BACKGROUND: Management Systems International (MSI) AMANAT project is seeking quotations from qualified vendors to provide vehicles repair and maintenance services and spare part up-armored and soft skin vehicles in Kabul. The winning vendor will receive a Purchase Order agreement on fixed prices; therefore, all the unit prices should be fixed for the period of 12 months. For the Scope of Work, terms and conditions, please refer to Annex A. MSI intends to select a supplier on the basis of the lowest priced technically acceptable quotation received for the award of a purchase order on or before July 01, Lowest Price Technically Acceptable is defined as the lowest-priced offer which meets or exceeds the minimum stated required technical specifications. I. SERVICE AND ITEMS SPECIFICATIONS Please refer to Annex A of this solicitation. page 1 of 10

2 II. MINIMUM ELIGIBILITY REQUIREMENTS In order to be considered for evaluation or contract vendor must meet or provide the following information in their quotations: Ability to meet or exceed the required TECHNICAL SPECIFICATIONS (The items/services outlined in Annex A, Statement of Work). Vendor must present valid business license or any other governmental relevant license to validate the business activities and prove legal existence. Vendor to be direct and authorized providers for vehicle repair and maintenance for both armoured and soft skin vehicles. Vendor must have facility or workshop in Kabul and ensure the service when is required according to the contract terms and conditions. Vendor must have experience and past performance in the field of maintenance and service for armoured and soft skin vehicle, will provide contact detail of past information in Annex B minimum 3. Vendor will be required to install or use original and new spare parts, to be inspected and verified by MSI transport and security team before payment made. III. QUOTES SUBMISSION REQUIREMENTS The vendor shall submit their quotations via to amanat.procurement@msiworldwide.com referring to MSI AMANAT procurement team by the designated deadline at Block 4. CONTENT AND FORMAT FOR QUOTATIONS Vendor must submit and format their quotations using the format indicated. Or can provide quotes on their formal quotes. Vendor may request assistance to complete these forms from the person indicated in Block 8 above. A description of the item(s)/service(s) to be provided by the Offeror as detailed in Annex A. An itemized price quotation in local currency shall be submitted using the Pricing Table in Annex A. Vendor submitting quotes required to signed by authorized representative and have company stamp. Quotation must be submitted in local currency. Quotation must have full address, and contact details ( and phone number). Quotation must have a minimum of 60 days validity period. 10 Annex C Special Provisions A. Geographic Code, Source and Nationality: Quotations which include supplies and/or services from a prohibited source country shall not be eligible for contract. Current lists of prohibited sources are available at and at B. Evaluation Vendor meets minimum eligibility requirements (II. MINIMUM ELIGIBILITY REQUIREMENTS) are technically acceptable and Contract will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors as stated in Annex A. MSI reserves the right to reject any or all quotes or make multiple contracts if such action is in the best interests of MSI, its Client, or the Host Country. MSI may waive informalities and minor irregularities in of quotes received, should such actions be in the best interest of MSI, its Client, or the Host Country. C. Tax Withholding from contract amount: Government withholding Tax: Pursuant to Article 72 in the Afghanistan Tax law effective March 21, 2009, MSI is required withhold contractor taxes from the gross amount payable to all Afghan for-profit subcontractor/vendors with aggregate amount of AFN 500, or greater and transfer this to the Ministry of Finance. In accordance with this requirement, MSI shall withhold 2% tax from all gross invoices from subcontractors/vendors under this Agreement with active AISA or Ministry of Commerce License. For subcontractors /vendors without active AISA or Ministry of Commerce license, MSI shall withhold seven percent 7% contractor tax per current Afghanistan Tax law. D. Disclaimers and Protection Clauses MSI reserve the right to cancel solicitation and not contract, should be the best interest of the organization, client and host country. MSI reserve the right reject any or all responses received in response to the RFQ# MSI-001 MSI reserve the right to disqualify any offer based on vendor failure to minimum requirements of the technical acceptability. MSI reserves the right to contract based on initial evaluation of quotes without further discussion or will ask the vendor for further details and information. MSI can elect to contract only part of the activities in the RFQ, or issue multiple contracts based on the solicitation activities and to the best interest of the organization. page 10 of 10
