1 E INTERSESSIONAL MEETING ON CONSISTENT IMPLEMENTATION OF REGULATION OF MARPOL ANNEX VI Agenda item 1 19 June 2018 ENGLISH ONLY ADOPTION OF THE AGENDA Annotations to the provisional agenda, list of documents and provisional timetable Note by the Secretariat SUMMARY Executive summary: Strategic direction, if applicable: This document provides information on the action the Intersessional Meeting will be invited to take in relation to the items on the agenda of ISWG-AP 1. Annotations to the provisional agenda are contained in annex 1, the list of documents is contained in annex 2 and the provisional timetable for the meeting is set out in annex 3. 1 Output: 1.17 Action to be taken: Paragraph 8 Related documents: ISWG-AP 1/1 and as specified in the text Annotations to the provisional agenda 1 The provisional agenda, prepared in accordance with the terms of reference agreed by PPR 5, has been circulated as document ISWG-AP 1/1. 2 The annotations to the provisional agenda, as shown in annex 1, provide information on the action to be taken by the Intersessional Meeting under each agenda item. List of documents 3 The Secretariat received a total of 18 documents within the deadline of Friday, 25 May The list of documents is set out in annex 2. It is recalled that PPR 5 approved the terms of reference for the Intersessional Meeting including consideration of documents considered at PPR 5 under agenda items 12 and 13 (PPR 5/24, paragraph 13.21).
2 Page 2 Provisional timetable 4 A provisional timetable for the conduct of ISWG-AP 1 is shown in annex 3. This timetable is of a tentative nature and is likely to be further detailed closer to the meeting, as appropriate. Organization of work for the Intersessional Meeting 5 The Rules of Procedures of MEPC (MEPC 71/17/Add.1, annex 22) and the document on Organization and method of work of the Maritime Safety Committee and the Marine Environment Protection Committee and their subsidiary bodies (MSC-MEPC.1/Circ.5) (Committees' Method of work) will be strictly adhered to. 6 Due to time constraints and heavy workload for this session, delegations are requested to keep all interventions as brief as possible. Presentations 7 A list of presentations and other events of interest to delegates scheduled to take place during the session will be provided at the start of the session. Action requested of the Intersessional Meeting 8 The Intersessional Meeting is invited to note the information provided, in particular the annotations to the provisional agenda set out in annex 1, the list of documents set out in annex 2 and the provisional timetable set out in annex 3, and take action as deemed appropriate. ***
3 Annex 1, page 1 ANNEX 1 ANNOTATIONS TO THE PROVISIONAL AGENDA 1 Adoption of the agenda 1.1 The Intersessional Meeting will be invited to adopt the provisional agenda set out in document ISWG-AP 1/ The Intersessional Meeting will also be invited to note the annotated agenda issued as document and to use it as guidance for its work. 1.3 The Intersessional Meeting will be invited to note that PPR 5 has referred a number of documents to this meeting for consideration under relevant agenda items. 1.4 The Intersessional Meeting will also be invited to note the outcome of MEPC 72 (ISWG-AP 1/1/1) concerning the holding of this meeting. 2 Development of draft guidelines for consistent implementation of regulation of MARPOL Annex VI 2.1 The Intersessional Meeting will be invited to develop draft guidelines for consistent implementation of regulation of MARPOL Annex VI, based on the outline of the draft guidelines prepared at PPR 5, as set out in annex 5 to document PPR 5/WP.6, taking into account the following documents: ISWG-AP 1/2 (Secretariat) ISWG-AP 1/2/1 (India) ISWG-AP 1/2/2 (Secretariat) ISWG-AP 1/2/3 (Republic of Korea) ISWG-AP 1/2/4 (Panama et al.) 4 Annex 1, page 2 3 Development of draft amendments to MARPOL Annex VI 3.1 The Intersessional Meeting will be invited to develop a definition of "Sulphur content" (amendments to regulation 2), taking into account the following documents: ISWG-AP 1/3/ (China) PPR 5/13/9 (IBIA) MEPC 72/5/7 (China) The Intersessional Meeting will also be invited to develop a testing and verification procedure of in-use fuel oil samples (amendments to regulation 14 and associated consequential amendments to regulation 18 and appendix VI), taking into account the following documents: ISWG-AP 1/3 (China) ISWG-AP 1/3/1 (Japan) ISWG-AP 1/3/2 (Austria et al.) ISWG-AP 1/3/3 (Panama et al.) PPR 5/12/1 (IBIA) MEPC 71/5/9 (China) 4 Development of draft amendments to the existing Guidelines 4.1 The Intersessional Meeting will be invited to develop draft amendments to the 2009 Guidelines for port State control under the revised MARPOL Annex VI (resolution MEPC.181(59)), taking into account the following documents: ISWG-AP 1/4 (Japan) ISWG-AP 1/4/1 (Austria et al.) PPR 5/13/5 (Austria et al.) 4.2 The Intersessional Meeting will also be invited to develop draft amendments to the 2010 Guidelines for monitoring the worldwide average sulphur content of fuel oils supplied for use on board ships (resolution MEPC.192(61), as amended by resolution MEPC.273(69)), taking into account document PPR 5/13/7 (Republic of Korea). 4.3 The Intersessional Meeting will also be invited to develop draft amendments to the Guidelines for onboard sampling for the verification of the sulphur content of the fuel oil used on board ships (MEPC.1/Circ.864), taking into account document PPR 5/12/1 (IBIA). 5 Amendments to regulation 14 of MARPOL Annex VI to require a dedicated sampling point for fuel oil 5.1 The Intersessional Meeting will be invited to develop draft amendments to regulation 14 of MARPOL Annex VI, using document PPR 5/12 (Norway) as a basis, taking into account document ISWG-AP 1/5 (Norway et al.). 5.2 The Intersessional Meeting will also be invited to consider the need to develop new guidelines or revise the Guidelines for onboard sampling for the verification of the sulphur content of the fuel oil used on board ships (MEPC.1/Circ.864), taking into account document ISWG-AP 1/5 (Norway et al.). 1 MEPC 72 forwarded this document to the Intersessional Meeting for consideration.

The Intersessional Meeting will, however, be invited to consider any matters raised under this agenda item. 7 Consideration of the report to PPR The Intersessional Meeting will be invited to consider and agree to its report on Friday, 13 July 2018, for submission to PPR 6 for approval. 7.2 In addition, MEPC 72, having considered the recommendation by PPR 5, authorized the Intersessional Meeting to report its outcome concerning the development of guidance on ship implementation planning for 2020 to MEPC 73 for consideration. In this regard, the Intersessional Meeting will also be invited to consider and agree to item(s) to be reported to MEPC 73. ***
