1 China (PRC) 24 hours Advanced Customs Manifest Regulation Introduction of SMD surcharge to China (PRC) April 21, 2010 The current China (PRC) 24 hour Advanced Customs Manifest Regulation requires carriers to submit advance manifest data to China (PRC) Customs for all shipments destined to China (PRC). To recover the systems-related and administrative costs associated with this requirement, Hapag-Lloyd will introduce a Security Manifest Documentation (SMD) Fee of USD 30 per B/L or Seawaybill with effect from June 1, 2010 applicable for all shipments destined to China (PRC), with the exception of shipments from North America, which will come into effect on May 1, 2010 as per separate announcement. 4 New Chinese Customs Regulation Customer Letter No. 6 September 14, 2010 Since January 1, 2009 the New Chinese Customs Regulation (Chinese 24 Hour Rule) has been in effect. Advice has been received of China Customs intent to fully progress the transition of manifest submissions from the current to the new CCAM system. For this reason it is of utmost importance that all shipping instructions are submitted according to the documentation cut-off time stipulated in the Hapag-Lloyd booking confirmation. In line with this notice of intent, we expect that it will soon become necessary to enforce the No Doc No Load policy to enable Hapag-Lloyd to comply with Chinese Customs Regulations. We would highlight that in case penalties are received due to missing or late received customs declarations in the interim period, Hapag-Lloyd will have to hold the customer responsible.
