Joshi In a recent issue of the Nepali Times 1, Artha Beed 2 has written a thought-provoking column titled Himalayan experiments: Can Bhutan get it right? Based on his recent visit to Bhutan he says: The Bhutanese talk extensively about Gross National Happiness (GNH) as a counter to market and consumption driven GDP. For instance, mountaineering in Bhutan is not allowed, as it has been deemed that the mountains should be kept as they are. Their conception of measuring people's happiness as opposed to consumption or production is unique, and is a counter to western measures of prosperity. We feel that this sentiment will find resonance in many people in our state as well. There are a fairly large number of people who are dissatisfied with the existing pattern of development, based as it is on increasing production and consumption as the measure of growth and development. They are searching for viable alternatives to the dominant paradigm. It is in this context that we are posing the question whether the Bhutanese model can be a viable model for other countries, especially large ones like India. We are deliberately not posing this issue in the context of a state like Uttarakhand, although some people may consider it very relevant to a Himalayan state. The reason is quite obvious. Development choices in a state in India are quite severely constrained by choices made at the national level; states don t really have much freedom in this regard and have to tailor their own development programmes within the nationally determined framework. The choice, however, is not an easy one. It would, in fact, mean turning our back on many of the conveniences that we now take for granted and are becoming increasingly addicted to. These would doubtless include the private car/motor cycle/scooter, internet, cable or dish television and mobile phone to name just a few. Artha Beed poses these questions in the context of Bhutan in the following words: While a small population can allow for Singapore-style governance and control, the opening up of information access will be difficult to stem. How long can the local television channel, which resembles the Nepal Television of the early nineties, compete with international channels? How can one ignore the popularity of the first Miss Bhutan contest and the aspirations of Bhutanese youth that make up half the population? How long one can one expect to see this youth in (mandatory) traditional dress, coke in one hand and cell phone in the other? How will the youth challenge those who have been in power for many years in the elections slated for 2013? Above all is the ethical question: is the choice democratically made by the people at large, or is it imposed by fiat from above? It goes without saying that in a democracy the choice of a development path has necessarily to be expressed in prescribed ways and through established institutions and procedures. Unfortunately, it remains a fact that the notion of GNH as distinguished from GNP is nowhere on the horizon of possible options in India today. No political party has espoused the idea as evidenced by their manifestoes in the last parliamentary election; neither does it figure in academic debates and discussions. On the contrary a wide consensus seems to exist in the country on the notion of inclusive growth. The issue therefore is can and should the notion of Gross National Happiness become the new orthodoxy in development? Is it desirable? Is it possible? If so how? We are posing this question with a view to provoke a debate. We welcome your views on this question, which we shall publish in the next issue of HIMADRI. 2 From the Director 2 The period since our last newsletter has been a rather busy one for us. I am happy to inform you that the library has continued to grow. The number of books on our shelves has crossed 12,000. Membership of the library also continues to grow apace and has just crossed 600. We are now so confident that both these numbers will continue to grow that we have stopped setting milestones and celebrating whenever we reached them as we did in the past. That does not mean, however, that we have become complacent about our progress. We continue to add new books with the same speed and welcome each new member with the same enthusiasm as we did our first one. We feel particularly happy to see both our reading rooms full all through the day. While the outside reading room meant for newspapers sees a constant flow of readers from early morning to late evening, the inside reading room, meant for books and journals, is also occupied by a regular group of readers, mostly young people. It is quite clear to us that we are filling a great need of the young people of the city for good books and a place to read. Our reading room can seat only twenty four persons in some degree of comfort, but it is quite common to see thirty or even more people cramped into that space. Of late we have started seating some readers in office spaces that happen to be unoccupied at any time. I only wish we could provide a larger and more comfortable reading room to our young readers. We are now severely cramped for space all round the stack room is full, reading rooms are proving to be too small and the work area for the staff is severely cramped. We now have to expand our facilities, and are desperately looking at ways to do so. To ease the discomfort of our readers somewhat we have recently installed an air conditioner in the inside reading room. The small room had become quite uncomfortable in the heat with about thirty persons sitting there all day. We have also extended the reading room hours till 6.00 PM on the request of a few readers. The timings of the circulation counter had already been extended to 6.00 PM from January 1, These changes have been generally welcomed. These past few months we have been busy with a number of other activities as well. One of the highlights of the recent past was the second edition of Mountain Echoes, our literary festival. This year s edition of the festival, which was held during April 2, 3 & was christened Doon Readings and was organised in collaboration with Yatra Books and Penguin India Books with financial support from the Uttarakhand Tourism Development Corporation and Gas Authority of India Limited. It featured readings, panel discussions, and conversations with Hindi and English writers. Many more writers participated this time compared to the previous occasion. Some prominent names were: Liladhar Jaguri, Manglesh Dabral, Himanshu Joshi, Shekhar Joshi, Mamta Kalia, Subhash Pant, Hamad Faruqui, Yatindra Misra, Shekhar Pathak, Ruskin Bond, Pushpesh Pant, Vicky Arya, Ira Pande, Keki Daruwala, Sujeev Shakya (from Nepal), Aditya Sudarshan, Rachna Joshi, Girish Tiwari Girda, Narendra Negi etc. The programme was a great success. The inaugural programme on the evening of April, at which the Chief Guest was Mr N.S. Napalchyal, was held on the lawns of Hotel Aketa and featured two items that were highly appreciated. One was a Jagar presentation by Basanti Bisht, the wellknown exponent of this traditional folk form of Uttarakhand, and the other was a ballet on the Ganga by Sharmila Bhartari, an accomplished Odissi dancer based in Dehradun, and her troupe with commentary by the well-known stage and film personality Tom Alter, who hails from Mussoorie. The opening evening also featured poetry recital by well-known Uttarakhandi poets Liladhar Jaguri, Manglesh Dabral and the ever-popular Narendra Singh Negi. The next two days were devoted to readings, conversations and panel discussions. The full programme of the festival has been reproduced elsewhere in this newsletter. On April evening we organised a lecture by Professor D.D. Sharma, the distinguished Sanskrit scholar, linguist and cultural historian of Uttarakhand. The subject of his lecture, delivered in Hindi, was Problems in the writing of social history of Uttarakhand. Shri N.S. Napalchyal, Chief Secretary, Uttarakhand presided and Shri I.K. Pande, former Chief Secretary and Chairman, Third State Finance Commission, Uttarakhand was the Chief Guest. Professor Sharma highlighted the virtual absence of reliable source material on the social structure and history of the region, especially of marginalised and peripheral groups. He pointed out that much of the work on the social history of the region can be traced to the contribution of British administrators. He argued that a linguistic analysis can help in uncovering certain aspects of the social evolution of Uttarakhand, the evidence for is either not available or deliberately suppressed or even denied. The lecture has now been published by us and copies can be had by writing to us. The other activities organised by us since January include: January 11, 2010: Prof. Arvind Krishna Mehrotra gave a talk and readings from his recent (yet to be published) translations of Kabir s poems. February 0, 2010: Well-known American peace activist Ms. Joanne Sheehan gave a talk on Gandhian non-violence and the response of nations towards permanent peace. March 06, 2010: Panel discussion moderated By Shri Rajen Brij Nath, Adviser, on a critical assessment of programmes for people with disability and what needs to be done to improve the situation. Panellists: Ms. Priyo Lal, Ms. Archana Sethi, Ms. Amrit Burret and Shri Alok Ulfat. The National Book Trust organised an exhibition of their books at our invitation from January 9 to 1 in the Hindi Bhavan. April 11, 2010: Kavya Sandhya, an evening of Hindi and Urdu poetry recitation organised in collaboration with Navodit Swar Saptahik. April 2, 2010: Readings from Shakespeare in celebration of his birth anniversary. It is quite obvious this has been a rather busy, but exciting period for us. But we have felt encouraged by the support that we have been getting from our members, readers and the citizens of Dehradun in general. Needless to say we greatly value this support and hope we will continue to receive it. Our only regret is that our communication continues to be one-way. 5 Panel Discussion Panel Discussion on The Continuous Debate about Equality of Women Panel Discussion on The A Continuous Debate about Equality of Women is Largely a Psuedo Debate was held at the Regent Hotel, EC Road on It was agreed upon that even now the Indian society was basically patriarchal as the sex ratio of 927 females to 1000 males and a literacy gap of 21 percent suggested. Dr B K Joshi pointed out that the problem has become more complicated because of the complete absence of a dialogue between those who believed in gender equality and those who did not. The main speakers were Sumanto Bannerjee, Bizethe Bannerjee, Mrs Verma, a former principal of Welham Girls School. 8 8 Literary festival Doon Readings: Mountain Echoes The state of Uttarakhand has a very rich folk culture. No wonder that this state has produced so many eminent writers both in Hindi as well as in English. Doon Readings a literary festival organized by the Doon Library and Research Centre in collaboration with Penguin and Yatra was organized to showcase the literary and cultural richness of Uttarakhand. The festival was held on 2nd,3rd and th April,2010.The festival was inaugurated by NS Napalchyal, the Chief Secretary of Uttarakhand with the lighting of the lamp and there was a message from Mrs Margaret Alva, the Governor of Uttarakhand which was read out by Dr BK Joshi,Director, Doon Library and Research Centre. The message said that the Doon Library and Research Centre has become a popular venue for book lovers in Dehradun and in times to come is going to become a centre for art and culture. In her message she was appreciative of the efforts made by the Library to organize this festival. On the first evening. There was rendering of poetry by Leeladhar Jugoodi, Manglesh Dabral and the renowned folk artiste Narendra Singh Negi sang his compositions. This session was compared by Shekhar Pathak. Vasanti Bisht presented jagar folk songs. Tom Alter and Sharmila Bhartari presented a dance drama based on the Ganga. Mrs Beena Joshi sang a composition of Tagore. This session was compared by BK Joshi. The second day began with a discussion between Om Prakash Valmiki and S S Nirupam. The subject was Wnds of Change. Om Prakash Valmiki said that considering the magnitude of the oppression faced by the Dalits a mere wind cannot suffice. It has to be a cyclone. After that Biswajeet Singh,a former Rajya Sabha MP recited a few poems from his book Kuch Shabd Kuch Lakeerein, which was released by Haridutt Bhatt Sailesh. Vicky Arya read out a few poems from her book Banjare Khwab. This was followed by a discussion between the author of the book, Unleashing Nepal, - a book authored by Sujeev Shah was released. The book was discussed by the author himself and Amitabh Pandey. The author spoke on the necessity of Nepal being integrated with the global economy and how important it is for Nepal to have good relations with India. After that Ira Pande read extracts from her translation of Manohar Shyam Joshi s Tata Professor and also from her own Hindi translation of Diddi, a book which she had written about her mother Shivani. Then a book In Search of Sita was introduced by Namita Gokhale which was edited by herself and Malashree Lal. This book deals with the various dimensions of Sita who is regarded as the symbol of Indian woman hood. A documentary also titled In Search of Sita was screened.

9 Young authors Aditya Sudershan and Rachna Joshi also read extracts from their works. Aditya Sudershan s debut novel A Nice Quiet Holiday was discussed by him and Maya Joshi. Rachna Joshi read a few poems from her book Crossing the Vaitarna.There were recitations from Narendra Singh Negi and another folk singer Girda, Atul Sharma and Jagdish Joshi.Murali Manohar Prasd Singh read the poetry of Sahir Ludhianvi. On the last day there was a very lively discussion between Hindi authors like Mamta Kalia, Shekhar Joshi, Himanshu Joshi and Subhash Pant. It was moderated by Hammad Farooqui. The subject was the themes and perspectives of the modern Hindi story. KN Darruwala read a poem as well as the story A House in Ranikhet. Stephen Alter read from his non fictional work The Sacred Waters. Ruskin Bond talked about his experiences as a nature writer. In the end there was a slide show titled Uttarakhand Gatha Visuals displaying different aspects of Uttarakhand were shown with appropriate explanations by Shekhar Pathak. Some visuals were explained by songs sung by Narendra Singh Negi and Girda. 13 Book Review Parthsarathy Gupta, Power, Politics, and The People,Studies in British Politics and Indian Nationalism, New Delhi, 2001 Prof Parthasarathy Gupta or just PSG to his students was one of the most meticulous researchers of Modern Indian History. His observations were based on a very thorough study of archival sources available both in India as well as in England. His area of study was British Imperialism. The institutional and ideological framework, the various lobbies influencing imperial policy, its response to the forces of nationalism and the rise of the Labor Party after the first World War and how this major change in British politics influenced imperial policy. It was this thorough knowledge of the subject which enabled him to sum up the broad contours of the British imperial policy after the first World War in a single sentence. The right hand would stretch itself and say that the empire has to be controlled with an iron hand while the left would search the pocket and say but where is the money for it. Essays written by Prof Gupta on this subject dealing with the period from 1880 to 197 have been compiled and published in a book form after his death in The style of writing is very lucid and therefore very easy to understand. Even a lay reader will find it an interesting read and his interest in this very fascinating subject will be stimulated. One essay on Imperial Strategy and the Transfer of Power, provides great insight into the emergence of the Kashmir problem.
