6 From Our DUI Court Judge Sustainability Grant Funding from NHTSA overcame our most pressing issue to starting a DUI Court The financial stability of our program sets it apart from other treatment courts o Federal Grant Funding o County Funding o Misdemeanor Fines o Participant Fees
7 From Our DUI Court Judge Target Population We are doing a good job of identifying potential candidates from the pool of all DUI defendants. Our target participant has been well defined from the beginning --- the cases that stand out as particularly shocking or egregious, either for high BAL or multiple pending cases or other unusual circumstance that screams out for correction and treatment. We are not able to take every DUI case, and indeed the majority of people never get a second DUI. Our target participant is the person most likely to have a true substance abuse problem. We incentivize their participation in the DUI court program to prevent subsequent DUI charges.
8 In Louisiana But Not Florida SB 686 was signed into law in Louisiana on June 30, It allows the court to suspend, in whole or part, the imposition or execution of sentence when the person enters and completes an established DWI court program, if agreed to by the Court and prosecutor. In 2012, Public Act 663 authorized judges to provide a hardship license for 3rd offense DWI if people are in a DWI Court.

27 Glacier Consulting, Inc. from January 2015 Volusia County DUI Treatment program has 28 active participants. The following highlights the findings. The program has only experienced one DUI recidivist among 45 graduates (less than 1.0%), and that individual reentered the program. Other non-dui arrests have occurred. Prior to the program, the average recidivism rate from standard probation was 42%.7 The program has effectively retained clients as shown by the large number (96%) including graduates and those remained active in the program. Delivered over 2000 client days including treatment, supervision, and ancillary services.

29 DUI Courts in Florida There are not many DUI Courts in Florida --- Marion, Orange, Polk, Sarasota and Volusia. Why are there so few? o Often means additional work for team members o Strict statutes makes incentives difficult o Belief systems o Stigma o We are not social workers
