5 Foreword Foreword In conjunction with the ERTMS Conference in Berne, Switzerland, on September 2007, UIC together with UNIFE have taken the initiative to produce this survey on ERTMS worldwide implementation. This survey presents a picture of the current situation, as of July 2007, of the installed ERTMS components:, (the European standardised control command system) and GSM-R, (the standardised railway radio digital communication system) in respect of the implementation programmes in many countries. As involves the installation of equipment on infrastructure and rolling stock, the survey has been developed around these two classes of assets. Three phases of implementation have been identifi ed and information in tabular form is given in respect of each: 1. in Commercial operation (information on lines and rolling stock in service). 2. Contracted (information on lines where is under deployment and/or contracts have been awarded for deployment and related rolling stock). Commercial operation Contracted Planned 3. Planned (lines where the has been planned to be deployed with the related rolling stock). Three different colours for the three different phases are used. For each country (continent at worldwide level) one table is dedicated to implementations and another to GSM-R implementations. In both cases, a concise set of relevant information describes the physical progress of implementations. Information is displayed also in map format. A coloured map, showing the different implementation phases, is also provided for each country/continent. 3

6 Atlas of ERTMS Worlwide Implementation It should be noted that GSM-R has been generally deployed on a national basis, in many cases, to replace the old analogue systems and it will be also used to bear the data in the level 2 and 3 applications, when is deployed. Consequently, GSM-R status information is given by the colour of the map which will show different implementation phases (refer to the legend): 1. GSM-R is in planning phase. 2. GSM-R is implemented on up to 25% of the national network. 3. GSM-R is implemented on between 25 to 50% of the national network. 4. GSM-R is implemented on between 50 to 75% of the national network. 5. GSM-R is implemented on between 75 to 100% of the national network. GSM-R implementation status (% of the national railway network) Planning phase Implementation 0-25 % Implementation % Implementation % Implementation %, on the other hand, is being deployed nationally on specifi c routes, as a fi rst step to aligning with other national plans along specifi c international corridors, in accordance with the European MoU six-corridor strategy. Accordingly, information is displayed on the lines in question using different colours and formats (continuous or dotted lines) to represent different phases and levels of application (lev.1, lev.2 and lev.3) - refer to the legend. Country - implementation status Commercial operation L1 Contracted or Planned L1 Commercial operation L2 Contracted or Planned L2 Commercial operation L3 Contracted or Planned L3 Information on ERTMS implementation plans have been collected in UIC, as part of the ERTMS Platform activity, since 2006, and stored at Infrastructure Department in a comprehensive data base per line sections and per country, reporting detailed information on infrastructure and rolling stock. Geographical and thematic maps are also derived from the data base, via GIS software (Geographical Information System), in order to visualize geographically-referenced information. The UIC information has been complemented by data from UNIFE. The fi nal cross check of the respective data bases has led to this document, which is the most comprehensive assembly of concise information available on ERTMS implementation at this point in time. 11 Atlas of Europe is being deployed nationally on specifi c routes, as a fi rst step to aligning with other national plans along specific international corridors, in accordance with the European MoU six-corridor strategy. As it can be seen on the map on page 11, from the infrastructure point of view, - in ,739 km of lines are in commercial operation in lev.1 and lev.2 confi guration and 27,682 km are contracted or planned in the next 10 years. equipped infrastructure in Europe (km) Commercial operation Contracted and/or planned Level 1 1,094 Level Level 1 12,897 Level 2 14,651 Regional 134 From the rolling stock point of view, 852 units are in commercial operation on the network, 275 are going to be purchased and 484 retrofi tted. rolling stock in commercial operation Total Upgraded engines New engines Contracted Rolling-stock Engines to be upgraded New engines Total COUNTRY Line Section Line Length (km) Austria/Hungary Wien - Budapest 257 Level 1 Germany Berlin - Level Halle/Leipzig Hodos - Hungary Zalacséb-S. 23 Level 1 Italy Torino-Novara 90 Level 2 Roma-Napoli 200 Level 2 Ettelbruck - Luxembourg Level 1 Luxembourg 51 Bettembourg Bucharest - Romania Campina 92 Level 1 Madrid - Lérida - Roda de 571 Levels 1 & 2 Spain Barà Almdóvar del Rio - Antequera/Santa Ana 100 Levels 1 & 2 Mattstetten Rothrist 45 Level 2 Switzerland (Olten - Berne) Löstchberg base tunnel 35 Level 2 (Bern - Brig) Betuwe Line Rotterdam Level 2 The Netherlands Zevenaar Amsterdam - Utrecht 30 Level 2 Total 1739 List of lines currently in commercial operation 9

12 Atlas of ERTMS Worlwide Implementation GSM-R It should be noted that GSM-R has been generally deployed on a national basis, in many cases, to replace the old analogue systems and it will also be used to bear the data in the level 2 and 3 applications, when is deployed. Consequently, GSM-R status information is given by the colour of the map which will show different implementation phases at global national level is an important year for GSM-R in Europe, with the fi rst case of full migration by a railway administration: ProRail (The Netherlands). 1st January 2007 is the starting date for switching off TELERAIL, the old analogue network. By the end of more administrations will have migrated, or taken the fi rst step towards migration: Italy, Germany, Norway and Sweden. This will mean 47,700 km of railway migrated to GSM-R. All around Europe GSM-R is in feasibility, planning or implementation phase, there are 15 implementers in this moment. 57 STATISTICS Some statistics on If we refer to a European railway network of about 222,553 km (29 countries), we have today about 1% of network with in commercial operation and 12% of network contracted or planned in the next 10 years (see table 1). However, as it was already said, is being deployed nationally on specifi c routes, as a fi rst step to aligning with other national plans along specifi c international corridors, in accordance with the European MoU six-corridor strategy and the -Net ( 1 ) as defi ned in Annex H of the TSI CCS 2006/964/EC for conventional rail. If we refer to the -Net of about 38,000 km we have today about 5% of network with in commercial operation and 73% of network contracted or planned in the next 10 years. A detailed listing of the corridors encompassed therein is reported in annex H of the TSI in question. 55
