ational estern Center Parking and Transportation Demand Management Study hat does parking and traffic look like today? These traffic volumes were taken during the ational estern Stock Show (SS) January 2016 SS Attendee Transportation Characteristics Parking and Transportation Challenges Most parking areas for the C are accessed most easily from Brighton Blvd. which concentrates traffic on Brighton Blvd. Once parking along Brighton Blvd. is full, it is difficult to redirect traffic to available parking areas. Most parking lots in the area are relatively small, making their management as a system difficult. ashington St. is currently underutilized for access to the C. Saturday s during the SS are the busiest time for parking and traffic in the area. early 100% of parking in the area is utilized on Saturday afternoons.

ational estern Center Parking and Transportation Demand Management Study hat is important to know about parking? Technology is changing the way the industry views parking and can vastly improve the customer experience. Integrated Trip Planning Leverages on-line and mobile platforms to allow visitors to plan their trip ahead of time. This includes planning their route and mode of arrival, selecting their parking based on price, convenience, and availability, and/or pre-paying or pre-reserving parking spaces. Real Time Parking Occupancy Information Provides drivers with a clear breakdown of where parking is available and which facilities are open or closed. Intelligent Transportation Systems (ITS) Informs drivers ahead of time about traffic conditions, parking locations, and other information. Signage is typically placed along major arrival routes and at key decision points (such as intersections and before freeway off-ramps); the messaging is updated in real time. Signage Provides an opportunity for branding and also allows patrons to easily remember the zone or level where they parked. This is also an opportunity to introduce parking payment options such as the pay on foot instructions as pictured here. andheld or Mobile Technology Allows parking attendants a great deal of flexibility while directing patrons where to park. These units can be configured to accept cash and credit cards, along with pre-paid barcodes and reservations. These units can also be integrated with other technologies so that attendants know when a parking facility is approaching full - at which time, drivers can be directed to another lot or garage.
ational estern Center Parking and Transportation Demand Management Study ow do we measure parking demand? e measure parking demand using a parking model. A parking model was built for this project and used data from the ational estern Center Campus. The model focuses on the characteristics and uniqueness of the campus. The model was based on existing parking conditions and then projects future conditions. The model adjusts for: growth in attendance, mobility investments, evolving mobility choices, growth in TDM programs, price, and for efficient parking management. ow does the parking model work? - STP 1 - Study Current Conditions Past analysis of the parking Other events data and informational interviews Attendance (all events) ho is using the C campus facilities? ow long they use the C campus facilities? ow do they get there - travel mode? ow many cars - vehicle occupancy? Specialized vehicles (storage, queuing, staging) - STP 2 - Consider Key Factors (the structure of the model) Master plan, evolving planned event spaces Future event space TDM inputs Growth factors Changes in land use Using different modes of travel - STP 3 - Develop the Model valuate, test, and adjust

ational estern Center Parking and Transportation Demand Management Study hat is Transportation Demand Management? Transportation Demand Management (TDM) is a collection of complimentary strategies that emphasizes the movement of people and goods rather than motor vehicles. So how can we move more people in less vehicle trips? Influence people that they do not need to drive their vehicles. Support can be given to more efficient modes (such as walking, cycling, ridesharing, public transit, telecommuting) and other improvements related to parking and land use. hat are key TDM strategies? Active Transportation Bicycle and pedestrian facilities Bike share Traffic calming Transit etwork expansion Service frequency/speed Dedicated lanes Shuttles Strong connections to and from transit Support land use density mix Trip Reductions (This is what we typically mean when we talk TDM) Transit fare subsidies mployee parking cash out Alternative work schedules mployer sponsored vanpool/shuttle Ride-share and car-share programs Parking pricing Parking supply management Separating parking and event ticket costs On-Street market pricing Valet parking Marketing/Promotions Transportation options kiosk Real-time transit/car-share and Uber/Lyft data Transportation orientation packets
ational estern Center Parking and Transportation Demand Management Study ow do we know TDM works? Known studies and research Proven implementation istoric monitoring Reduced single occupancy vehicle use xamples of Implemented TDM City of Aspen Aspen has maintained 1993 daily traffic levels - largely attributed to TDM Goal is 0 new trips Updating their TDM plan this year Stanford Research Campus TDM Plan implemented in 2015 with trip cap 700 acre site 150 different companies Monitoring annually hat are the benefits of TDM? Transportation System Benefits Maximize parking availability for those who must drive Reduced congestion and resulting time savings Multiple options for getting around Social Benefits Reduced dependence on fossil fuels nhanced quality of life in walkable, bikeable communities with many transportation options Reduced community fragmentation caused by wide, high-speed roads Financial Benefits Reduced costs of car ownership and maintenance Reduced cost of parking nvironmental Benefits Improved air quality Reduced greenhouse gas emissions Improved water quality Reduced polluting emissions and fluid leaks Reduced need for paved surfaces ealth & Safety Benefits Fitness benefits of active transportation (biking and walking) ealth benefits of improved air quality Stress reduction
