flows: Control Center Hangars 800 gpm Planes -?????? gpm (this does not account for planes/fuel/etc.)
The Bravo (B) side of the Control Center has Power and Fuel Shut Downs
Single Engine in the background (closest to the John Deere) gallons of fuel Twin Engine in the foreground (Farthest from the John Deere) gallons of fuel
Notice the tie down T s in yellow There are 53 tie down T s on this taxiway meaning access can be obstructed and exposures can be many!
36 Hangar Bays are spread amongst 3 buildings (1 old and 2 new) Each Hangar is numbered for Identification: - Hangar 500 is the oldest. The first hangar you encounter from Control Center Lacks a firewall and has a shared ceiling space throughout One Electric Panel for entire building on runway side of structure Hangar doors all are 2 part opposing slide doors (the only access) - Hangars 600 and 700 are newer and are found behind 500 Has a four (4) hour rated firewall in the center of the structure 6 hangars on each side of firewall 8 walls with shared ceiling space (above the walls are open) Two electric panels for the structure one at either end Hangar doors are automatic bi-fold doors that move up Doors move under power ONLY Single doors are cut into each bi-fold Bi-fold doors have a secure pin (if you trust it) All door controls are inside the structure

There are currently NO regulations on what can be stored or how it is stored in these hangars. Think about the possibility of fuel, oils, fiberglass, etc.
All three (3) hangars have this wall configuration. We must be aware that fire has an unimpeded path to jump from hangar to hangar and plane to plane.
EXTREMELY HAZARDOUS TO FIREFIGHTING OPERATIONS! Electrically controlled with NO manual backup. What happens if we cut power?
This is all that they have to secure the bi-fold doors once they have folded UP!
Manual Opposing Slide Doors Electrical Panel
4hour Firewall 4hour Firewall Automatic Door Openers Electrical Panels Bi-Fold Elevating Bay Doors Standard doors

SOG: C A plane crash is a three engine and a squad response. If the first arriving units deem it necessary, then more equipment and resources shall be called.
Mosquito Control (3) Corvair 340 Planes carry 400 gallons of fuel Engines have 30 gallons of oil in them 400 gallons of various insecticides are inside the plane. The type varies each year Each plane weighs around 32,000 pounds empty, and weighs 49,000 pounds when fully fueled up. On site, there are at least seven (7) 55 gallon drums of engine oil
As you might expect there are many chemicals on site. However, you may not expect that the types and amount of chemical changes on a regular basis.
400 gal Various Insecticides
Rescue hatches are clearly marked and should be used in the event that emergency access is needed.
Magnesium can be commonly found in airplane parts. Take caution as these are two confirmed parts entirely of magnesium.

This building holds a 6,000 gallon tank that is used for mixing chemicals. It is left empty most of the time and after it has been used, it is cleaned out.
Airport Emergencies SOG: When responding to the airport for emergencies, the squad will respond to the airport office building for radio communication between the airport office and the pilot to the engine. INFLIGHT EMERGENCIES: The engine will respond to the yellow line or the hold line before the runway. The squad will report to the office as mentioned above. After the aircraft has landed, give report to dispatch: such as the aircraft has landed safely. If necessary follow the aircraft down the runway, request permission from the, airport office through Squad 251. When the squad reaches the aircraft, ensure that there are no injuries or hazards. Position the engine to obtain the best fire coverage while providing safe egress for the crew. When fuel spills occur, foaming of the area may be required with Class A or Class B foam, especially if firefighters have to enter the fuel spill area. This should be done with an inline foam eductor. Make sure the inline foam eductor and the nozzle have the same flow rate. For precautionary landings, pull the engine in back of headquarters and stand by in full protective equipment until aircraft has landed safely.
This site provides a large hazard to both the community and emergency responders This survey coupled with Department SOG s and a strong dose of common sense should produce a safe means to operate at an emergency incident in this facility. Remember: Caution is paramount!, and Communications Vital! Coordination with multiple units as well as multiple agencies may be needed In addition to fuels, oils, and by products of combustion, planes can be made of anything from fiberglass to polycarbonate. In all cases the composites can harm human tissue! Complete PPE and SCBA are necessary Response should be tempered with a need to observe the whole picture What do we have? What is being done currently? How can we best mitigate the incident? What additional resources are needed? Is a local evacuation something to consider? Remember where the school is! How can we control runoff if need be? When all is said and done always remember, BE SMART, BE SAFE AND EVERYONE GOES HOME!
