3 EXECUTIVE SUMMARY In 2004, Entech Engineering, Inc. completed a study of the electrical distribution system at Shippensburg University, which included recommendations for system improvements and upgrades. Since that time, several buildings have been added or renovated and system modifications have been completed. Also in 2008, the University completed a Mast Plan for housing and is currently implementing Phase I of that plan. To complement the Housing Master Plan, Entech Engineering, Inc. completed a study to determine the impact to the electrical distribution of the Housing Master Plan, which included a Central Utility Plant. Although the impact study found that the electrical distribution system is capable of serving the Campus through implementation of the Housing Master Plan, the system will no longer have the same level of redundancy and portions of the system, specifically the feeder cabling, are over 30 years old and need to be replaced. Therefore, to meet the need of the growing Campus into the future beyond completion of the Housing Master Plan, the following projects and system upgrades are upgrades are recommended: A complete set of system studies for the Campus Electrical system. Redundant Feed from Penelec. Campus feeder replacement, including ductbank and manhole upgrades. Main Transformer replacement. Unit substation and secondary upgrade for several Campus buildings. The table below summarizes the costs to complete these recommended projects and system upgrades. Cost Opinion Summary Professional Services, System Studies: $80, Redundant Feed from Penelec: $85, Campus Feeder Replacement: $2,454, Main Transformer Replacement: $1,331, Unit Substation & Secondary Upgrades: $535, Total: $4,487, Successful implementation of these projects and upgrades should allow the University to continuously serve the Campus and allow its continued growth into the future beyond completion of the Housing Master Plan. 4 INTRODUCTION In 2004, Entech Engineering, Inc. (Entech) completed a study of the electrical distribution system at Shippensburg University. Since that time, various Campus modifications and upgrades have occurred. These modifications include the following: The Riesner Dining Hall Upgrade The Main Substation Capacitor Bank The Dauphin Humanity Center Addition The Huber Arts Building Addition The Performing Arts Center Building The Cedia Student Union Building In addition to the 2004 study, a Campus Housing Master Plan was completed in 2008 and a plan for a Central Utility Plant was also recently completed. To compliment these plans, Entech completed a study to determine the impact of the proposed Housing and Central Utility Plant on the existing electrical distribution along with Campus modifications listed above. This study was delivered in 2010 under separate cover. As the University looks forward, they requested that a plan be developed to support the Campus Into the future beyond the Housing and the Central Utility Plant. The following plan encompasses findings and recommendations from the 2004 and 2010 studies. DISCUSSION Included with this report as Attachment A are the following drawings that indicate the current distribution system as it exists today: E-1 and E-2, Campus One-Line Diagrams. E-3, Campus Site Plan. An updated equipment information spreadsheet is included as Attachment B. The spreadsheet has been updated from the one included with the 2004 report. Also included as Attachment C with this report are the following drawings which indicate changes to the existing electrical distribution system from the proposed installation of housing and the central utility plant: E-4, Campus Site Plan. E-5, Campus One-Line Diagram. The 2004 Study included the following recommendations to update and improve the Electrical distribution system: Manhole Upgrades. Unit Substation Upgrades. Main Transformer #1 (TX-1) Repairs. A Redundant Utility Feed to Campus. Feeder Cable Upgrade. Coordination of System Overcurrent Protective Devices. Entech Engineering, Inc. Page 2

5 The 2010 Housing and Central Utility Plant impact study revealed that while the existing Campus distribution system can accommodate the addition of the proposed Housing and the Central Utility Plant, the total demand for the Campus in kva will approach approximately 6300kVA. Since each of the existing main transformers are rated at 550kVA with 65ºC temperature rise and cooling fans, loads throughout Campus would have to be shed to allow operation on one transformer should one of the main transformers fail. The results and findings of both studies need to be considered when planning to upgrade the electrical distribution system. Therefore, it would be advantageous to incorporate the manhole repairs, which includes removal of abandoned cabling from the ductbank system, with the feeder cable upgrade. Lid is deformed and does not seat properly Lid is broken Labeling is inconsistent Abandoned cables Abandoned cables Abandoned cables Abandoned cables Abandoned cables Abandoned cables As the new ductbanks are added between manholes to allow installation of replacement feeder cabling, manholes in need of repair should be fixed and abandoned cabling should be removed. In some cases, like the ductbank from MH-9 to TR1-8, which feeds the Faculty Office Building, the need for upgrade will or has become obsolete due to modifications that have occurred to date or will happen in the near future to accommodate housing and the Central Utility Plant. As mentioned in the Housing and Central Utility Plant impact study, the existing 15kV cabling is #1/0 and capable of carrying 165A. With this cabling, feeders 1202 and 1203 will be near capacity upon completion of the Housing and Central Utility Plant construction. In addition, these cables and many of the splices in the cabling system are over 30 years old and are approaching end of life. Replacing the four Campus feeders with new 250kcmil MV A cabling and modular splicing systems would allow for Campus growth and help ensure reliable service to the buildings throughout Campus. 6 Riesner Hall Old Main Reed Operations Center Dauphin Humanities Center Steam Plant Rowland and Shearer Halls Huber Arts Center As stated earlier in this section, once the proposed Housing and Central Utility Plant is implemented, the existing main transformers will no longer be large enough to allow operation of the Campus on one transformer without shedding load. Given this, rather than simply making repairs to transformer #1 (TX-1), as recommended in the 2004 study, it would be prudent to replace both main transformers (TX-1 and TX-2) with larger ones to allow for future expansion of the Campus and to provide redundancy in the system to ensure continuous service. New transformers rated 7500/10,000kVA at 55ºC and 65ºC rise respectively would allow for future operation of the Campus on a single transformer and Campus growth. The 2004 study recommended a redundant utility feed to Campus. This can be easily accomplished with the installation of a Penelec controlled motorized switch mounted on the utility poles leading to the Campus along Newburg Road. This would allow for switching between utility feeds from Penelec s Shippensburg and Chambersburg substations. The switch would be owned, maintained, and operated by Penelec. This recommendation was planned for installation in However, due to funding issues was never implemented. Lastly, the 2004 Study recommended coordination of the overcurrent protective devices as follows: Feeder 1201 circuit breaker over-current protective relay settings. Feeder 1202 circuit breaker over-current protective relay settings. Feeder 1203 circuit breaker over-current protective relay settings. Feeder 1204 circuit breaker over-current protective relay settings. Main Substation Bus #1 main circuit breaker over-current protective relay settings. Main Substation Bus #2 main circuit breaker over-current protective relay settings. McCune Hall Primary Fuses. Franklin Science Center secondary main circuit breaker pickup and time delay settings. Henderson Gym secondary circuit breaker. Tennis Courts & Multi Use Field secondary circuit breaker. Cora Grove Spiritual Center secondary circuit breaker. Ezra Lehman Library secondary circuit breaker. Cumberland Student Union secondary circuit breaker. Prior to the design of any recommendations listed above, a set of system studies should be completed and included the following: A Campus model one line. Load flow analysis. Short circuit analysis. Overcurrent device coordination. Arc flash analysis and labeling. Entech Engineering, Inc. Page 4

7 With the system modifications that have occurred and those that are planned, a new model for the Campus should be created along with a complete set of system studies. The results for overcurrent device coordination and arc fault should be implemented throughout design of all system upgrades. RECOMMENDATIONS Although discussed last above, the completion of a complete set of system studies for the Campus distribution system should be completed before any design work to upgrade the system is initiated. This will set the baseline model of the Campus which should be updated as proposed system modifications are designed and implemented. The cost opinion for completion of a complete set of system studies is $80,000. A simple way to provide redundancy in the primary feed to the Campus would be to implement the redundant utility feed from Penelec. Since the equipment required would be owned, maintained, and operated by Penelec, it would provide a worry free means to ensure continuous electrical service to the Campus. Cost to have Penelec provide the equipment on utility poles along Newburg Road is approximately $85,000. Dated unit substations and secondary equipment in buildings throughout Campus should be replaced to improve building service and maintainability. The following buildings contain equipment which is dated and the need to have it upgraded has or will not become obsolete based on system modifications to date or planned modifications: McLean Hall Naugle Hall Old Main Reeds Operations Center Steam Plant The opinion of probable construction cost to upgrade the unit substations and secondaries listed above is $475,000. It is recommended that the main transformer replacement (TX-1 and TX-2), feeder (1201 through 1204) replacement, and manhole upgrades be completed as one large system upgrade. Since these portions of the system interact directly with each other, it will allow phasing to be sequenced most efficiently. For instance, as ductbanks are modified between manholes, the manhole upgrades can be implemented simultaneously. The cost opinion to complete the feeder upgrade, which includes modifications for ductbanks and manholes, is $2,048,630. The Cost opinion to upgrade the main transformers is $1,311,636. The total electrical distribution system upgrade opinion of probable construction cost is $3,360,266 Included as Attachment D, is Drawing E-6 that indicates the proposed recommendations above. Also, included as Attachment E are construction cost opinions for the construction recommendations. Entech Engineering, Inc. Page 5

8 CONCLUSION The table below summarizes the upgrades recommended for the Campus electrical distribution system at Shippensburg University. Cost Opinion Summary Professional Services, System Studies: $80, Redundant Feed from Penelec: $85, Campus Feeder Replacement: $2,454, Main Transformer Replacement: $1,331, Unit Substation & Secondary Upgrades: $535, Total: $4,487, From the table above total cost to implement all the recommendations is approximately $4,487, Professional design fees for should average approximately 10% of construction cost opinion for the following recommendations: Campus Feeder Replacement Main Transformer Replacement Unit Substation & Secondary Upgrades. The cost indicated for the System Studies and the Redundant Feed from Penelec would be paid directly to a professional for services and Penelec, respectively. These recommendations could be grouped and funded with other larger projects, such as the Campus feeder Replacement and/or the Main Transformer Replacement. For budgeting purposes in that case, the Penelec value should be included with construction and the System Studies value should be added to professional design fees. As the University continues to grow, it will need infrastructure and systems in place that will allow it to provide a high level of service to students and administration. Successful completion of these recommendations will provide the University with an electrical distribution system that will provide reliable service and allow for Campus growth into the future.
