2 ROAD SAFETY INITIATIVES IN MALAYSIA BY DATO SRI ONG TEE KEAT MINISTER OF TRANSPORT MALAYSIA 6 th APEC Transportation Ministers' Meeting INTRODUCTION ROAD SAFETY SCENARIO IN MALAYSIA Approximately 18 million vehicles and 11 million drivers; About 50% of vehicles are motorcycles; About 60% of fatalities involve motorcyclists; The 3 main high risk groups are Motorcyclists 60% fatality Car driver/occupant 20% fatality Pedestrians 9% fatality MANILA, PHILIPPINES

6 6 th APEC Transportation Ministers' Meeting Road Safety Education in Schools Nurturing a new safety culture Safety as No.1 priority Road safety education is now taught to all Primary One, Two and Four students nationwide as part of the BM subject; Road safety education will be extended to Form Four students by th APEC Transportation Ministers' Meeting National Helmet Initiative A Community Based Initiative By The Community, For The Community The National Helmet Initiative was launched on 4 th August 2008 by the Deputy Minister of Transport; Contributions include: TOYOTA AAM PUSPAKOM To date 120,000 helmets has been distributed as part of helmet advocacy campaign 5
7 6 th APEC Transportation Ministers' Meeting E Enforcement System E-Enforcement System Probability of getting caught to be raised to 95% from the current 16% - 25% 2 companies have been short listed to supply, operate and maintain the proposed E-Enforcement System Last quarter 2009 Nationwide implementation 6 th APEC Transportation Ministers' Meeting Vehicle Engineering Rear Seatbelts Rear seatbelts are compulsory as of 1 January 2009 Proton, Perodua and Honda has signed MOU with JKJR to retrofit rear seatbelts for free Current compliance averages at about 47% 6
8 6 th APEC Transportation Ministers' Meeting MALAYSIA GLOBAL ROAD SAFETY PARTNERSHIP (MGRSP) On 29 May 2007, Ministry of Transport Malaysia, signed a MOU with the International Federation of Red Cross and Red Crescent Societies (IFRC) to form the Malaysia Global Road Safety Partnership (MGRSP); Aim of make Malaysia a GRSP focus country. 9 6 th APEC Transportation Ministers' Meeting GLOBAL ROAD SAFETY PARTNERSHIP (GRSP) PROGRAMMES IN MALAYSIA 3) GRSP ASIA ROAD SAFETY SEMINAR (14 TO 15 OCT 2008) 4) PROFESSIONAL DEVELOPMENT WORKSHOP FOR PUBLIC EDUCATION (PHASE ONE: 10 OCT 2008, PHASE TWO: 17 TO 20 MAR 09) THE WAY FORWARD: MALAYSIA ZERO FATALITY VISION The Malaysia Zero Fatality Vision is a safety policy and philosophy that covers all aspects of safety including the driver, vehicle, road infrastructure and environment safety with the aim that NO ONE should be KILLED or seriously injured within the road environment due to accidents. 8
10 6 th APEC Transportation Ministers' Meeting CONCLUSION Current fatality index is 3.6 death per 10,000 registered vehicles based on 6,527 deaths in Strong commitment to achieve targets set out for MANILA, PHILIPPINES
