Welcome and Introductions Chair Pete Vander Aa welcomed all to the call, and everyone in person and on the phone introduced themselves. II. Approval of Meeting Minutes from November, 27 The team reviewed minutes from the Motorcycle CEA team meeting held November, 27. There were no changes. Final minutes attached. III. IV. Motorcycle CEA Vice Chair The position for Motorcycle CEA Vice Chair is vacant. If you are interested or wish to nominate someone, please contact Pete (pvanderaa@dps.state.nv.us) or Lindsay (Lindsay.saner@kimley-horn.com). Crash Data Update YTD FARS Report summary from year end 27 is attached. A new FARS Analyst has been hired at OTS, she is attending FARS training. Once complete, regular FARS reports will resume. 2 The team discussed possible correlations between fatalities and cost of fuel. Action: Kimley-Horn to research (check Insurance Institute) and report findings at next task for meeting. Traffic Records Coordinating Committee Update: The TRCC is working to develop an annual Problem ID data set for each task force. TRCC will have a data summary ready to present at the next task force meeting in June. The most recent data available is through 26. NDOT now has a crash data tool available online ( Action: Schedule demonstration as part of the next task force meeting. Data needs for MC Task Force: V, V2, At-fault Male/Female Type of motorcycle Speed vs posted speed Rear-end: how many rear-end when MC is Vehicle 2 Correlate data with Training information (trained riders vs untrained) Action: Tom Lightfoot to research and report back at next task force meeting. Any questions or requests for crash data, contact Tom Lightfoot at NDOT (tlightfoot@dot.nv.gov). V. Nevada Rider Program Report Upcoming training workshops scheduled for Las Vegas and Carson City. Current wait time for training at CSN (3 different locations) is 3-5 weeks. VI. VII. Update on New Programs (see attached) Look Twice Campaign Safety Awareness Month Governor proclamation that May is Motorcycle Safety Month State working to draft regulations for Instructor licensing Moto working on confirming location for training. Targeting teens who want to learn to ride and overall motorcycle safety awareness. Action: Pete to contact HD/Eagle Rider about large classroom. Action: Obtain full name and DOB for registrants in the Moto program; can link to future crash data to track training. Legislative Advisory Opinions The NECTS approved draft legislative topics at their February meeting for further investigation and development by the task forces. The Motorcycle Legislative Advisory Committee presented the following topics: #: Similar to traffic school, Motorcycle rider-specific training course attendance removes demerit points. Examples of training courses include: Learn to Ride, Mid-level, or MSF online course ($25, 3-4 hours) Post-conviction, points assessed, this would happen to get points removed. 3 Similar to pedestrian safety diversion course developed by Erin Breen. She approached the courts, had support of politicians. Action: Pete to contact Erin Breen and provide a summary of pedestrian safety course/methods #2: Current law states that a windscreen/windshield serves as eye protection. Task Force advises to have this removed. Need actual glasses, goggles, or face shield. Action: Research supporting data, best practices, recommendations for this advisory opinion? #3: Reclassification and definition of vehicle types, what is a motorcycle, what is a trimobile, what is a moped. Moped In California and Utah, a moped has pedals, in Nevada, moped is a low-powered motorcycle. Would have to abide by all MC laws (insurance, helmets, funds, training courses). Would have to involve DMV, how to simplify this? NHTSA recommends that trimobiles and mopeds all covered under motorcycle heading. Action: Compile list of types of vehicles and compare to how they are classified in other states (best practices) Advisory opinions: Provide clear justification for advisory opinion, research other states laws, site all references in back-up for advisory opinion. For consideration: may have two categories: high priority, best practice/common sense Next step: 6-8 weeks for write up for next NECTS meeting. (due to them in May). Send out draft language via to task force for review/comment. VIII. IX. Action Items and Output Measures The current strategies and action steps are too broad-based to track measurable goals. Task force working to revise strategies and action steps. Action: Pete to share national countermeasures and data to develop action steps. 5 IV. Crash Data Update Latest YTD FARS Report summary from October 3, 27 is attached. Pete receives press releases LVMPD for motorcycle fatalities, and the most recent are attached. Damon Schuetze has been in conversation with North Las Vegas Police Department. Action: Add Officer Vincent Lewis to the contact list, he plans to attend future meetings. Pilot Nelson provided information to the team from the Nevada DMV regarding moped registration. That information is attached here for reference. Tom Lightfoot with NDOT gave an overview of statewide motorcycle related fatalities and serious injuries. The information presented is attached for reference. The group discussed the statewide numbers, and requested additional crash data for the next meeting. Any questions or requests for crash data, contact Tom Lightfoot at NDOT Data requested for the next CEA team meeting: Factors, driver stats, etc. for urban areas of Clark County and Washoe County Factors for age group 2-3 (for Vehicle ) Factors for Motorcycle as Vehicle in the crash Nevada residents vs visitors Action: Tom to report on at-fault vehicle statistics (driver age, factor, etc.) V. Nevada Rider Program Report Pete provided an update on the Nevada Rider program (see attached for summary). Efforts are underway to recruit candidates for the RiderCoach Pre course, scheduled for March 5- in Carson City and last weekend of April, first weekend of May in Las Vegas. It was discussed that the training courses provided in Nevada follow the MSF curriculum, and that any changes get approved by the Director of the Department of Public Safety. o Action: Pete to call Damon to discuss rider training curriculum. VI. VII. Update on New Programs (see attached) Moto working on logistics for outreach to high school students, provided by OTS/Nevada Rider. A registration system is in development, and the program will tentatively be held at FAST/NHP in Las Vegas, and a location to be determined in Northern Nevada. OTS is looking for instructors to help facilitate (must be MSF trained). The program will be scheduled 4-6 times per year in SNV and 2-3 times/year in NNV. o Action: Contact Pete Vander Aa if interested in assisting. Legislative Update The CEA team discussed the timeline for the next legislative session in 29, which includes the development of advisory opinions from the CEA in 28. Action Step # Action Leader Action Description 3. Tom Lightfoot (NDOT) Create working group to recommend changes to highway standards for motorcycle needs. Revise design, construction, maintenance standards to include motorcyclist needs. Incorporate motorcycle safety considerations into routine roadway inspections. Conduct helmet/gear use study, utilize results in future campaigns to increase awareness and use of DOT approved helmets (vs. novelty helmets), high visibility gear and technology.
