2 Who is Industrial Pretreatment? Industrial Pretreatment (IP) is an environmental regulatory agency within JEA. IP has delegated authority from the FL Department of Environmental Protection to enforce regulations as part of the Clean Water Act (1972) to protect state waters, public health, and the sanitary sewer system/ public treatment works. JEA s Industrial Pretreatment (IP) Regulation controls commercial & industrial discharges to the sewer system. 3 What will I learn in this workshop? Purpose of the Fats, Oils, Grease (FOG) Program. How FOG is generated. Properly managing FOG. Your regulatory requirements. Consequences of non-compliance. Waste grease haulers. What s happening in other cities.
4 Why do we need this program? Fats, oils and grease (FOG) are generated during food preparation. These materials will build up in sanitary sewer lines over time. These buildups lead to
5 Sanitary Sewer Overflows (SSOs( SSOs) ) which create a health risk to the public and a hazard to the environment
6 increased operations and maintenance costs
7 and Higher Utility Bills!!!
8 How is FOG generated? Just because you don t deep fry, doesn t mean you don t have FOG. FOG also comes from: Meats Dairy products Milk Yogurt Ice Cream Butter Cheese Mayonnaise & Salad Dressings FOG is a regulated pollutant. [IP Regulation section 2.1(B)4]
9 Who is required to participate in the program? Any food service establishment connected to JEA sewer. Examples: Restaurants Institutional food service facilities (schools, nursing homes, etc ) Bakeries Grocery Stores Take out facilities And yes, even sandwich shops and ice cream parlors. Food Service Establishments are FOG Generators.
10 How do I help prevent SSOs? 1. You must have a properly functioning grease trap. Improperly Functioning Properly Functioning Mandated in Industrial Pretreatment Regulation section 3.2(C) and City of Jacksonville Plumbing Code
11 How do I help prevent SSOs? Properly functioning grease trap
12 What if I have an inside trap? Inside grease traps are regulated as well. These traps may require weekly maintenance depending on the amount of FOG generated. Internal traps may be maintained by the generator. Guidelines are in your FOG Packet. These traps may have special parts or require special tools. Sizing of traps is conducted by City of Jacksonville Building Inspection Division. Frequent Frequent cleanings cleanings reduce reduce odors!!! odors!!!
13 How do I help prevent SSOs? 2. The trap must be maintained regularly. Grease traps must have the grease removed: Minimum every 90 days, or When the grease & solids layers exceed 25% of the traps volume. Once per year a complete pump out is required. [IP Regulation section 3.2(C)]
14 How do I help prevent SSOs? 3. Implement Best Management Practices (BMPs( BMPs) Never pour fryer grease down the drain recycle it! Remove grease with paper towels and dispose of in the garbage. Garbage disposals send food into your traps-> > increasing pump out frequency. Post BMP signs in highly visible areas. Train your employees on the importance of following these procedures. Grease down the drain = $$ down the drain
15 Can I add enzymes or degreasing chemicals to reduce my trap s pump out frequency? These materials break down FOG allowing it to enter the sewer system, resulting in a prohibited discharge discharge. [IP Regulation section 2.1(B)] There is no substitute for regular pumping and cleaning.
16 How do I help prevent SSOs? 1. Grease Trap Review 2. Pump Out Frequency - minimum 90 days - or grease + solids > 25% 3. Best Management Practices
17 What are the requirements of the JEA FOG Program? Requirement Register Your Facility Submit Grease Trap Certification Statement Pump out Grease Trap (then repeat within 90 days or sooner if grease & solids >25%) Submit Pump out Report Today Due Date December 31, 2004 December 31, 2004 Within 10 days of each pump out. [IP Regulation section 7.7]
18 What happens if I don t comply with the requirements? Verbal Warning Written Notice Non-Compliance Inspection w/ $100 Inspection Fee Service Interruption Frequency & Severity of Non-Compliance Other possible actions: Notify - COJ Building Inspection - FL Division of Hotels & Restaurants Monetary Penalties if grease has damaged system or caused an SSO.
19 How do I add FOG Program requirements to the list of responsibilities I must juggle running a business? JEA has strived to develop a program that is not unduly burdensome on FOG generators. To meet this goal we have developed the Preferred Hauler Program (PHP). The Preferred Haulers are waste haulers that have met JEA established criteria demonstrating their competencies in maintaining grease traps, responsibly disposing of FOG, and submitting reports.
20 What are the benefits of using a Preferred Hauler? Preferred haulers can assume some of the responsibilities (and regulatory burden) for their clients, such as completing and submitting reports. Activity Preferred Hauler Trap Inspections Focused on Hauler Performance Non Preferred Hauler Focused on Generator Compliance Pump out Will complete & submit Can complete and submit Reports for the Generator for the Generator Deficiencies in trap pump outs or report submittals JEA will address through the preferred hauler JEA will address through the FOG generator.
21 What happens if a Preferred Hauler has deficiencies? JEA will work with the hauler to make sure they understand the expectations of a Preferred Hauler. If deficiencies continue the, Hauler may be removed from the Preferred Hauler program. A notice will be sent to all of the Hauler s known vendors informing them of the action. The Preferred Hauler list will be updated on JEA.com.
