2 Introduction Louisiana s Statewide Impaired Driving Plan (SIDP) is required by the federal law Moving Ahead for Progress in the 21st Century (MAP-21) and the implementing federal regulations. Federal regulations (23CFR ) required the Louisiana Highway Safety Commission (LHSC) to submit the original SIDP to the National Highway Traffic Safety Administration (NHTSA) by September 1, As required, the SIDP addressed the recommendations from a NHTSA Impaired Driving Assessment conducted in Louisiana from August 12 16, Louisiana s first SIDP was adopted on August 27, 2013 for the period covering October 1, 2013 to September 30, 2014 (FFY 2014). The FFY 2014 plan served as the foundation document for this condensed statewide plan and focused on implementation. The plan identified the strategies, strategy leader, and the output and outcome measures which were tracked to determine the strategies success. The SIDP was updated again for FFY 2015 and approved by the Governor s Task Force on June 23, A state is classified by NHTSA as mid-range with an impaired fatality rate between 0.30 and 0.60 per 100 Million Vehicle Miles Traveled (VMT), using a threeyear average of the most recent data. Louisiana is a mid-range state again in Federal Fiscal Year (FFY) 2016 with a rate of.487 (versus.537 in FFY 2014 and.488 in FFY 2015). Under MAP-21, mid-range states must meet additional qualifying elements to receive federal impaired driving funding. One element is the development and approval of a statewide impaired driving plan by a statewide impaired driving task force. Louisiana is a mid-range state again in Federal Fiscal Year (FFY) 2016 with a rate of.487 (versus.537 in FFY 2014 and.488 in FFY 2015). The LHSC submits the State s Highway Safety Plan (HSP) annually to NHTSA by July 1st. The HSP details the State s highway safety performance targets, strategies, and the projects to be funded to achieve these targets. Louisiana has a comprehensive impaired driving program that incorporates broad ranging strategies and actions designed to reduce impaired driving fatalities and injuries. The LHSC utilizes data analysis and strategic planning to guide all funding decisions outlined in the HSP with the intention that the comprehensive nature of the impaired driving program will achieve the overall impaired driving goal. The Governor s Task Force on DWI-Vehicular Homicide (Governor s Task Force) has been instrumental in shaping impaired driving countermeasure strategies since its inception in 1996 and continued under Governor Bobby Jindal with Executive Order BJ NHTSA has recognized the Governor s Task Force as an appropriate venue for the new MAP-21 required SIDP. The SIDP includes strategies and projects from the State s FFY 2015 Highway Safety Plan (HSP) and is coordinated with the State s Strategic Highway Safety Plan (SHSP). The strategies and actions included in this plan are data driven, evidence based and considered best practices by NHTSA. The Impaired Driving Task Force considers the latest problem identification conducted by the LHSC and detailed in the State s annual HSP when tracking progress and updating SIDP. 2
3 Louisiana Impaired Driving Task Force Statewide Impaired Driving Plan For June 23, 2015 Approval The Impaired Driving Task Force considers the latest problem identification conducted by the Louisiana Highway Safety Commission (LHSC) and detailed in the State s annual Highway Safety Plan (HSP) when tracking progress and updating this plan. Performance Target: Performance Measures: Reduce alcohol-impaired (BAC of 0.08 or above for drivers and motorcyclists) fatalities by 28 percent from 241 ( average) to 174 in Number of alcohol impaired driving traffic fatalities. Number of fatalities involving a driver or motorcycle operator with BAC.08+ and greater. Strategy 1 Increase the Number of High Visibility DWI Programs Strategy : LHSC 1.1 LHSC Encourage and support more DWI checkpoints and # of checkpoints Increased high visibility saturation patrols. Sub-actions: a) LHSC funded programs result in # of saturation patrols law enforcement agencies will, at a minimum, decreases in impaired conduct checkpoints and/or saturation patrols on driving at least four nights during the national impaired driving campaign and on a quarterly basis throughout the remainder of the year; b) recruit additional law enforcement agencies; c) reach out to Sheriff s Assn and Chiefs of Police to obtain support. 3
4 1.2 LHSC Provide sustained enforcement of statutes addressing impaired driving # of high visibility enforcement programs Increased checkpoints and saturation patrols result in decreases in impaired driving 1.3 LHSC Promote Juvenile Underage Drinking Enforcement (JUDE) with local law enforcement agencies, the Louisiana Alcohol Tobacco Control Agency, and the East Baton Rouge Alcohol Beverage Control Board. # of overtime hours worked by agents The known or perceived presence of law enforcement results in fewer incidents of service to underage youth Strategy 2 - Conduct Prosecutor and Judicial Training Programs 2.1 LHSC/Judicial Liaison Strategy : LDAA/LHSC Hire a retired judge who will serve as a Judicial Outreach Liaison (JOL) and conduct outreach to judges on the issue of impaired driving. JOL contract initiated # of judges contacted Judges are educated on the issue of impaired driving 2.2 LDAA Continue the Traffic Safety Resource Prosecutor # of prosecutors trained Prosecutors and law (TSRP) program which provides technical enforcement officers have a # of law enforcement officers assistance, training and education for prosecutors greater understanding of attending training and law enforcement officers and encourage more their role in impaired law enforcement officers to participate. # of judges or judicial staff attending training driving cases 4

Agencies releasing earned media stories and/or conducting press events related to impaired driving Types of materials developed and disseminated Public information officers actively educate the public about impaired driving resulting in greater awareness Strategy 4 - Reduce the Number of Repeat DWI Offenders Strategy : LHSC 4.1 DWI Policy Specialist and Louisiana Supreme Court 4.2 LHSC/ Governor s DWI Task Force Support and expand the number of DWI Courts Sub-actions: a) establish a DWI Court for Lafayette City Court in FFY 2015; b) reach out to other courts to identify new DWI Court for # of DWI Courts DWI Courts reduce the rate of recidivism among program graduates Address repeat offenders through, education, public information, and legislation. Legislation, educational programs, and/or public information activities which address repeat offenders Increased awareness among the public and repeat offenders of the related issues, laws and programs 4.3 LHSC/NHTSA Request and host a NHTSA Assessment of Louisiana s Interlock Program in FFY Interlock Program Assessment conducted Recommendations provided by assessment team experts provide the Task 6
7 Force and LHSC guidance on strategies to move the State s interlock program forward Strategy 5 - Reduce Drugged Driving Strategy : LHSC 5.1 LHSC / LSP Crime Lab Increase awareness among law enforcement of the prevalence of drugs in crashes and need for advanced drug recognition training (such as a roll call training video, academy training, in-service training, etc.). # of training opportunities # of officers reached # of DRE evaluations conducted (at a traffic stop) Law enforcement command understand the need for advanced drug recognition training and more road officers are trained to recognize drugged drivers 5.2 State Police Support and expand the Drug Recognition Experts (DRE) Program. Sub-actions: a) Conduct two DRE courses in FFY2016 which are tuition free to state, parish and city officers; b) reach out to Sheriff s Association and Chiefs of Police to obtain support for each agency to have several officers in each department trained as DREs. # of DREs Increased number of DREs results in more convictions for drugged driving or drunk and drugged driving 7
