5 Field Manual January 08 The ROD WORK HED sign may be omitted f sht term daylight operations if a vehicle is displaying and operating a 60-degree flashing beacon and: a. The distance from curb face to the wk space is at least feet, b. The distance from the edge of the roadway to the wk space is at least feet. This ROD WORK HED sign shall be installed on two-lane, two-way roads if traffic control devices are installed f a wk space in the opposite shoulder. If this layout is used to close a parking lane that is nmally open to vehicle travel during the time of day the closure will be in effect, the lane shall be considered a traveled lane and not a parking lane. Layout shall be used to provide traffic control f the lane closure.. If this layout is used to close a parking lane, channelizer spacing may be reduced from to in high volume areas. The Shadow Vehicle Protection Vehicle may encroach into the traffic lane when the shoulder is too narrow to drive on.. ny vehicle not displaying a Flashing rrow Board shall display high-intensity rotating, flashing, oscillating, strobe lights. 7 Field Manual January 08 Shadow Vehicle should be used on roadways where Decision Sight Distance (D) is frequently restricted and the equipment consistently encroaches within feet of the traffic lane. The Shadow Vehicle may be omitted on roadways with speeds limits of 0 mph less. On roadways of less than 00 DT the Shadow Vehicle and ROD WORK HED sign may be omitted. The vehicle should be as far off the roadway as possible, and shall display and operate a 60-degree flashing beacon. The ROD WORK HED sign may be omitted when there is an adequate approach Decision Sight Distance (D) to the equipment along the majity of the route. When advance warning signs are used, the signs should be no me than miles from the equipment. The location of the signs should be determined by the sources of traffic, such as maj cross roads. If the distance is mile greater, a XX MILES distance plaque should be used and placed directly below on the lower side of the warning sign nearest traffic. 66 The Shadow Vehicle should be equipped with a TM if it encroaches into the traffic lane. If the visibility is po the operation does not move at least the Decision Sight Distance (D) every minutes, the appropriate stationary layout should be used.. Pilot Cars should lead traffic through the wk zone at a safe speed. When a flagger is positioned at an intersection, they: Shall have -way communications with the Pilot Car, Should use hand signals with a flag flashlight with red glow cone to control traffic movements rather than the typical STOP/SLOW paddle in der to avoid displaying the SLOW paddle to the opposite approach, and May need additional flaggers to direct traffic when the crossroad consistently has multiple vehicles per direction waiting each Pilot Car cycle. flagger may be placed at a blind curve, crest of a hill, other site obstruction where traffic might enter from other driveways entrances to warn the Pilot Car that there may be oncoming traffic. Consider distributing brochures to local businesses and residents detailing Pilot Car operations. When the traffic volume of the min roadway exceeds 00 DT turning movements cause unsafe operations, the following steps should be considered: a. Control traffic at the intersection with a law enfcement officer; b. Restrict vehicle turns from the maj roadway with flagging, signing, and/ closing the turn lanes; c. If the backup of vehicles across active railroad tracks cannot be avoided, a law enfcement officer a flagger shall be provided at the crossing to prevent vehicles from stopping within the railroad crossing even if automatic warning devices are in place. The approach sight distance to the flagger shall be at least the Decision Sight Distance (D). OPTIONL 00 feet 6. 21 Field Manual January 08 The flagger may be equipped with an airhn. The STOP/SLOW paddle may be enhanced with flashing conspicuity lights on the signs. The Flagger head sign may be enhanced with flashing conspicuity lights on it. Keep Right signs and Type channelizing devices such as weighted channelizers, cones, tubular markers, centerline delineats are optional. The ptable rumble strips array should consist of strips placed perpendicular to the direction of travel. The Flaggers and the Flagger head signs may be omitted if the posted speed limit is 0 mph less and there is at least 0 feet of driveable surface outside of the channelizing devices. The flagger shall be visible f at least the Decision Sight Distance (D). When tempary lane widths are less than existing lane widths a LNES NRROW sign a Narrow Lane (width shown) sign with advisy plaque placed directly below on the lower side of the warning sign nearest traffic should be used. The Double Reverse Curve, Reverse Curve, and/ Keep Right signs may be omitted when the posted speed limit is 0 mph less. If tangent length of activity area is 600 feet less, use the Double Reverse Curve sign. 28 Field Manual January 08. Mot raders shall be equipped with operating vehicle warning lights visible f 60 degrees around the vehicle at a minimum height of / feet and a radius of 60 feet greater.. Mot rader blade end(s) may be marked with red ange flags to provide additional warning and make the equipment me visible to passing vehicles. The ROD WORK HED signs may be omitted when there is an adequate approach Decision Sight Distance (D) to the Mot rader along the majity of the route. When advance warning signs are used, the signs should be no me than miles from the Wk Vehicle. The location of the signs should be determined by the sources of traffic, such as maj cross roads. The road authity may provide requirements related to sign placement, detours, emergency services, etc. Road Closure Notice sign should be installed in advance (timewise) as required by the road authity. Install Type III barricade at the last driveway intersection beyond which there is no public access. Barricade shall span the entire roadway including traversable shoulders.. Road user safety and usability must be maintained up to the full closure.
