3 Brown/Watonwan Counties Intensive Supervision Program (ISP) The ISP is a sentencing alternative for Hard Core Drunk Drivers (HCDD) convicted of multiple alcohol-related offenses. Typical HCDD offender referred to ISP has three DWI s within a 10 year period of time ISP agents screen all Second Degree DWI offenders ISP agents screen some Third Degree DWI offenders

4 A hardcore drunk driver (HCDD) is defined as: An individual who drives with a BAC level of 0.15 or above Has more than one drunk driving arrest on record Highly resistant to changing his or her behavior despite previous sanctions, treatment or education (The Century Council, 2000)

5 HCDD Statistics 25% of all drivers killed in motor vehicle crashes in 2007 had BAC levels of.15 or higher (National Highway Traffic Safety Administration, 2007). 60% of all drivers killing others in motor vehicle crashes had BAC levels of.15 or greater (NHTSA, 2007) Brown/Watonwan Co average BAC since 1994 =.18

6 HCDD Statistics 11% of HCDD offenders report drinking and driving every day (The Century Council, 2000). HCDD offenders average 3 prior arrests and 2.6 convictions for DUI (The Century Council, 2000). Brown/Watonwan Co average prior DWI convictions = 3.18

HCDD Statistics The National Transportation Safety Board found that HCDD were involved in more than 71 percent of the alcohol-impaired-driving fatalities.

Noteworthy studies on hardcore drunk driving offenders have found that these individuals often share common characteristics (Siegal, et al., 2000; Jones and Lacey, 2000). - Median age of 35 and having a high school or less education - Most are blue-collar workers and are predominately white males with prior traffic and criminal offenses - A high percentage have an alcohol dependence diagnosis 50-75% continued to drive on a suspended or revoked license
