4 2011 VA WAPM - Introduction Applies to all roads open to the public, including private roads. Format is the same Standards (shall conditions, bold font) Guidance (should conditions, italicized font) Option (may conditions, underlined font) Support (informational statements, standard font) Each paragraph is numbered for easier reference. 04 The primary function of TTC is to provide for the reasonably safe and effective movement of road users through or around TTC zones while reasonably protecting road users, workers, responders to traffic incidents, and equipment. 05 Of equal importance to the public traveling through the TTC zone is the safety of workers performing the many varied tasks within the work space. 4
5 Chapter 6A - General In Definitions of Words and Phrases, added 23 more definitions, including portable traffic signal, public road, roundabout, short-term detour, long-term detour, traffic spotter, and worker. New section called Acronyms and Abbreviations with 32 listings. Section 6A.03 Meanings of Acronyms and Abbreviations in this Manual 1. AADT annual average daily traffic 2. AASHTO American Association of State Highway and Transportation Officials 3. ATSSA American Traffic Safety Services Association 4. ADA Americans with Disabilities Act 5. ADT Average Daily Traffic 6. AFAD Automated Flagger Assistance Device 7. ANSI American National Standards Institute 8. CFR Code of Federal Regulations 5
6 Chapter 6B Fundamental Principles Emphases on work zone safety training for installers and designers. Emphases on review and documentation of work zone traffic control. Requires TTC devices to be removed as soon as practical, and the removal of advanced warning signs when work is suspended after 30 minutes. 6
7 Chapter 6C TTC Elements Spacing of Advanced Warning Signs Table has been modified for Urban Streets with 30 to 35 mph posted speed limit: Table 6C-1, Spacing of Advanced Warning Signs Urban street with 25 mph or less posted speed Urban street with 30 to 35 mph posted speed Roadways with 45 mph or less posted speed Roadways with greater than 45 mph posted speed Limited Access highways 100' 200' 250' 350' 350' 500' 500' 800' 1300' 1500' For urban conditions, it is generally better to place all advanced warning signs within a one block area versus spreading out over several blocks. 7

9 Chapter 6C TTC Elements If a shoulder or parking lane is used as a travel lane, a normal merging (L ) or shifting (⅓ L) taper should be used. 9
10 Chapter 6D Pedestrian and Worker Safety Section 6D.01 - Defines knowledgeable persons as individuals that have received training or certification in work zone traffic control. 10
11 Section 6D.03 - Refers to Traffic Engineering Division TE-345 Memorandum for Work Zone Traffic Control Training Requirements. Refers to Appendix A Guidelines for Use of Barrier/Channelization Devices for guidance on the use of barriers and channelization devices. Chapter 6D Pedestrian and Worker Safety 11
12 Chapter 6D Pedestrian and Worker Safety Section 6D.03 Worker Safety Considerations Beginning July 1, 2012, all workers (including emergency responders) shall wear Performance Class 3 high visibility apparel meeting ANSI/ISEA publication entitled American National Standard for High-Visibility Safety Apparel and Headwear. Beginning July 1, 2012, all workers installing, maintaining and removing traffic control devices in night-time work zones shall wear Class 3 apparel with Class E trousers. 12
13 Chapter 6D Pedestrian and Worker Safety Section 6D.03 Worker Safety Considerations Defines nighttime work zones as operations which occur from 30 minutes before sunset to 30 minutes after sunrise. Refers to Appendix C Guidelines for use of Virginia State Police in Construction and Maintenance Work Zones. 13
14 Chapter 6E Flagger Control Flaggers shall be certified either thought the VDOT program or the ATSSA Flagger program. Beginning July 1, 2012, all flaggers shall wear Performance Class 3 high visibility apparel meeting ANSI/ISEA publication entitled American National Standard for High- Visibility Safety Apparel and Headwear. Flaggers at night shall also wear Class E trousers. 14
15 Chapter 6E Flagger Control Foot Protection shall comply with either: (1) ASTM F (or more current ASTM), "Standard Test Methods for Foot Protection," and ASTM F (or more current ASTM), "Standard Specification for Performance Requirements for Protective Footwear," or the previous standard (2) ANSI Z , "American National Standard for Personal Protection -- Protective Footwear. Head protection shall comply with ANSI Z (or more current), "American National Standard for Industrial Head Protection." 15
16 Chapter 6E Flagger Control Includes a new section on Automated Flagger Assistance Devices (AFAD): Used on two-lane roadway with one lane closed to traffic; ADT count of 12,000 vehicles per day or less; Operator has unrestricted view of the AFAD and approaching traffic in both directions; and Distance between units is 800 feet or less (consult RTE for greater distances). 16

28 Chapter 6F TTC Zone Devices Revised warning light requirements on vehicles focusing on intensity rather than unit size. Lights shall be visible under either day and night conditions a minimum of 1/2 mile on Limited Access Highways, or a minimum of 1500 feet on all other roadways. 28
29 Chapter 6F TTC Zone Devices Increased the distance the TMA shadow vehicle is placed from the work operations from 50'-100' to 80'- 120'. Allows the use of trailer mounted TMA s. 29
30 Chapter 6F TTC Zone Devices Safe Entry/Exit of Work Vehicles and Equipment Require warning lights to be activated for work vehicles entering and exiting a work zone. Require WORK VEHICLE, DO NOT FOLLOW signs on the back of construction vehicles entering and exiting projects. 30
