Accountability Bi-monthly meetings with all Patrol & Investigative Commanders Commanders are held accountable for activity, data analysis, and resource allocation Not enough to say a fatal crash was alcohol related: Where were they drinking? Who served them? Where else had they been that day/evening? If underage, where did they get the alcohol?
COPS Non-alcohol related fatal crash: Have we had crashes there in the past? What were the contributory causes? What are you doing about it? Increased enforcement, education, communicating with IDOT?

Alcohol Countermeasures Enforcement (ACE) Saturation Patrols consist of 5 officers + 1 supervisor, 5 hours in duration, usually beginning at 10p or 11p. The patrols are based on statistical data i.e., crashes, fatalities, and area of arrest frequency. ACE special patrols are utilized when special events such as concerts, sporting events, festivals, and other events when it is suspected that alcohol will be consumed by those in attendance. Objectives are: 1) one motorist contact (citation or written warning) per 60 minutes of traffic enforcement; 2) one alcohol-related arrest every 8 hours of patrol; 3) one DUI arrest or Zero Tolerance every 15 hours of traffic enforcement; 4) one occupant restraint citation every 6 hours of traffic enforcement.
Chicago Area Patrols (CAPS) Patrols are requested by IDOT. Number of officers vary based on the size and need of the project. Officers are expected to respond to all incidents in the construction corridor. Officers are expected to enforce those laws related to crashes and injuries in construction zones. In District Chicago, officers complete 10 enforcement documents during an 8 hour patrol. The program objectives are: 1) allocate staffing in construction zones during IDOT specified times for the safety of construction workers and motorists; 2) aggressively enforce construction zone speed limits; 3) Reduce the number and severity of traffic crashes within the construction zones. Provide for prompt disposition of traffic crashes with the construction zone; 4) provide for the safe removal of all disabled vehicles or stranded motorists within the construction zone.
Commercial Vehicle Enforcement Program (CVEP) CVEP patrols are usually 5 officers + 1 supervisor, 5 hours in duration. CVEOs also participate in statewide designated patrols at both fixed and portable scales. The program is designed to detect commercial vehicle defects and violations of the Motor Carrier Safety Act. It is also to reduce the number of commercial vehicle related crashes thereby decreasing the frequency of fatalities and injuries resulting from these crashes. It removes disqualified commercial vehicle drivers through nationwide commercial vehicle driver s license checks on all drivers stopped. Also to enforce the commercial speed limits. Officers place drivers and vehicles out of service when found in serious violation of the Federal Motor Carrier Safety Act. Officers are encouraged to make at least on Level 1, two Level 2 or three Level 3 MCS inspections every 2 hours in conjunction with traffic enforcement.
Driving Under the Influence Enforcement (DUIE) DUIE patrols consist of 5 officers + 1 supervisor (ISP Only Detail), 5 hours in duration, usually beginning at 10p or 11p, or up to 12 officers plus 1 supervisor when partnered with local agencies to establish Roadside Safety Checks. The patrols are based on statistical data i.e., crashes, fatalities, and area of arrest frequency. These partnerships often assist the smaller agencies by supplementing their staffing to allow such details. Details are used during Holiday periods and during special events. Press releases play a big part in alerting motorist that if you drink & drive, you ll lose.
Give m a Brake Zone (GABZ) The purpose of GABZ is to provide police services in connection with certain repairs to various highway throughout the state. The repairs cause closures to targeted portions of the roadways causing the severe restriction of traffic flow. For the safety and protection of both the construction zone workers and the motoring public, it is necessary that an effective traffic safety system be employed. This system will include utilization of appropriate police services to enforce restricted speed limits and lane/ramp closures, to provide for the safe removal of disabled vehicles and stranded motorist, and to assist in the prompt disposition of traffic crashes which further restrict vehicular movement. Officers usually park in the designated zone with his emergency light activated to warn motorist of his presence, to slow traffic and to coordinate the efforts of lane closures.
Work Zone Fatalities Fatalities Fatalities Fatalities 1 worker 1 worker 5 workers Fatalities 2 workers 25 Fatalities 1 worker 29 Fatalities 1 worker 13 Fatalities 1 worker
Occupant Restraint Enforcment Patrol (OREP) These patrols are designed to encourage voluntary compliance of safety belt laws. Press releases play a big role in educating and warning the motoring public on the consequences for failure to wear safety belts. SBEZ (Safety Belt Enforcement Zone) patrols (4 officers, 4 hours in duration) situated on ramps, streets adjacent to the expressways, and with local agencies. Saturation Patrols (4 officers, 4 hours in duration) saturation an area to enforce the primary safety belt laws. CSSI, Child Safety Seat Inspections educate the public on the proper way to secure children and infants in car seats. Through the Department of Human Services, free car seats are given to public, by State Police Officers that are certified in the proper application of child safety seats. Damaged, inadequate and improper car seats are also replaced during the safety checks. Safety check details are publicized to make motorist aware of this service.
Special Traffic Enforcement Program (step) These are both SBEZ and saturation patrols. The details consist of 5 officers + 1 supervisor, 5 hours in duration. There are 2 step Waves, one in the fall around the Thanksgiving Day Holiday and the second in the Spring, around Memorial Day Weekend. The hours vary by location based on the need to reduce speed in certain areas. Also Move Over Law Directed Patrols are incorporated into step Details.
Speed Patrols Enforcing and Educating Drivers (SPEED) These patrols are similar to step Patrols, with the exception that they occur monthly. Both patrols require the officer to issue one citation per patrol hour for speeding.
