3 IGAD-OFFICE OF THE SPECIAL ENVOYS FOR SOUTH SUDAN (OSESS) ETHIOPIA, ADDIS ABABA TENDER NO. 001/2014 The office of the Office of the Special Envoys for South Sudan intends to procure Two Station Wagon, LWB Diesel, 4WD 4 Cylinder. The terms and conditions of purchase as well as the specifications of the Vehicle are outlined hereunder. TERMS AND CONDITIONS OF PURCHASE 1. Name of Purchaser: IGAD-Office of the Special Envoys for South Sudan. 2. Source of Fund: Turkish Embassy Addis Ababa. 3. Price Offer: The price offer is expected to indicate (Delivery Duty Un paid (DDU) Price Addis Ababa, Ethiopian, in ETB (Birr). 4. Terms of Payment: 90% in cash on delivery and the rest 10% after 30 days. 5. Delivery Time: 30 Days after signing the contract. 6. Price validity: Bid prices should be valid for a minimum of 90 days. 7. After-sales Services: The bidder should confirm in writing that it facilitates/ provides adequate maintenance and parts supply service for 5 years. 8. Language of Bid offers: Bid documents should be prepared in English Language. 9. Specification: Detailed specification of the vehicle is provided herewith. 10. Warranty: Bidders are required to provide a warranty for 12 months or 50,000 KM whichever occurs first. 11. 4 12. Bid Bond: Bidders are required to submit 2% Bid bond in the form of CPO or Bank Guarantee along with their bid documents. 13. Performance Bond: Winner of the bid shall furnish a performance bond worth of 10% of price in the form of bank guarantee. Upon completion and acceptance of vehicle, 8% of the performance bond will be released to the supplier and the remaining 2% will be held until the validity of warranty period. 14. Envelopes should be marked at the top Tender No.001/2014 ; Do not open before July 30 th, Catalogues and brochures should be submitted together with the bid and manuals to be supplied with the Vehicle. 16. Bid shall be closed on July 30 th, 2014 at 10:00 a.m. and opened on the same day at 10:30 a.m. in the OSESS at the presence of bidders or their representatives. 14. OSESS reserves the right to reject or cancel the bid if it deemed necessary. 15. The offered vehicle must be brand new. SPECIFICATION FOR STATION WAGON, LWB DIESEL, 4WD 4 CYLINDER 1. GENERAL REQUIREMENTS The intent of these specifications is to describe a Four Cylinder Diesel Station Wagon which shall be used for transportation of passenger on-and-off roads in Ethiopia. It shall be constructed, assembled and equipped with as per current manufacturing practices. 1.1 Service Requirements The vehicle shall be required to operate under the following environmental conditions: Temperature : cc Climate : Humid tropics- arid dessert Altitude : Sea Level m 1.2 Spare Parts List Manufacturer's recommended spare parts list to value 15% of the vehicle price shall be submitted with the offer. The current price list shall remain fixed for at least one year. 3

5 1.3 Pre Delivery Service The manufacturer or his delegated dealer shall give washing, lubrication and inspection service before the vehicle is put into operation. 2. INSPECTIONS AND TESTS The following inspections and tests shall be performed: Pre Delivery Inspection and Services will be conducted at Addis Ababa. Acceptance certificate will be issued by the purchaser for vehicle that is delivered as per the Technical Specification to the satisfaction of the Buyer. 9
