4 High Visibility Law Enforcement Drive Sober or Get Pulled Over Campaign Combination of law enforcement working together with paid or earned media to deter potential drunk drivers Sobriety Checkpoints lead to a 20 percent decrease in DUI deaths. Why All Offender Ignition Interlock Laws? Drunk Driving still accounts for one-third of ALL U.S. traffic fatalities (10,265 in 2015, NHTSA) 15 percent reduction in DUI deaths (Kaufman, Wiebe, 2016) 7 percent reduction in states with all offender laws (Hopkins 16) percent of all convicted drunk drivers will continue to drive on a suspended license. Average drunk driver drives 80 times drunk before arrest. Over 15 peer reviewed studies, including the Centers for Disease Control, recommends Ignition Interlocks for all convicted Drunk Drivers. CDC study showed 70 percent of the public supports all offender interlock laws Ignition Interlocks reduce DUI recidivism by 65 percent Drunk Driving costs the U.S. $132 billion per year (PIRE) Currently in the States 28 states plus D.C. with an all offender ignition interlock law. California has a four county pilot program protecting over 14 million people Texas passed in Maryland, Vermont, Rhode Island passed in Pennsylvania (.10) and California made significant improvements in states are.15 or above. All states now use interlocks in one form or another (5 did not in 2006) 328,743 interlocks installed nationwide 4

7 A Technological Approach Touch Based System: Takata-TruTouch Integrated into push button start of vehicle Measure s BAC through the fingertip Breath Based System: Autoliv Draws breath in through a sniffer type device Measures BAC from only drivers breath MADD commitment to DADSS Program began in Originally 5 years, $10 million. Federal legislation known as ROADS SAFE Act introduced to authorize the program. ROADS SAFE became federal law through MAP-21 and the FAST Act, providing $5 million per year for the program. In 2015, the global unveiling of the DADSS vehicle occurs at the U.S. DOT in conjunction with MADD s 35 Anniversary National Conference.
