2 Livestock Humane Handling Enforcement Actions for Egregious Inhumane Events Notice of Intended Enforcement (NOIE) Warning notice issued by FSIS district offices Notifies a plant that, although the violations do not pose an imminent threat to public health, FSIS may either withhold the marks of inspection or suspend the plant unless the plant responds to FSIS within 3 business days to demonstrate how it has or will achieve compliance
3 Livestock Humane Handling Enforcement Actions for Egregious Inhumane Events Suspension: FSIS district offices withdraw inspectors from their duties Plants cease production The length of suspension is determined by how long it takes the plant to correct the problem and come up with a plan to prevent it Reinstatement of Suspension: Egregious event recurs during the Suspension Abeyance period
