4 Problem and Scope Work Zones At any one time there may be as many as 1,000 active work zones in Texas. In 2012, there were 16,713 crashes in work zones, resulting in 132 deaths. 4

6 Move Over/Slow Down Legislation Move Over/Slow Down legislation: Properly marked and lighted TxDOT vehicles operating on or near the shoulder of roadways. Includes operations outside of a standard work zone setup. Requires drivers move over or slow down when passing. Law already exists for law enforcement, emergency response and tow truck vehicles. Traffic Safety Conference 6

7 Technology Solutions Work Zones Safety New standard that requires the use of portable rumble strips in work zones on non-controlled access, lower speed roadways involving a lane closure. End of Queue warning system that uses sensors to measure the speeds of approaching vehicles and then warns the drivers through portable, electronic signs about upcoming traffic congestion. 7

8 Technology Solutions Work Zones Safety Automated Flagger Assistance Devices, or AFADs, are used to signal vehicles when it is safe to proceed through a construction work zone, but remove workers from the roadway. Flagging is generally considered to be one of the most dangerous jobs on a work site. Portable Traffic Signals can be moved into place at intersections and other types of construction jobs bringing the increased safety of a signalized intersection to a work zone much sooner. These devices can also be used in lieu of flaggers. 8

9 Portable Rumble Strips Temporary portable rumble strips are used on TxDOT operations: One-lane, two-way flagging operations with a posted speed limit of 70 mph or less Lane closures on conventional highways with a posted speed limit of 70 Traffic Safety Conference 9

10 Automated Flagger Assistance Device (AFAD) Automated flaggers allow employees to stay back from the traveling public in work zones. TxDOT has suffered 31 fatalities while flagging since 1938 Traffic Safety Conference 10

28 Safety Construction Safety Construction Programs Safety Bond Program $1.2 billion for road safety improvements, widening nearly 2,200 miles of narrow two-lane roads, adding 276 left-turn lanes, building 33 highway interchanges, and installing 1,030 miles of concrete and cable barrier. TTI estimates that these projects are saving 183 lives and prevent 681 incapacitating injuries per year. Over $15 billion in economic benefits. $20 return on investment for every dollar spent. 28

29 Safety Construction Safety Construction Programs continued Highway Safety Improvement Program These improvements include widening narrow rural two lane roads, installing centerline rumble strips, installing concrete and cable median barriers, and intersection improvements. Safe Routes to School Designed to improved safety in and around school areas, and encourage healthy lifestyles for school-aged children. Federal Railroad Signal Crossing Program Installs active warning devices at highway-rail at-grade crossings. 29
