19 3.9 Malaysia Current Situation & Economic Outlook Growth in the economy will continue to be driven by domestic demand and in particular private consumption and investment. In addition to on-going investment in plant and machinery the government s plans to develop three regional economic zones should further boost spending. Public sector investment will be driven by spending on infrastructure projects. In contrast, the external sector is expected to remain weak due largely to subdued US demand. After growth of 5.8% in 2008 GDP is expected to accelerate slightly to 5.9% as export demand recovers. Higher energy prices are expected to contribute to inflation rising from 2% in 2007 to 2.8% in New taxes planned by the government are now expected to be delayed until 2009 at the earliest. Price pressures are expected to moderate in 2009 when consumer price inflation is forecast to average 2.3%. 20 Malaysia's share of world production M alaysia 3.7% Malaysia's share of world market Malaysia 1.2% Wo rld 96.3% World 98.8% Electronics Industry Structure In local currency the output of the Malaysian electronics industry increased by 7.2% in This followed an increase of 7.7% in 2005, 11.7% in 2004 and 6.4% in 2003 and two years of decline in 2002 and 2001 when output fell by 2% and 13%, respectively. The electronics and electrical industry is Malaysia s leading industrial sector. In 2006 it employed some 462,000 people or 43% of total employment in the manufacturing sector and contributed 62% of total manufactured exports. Electronic components accounted for 43% of electronics output in Malaysia is one of the world s leading centres for semiconductor packaging and assembly, output for the key semiconductor sector increasing by 3.6% in 2006 and by a further 4.9% in Semiconductor output is forecast to increase by 2.3% in 2008 the lower growth due to the weaker global market. RT Millions Computing Industrial Communications Consumer Components Malaysia Production Although Malaysia focuses predominantly on assembly and test it has two major semiconductor foundries X-Fab Sarawak (in March st Silicon announced it was merging with the German foundry X-Fab) and Silterra and three integrated device manufacturers SCG Industries (a subsidiary of the US company ON Semiconductor), the German group Infineon Technologies and MIMOS Semiconductor. Malaysia continues to attract new semiconductor investment. In 2005 Intel announced it was investing US$230 million to expand its assembly and test operations in the country and at the 20

21 beginning of 2007 Qimonda announced it was building a new DRAM module manufacturing facility. In May 2007 Osram, a subsidiary of the German Siemens Group, announced plans to build a new LED wafer processing line in addition to the company s existing back-end facility in Penang. In September 2007 the Japanese company Fuji Electric Holdings announced it planned to build a new plant in Malaysia for the production of power semiconductors. In January 2008 Renesas Technology announced it was expanding its back-end production capabilities in Malaysia from 37,000 sq m to 43,000 sq m and which will result in production of analog and discrete semiconductors in the country doubling from 600 million units a month to 1.2 billion. The new production facilities are expected to come on line in August Renesas has also established an analog and discrete semiconductor design company in the country. The Malaysian government is looking to attract investment to form a solar industry cluster in the country. In February 2008 the German solar cell producer Q-Cells AG announced it was investing RM1 billion during the period 2009/2010 in manufacturing and supporting technology development for the first pahse of a world scale manufacturing complex. Earlier the US-based thin film module manufacturer First Solar announced it was investing in a new facility at the Kulim High-Tech Park. Consumer accounted for 9.4% of electronics output in During the year 10.5 million colour TVs were produced making Malaysia one of the largest manufacturers of these products worldwide. Production however fell from 14.5 million a year earlier as manufacturers switched from CRT to LCD and plasma screens. The Malaysian consumer electronics industry has undergone a major restructuring with companies such as Panasonic, Hitachi, Kenwood and Sharp relocating their low-end assembly operations. However, foreign companies have maintained higher value operations such as design and research and development in the country. According to government figures of the 56 companies producing colour TVs in the country the majority 26 companies were producing TFT-LCD/plasma TVs. In early 2007 it was reported that the Japanese company Matsushita Electric Industrial would produce LCD TVs at the its existing operations in the country, while fellow Japanese company Hitachi will commence production of plasma TVs using panels from Japan. After declining by 13% in 2003 production of computers and parts has since rebounded and in 2006 increased by 16.9% and accounted for 33% of total output. Leading multinational companies in the computer and computer peripherals sector include Dell, NEC, Samsung and BenQ as well as leading CEMs including Inventec and Sanmina-SCI. Major local manufacturers include FTEC, MIMOS and Nascom which produce computers under their own brands for both the domestic and export market. The Multimedia Super Corridor (MSC) is an initiative being undertaken by Malaysia to develop an IT industry that will potentially make many fundamental changes in the way that society operates in the future. Within the MSC, there is a very real development programme, which provides many opportunities for investment, Percent Malaysia Real Market Growth

22 Communications, both fixed and wireless, accounted for 11% of production in 2006 with both sectors showing strong growth during the year. Leading companies include Motorola, Flextronics, Sanyo, Panasonic, Pernec, Alcatel, KUB-Fujitsu, CSL Manufacturing and G-Tek. Products include switching equipment, transmission equipment, radio base stations, digital wireless transceivers, mobile phones and mobile VoIP phones. In 2006, the industry continued to receive substantial investments. Investments in the industry increased by 51 per cent to RM15.1 billion compared with RM10 billion in The investments were mainly in electronic components, RM10.7 billion, consumer electronics, RM1.9 billion, electrical products, RM1.7 billion, and industrial electronics, RM0.8 billion. The major projects approved in the electronic components industry were for the production of semi conductor devices, memory modules, solar modules and disk drives. In the industrial electronics sub-sector, investments were mainly in measuring and testing equipment, telecommunications, computers and computer peripherals and optics and photonics. There was increasing interest in the consumer electronics sub-sector, particularly in the manufacture of LCD televisions and colour monitors. Despite continued investment Malaysia is facing increasing competition for foreign investment, in particular for low-end assembly. Leading foreign companies have started transferring more advanced manufacturing activities to the country including research and development.
