1 Heathrow Airport: Design and Access Statement Project Title: HyTEC project for 15 hydrogen taxis and 5 hydrogen scooters Date: 18th May 2012 Description of Development: A self-contained, unstaffed hydrogen filling station is proposed for currently disused land adjacent to the Envoy roundabout. It will support the deployment of 20 vehicles in London as part of the EC-funded HyTEC Project (15 hydrogen-powered taxis and 5 hydrogen-powered scooters) and any other hydrogen-powered vehicles granted permission to use it. The plan is to have the facility operational by July The hydrogen filling station is designed as a new public fuelling facility, providing a key location to the growing strategic network being developed in London and the rest of the UK. It will have the capacity to deliver high pressure hydrogen to suit a range of vehicles, with an initial capacity of 50kg/day and capable of modular expansion to 200kg/day (within the 2 shipping containers proposed) over the project life (envisaged as a minimum of 3 years). As such it will be the most advanced fuelling station in the UK, and comparable with only a handful of filling stations across Europe. Storing 200kg of hydrogen is less than the 2 tonne quantity prescribed in Planning (Hazardous Substances) Regulations 1992 and so no hazardous substances consent is needed. The station will be in place to in time for the Olympic and Paralympic Games and will enable the HyTEC vehicles to re-fuel. It supports Heathrow Air Quality Strategy and Mayor s Air Quality and Transport strategies and will benefit from significant media exposure. The fuelling facility is designed to fit into 2 shipping containers; the hydrogen being stored in gaseous form in high-pressure cylinders. The shipping containers will be bolted to a concrete plinth and surrounded by security fencing and, where appropriate, a fire wall. It will meet all mandatory safety standards as well as additional specific safety requirements for Heathrow Airport. Context: This project supports the deployment of hydrogen vehicles in London. Hydrogen is seen as one of the few fuels available to provide zero-emission power for vehicles to operate on a similar duty cycle to those powered by conventional fuels. The UK Government, large vehicle OEMs and fuel retailers are currently collaborating to produce a rollout strategy for hydrogen refuelling infrastructure and vehicles in the UK the UKH2Mobility study. London s refuelling network will form an integral part of this rollout strategy and the Heathrow station forms a key part of developing London s network, prior to full commercialisation of the technology from 2014/2015 The proposed hydrogen fuelling facility is located on currently disused land adjacent to the Envoy Roundabout and provides a convenient location for hydrogen vehicles (including hydrogen powered taxis and scooters from the HyTEC project) to access affordable hydrogen fuel. The use of hydrogen fuel around the airport will increasingly contribute to Heathrow s Air Quality Strategy and to its commitments to reduce both NO x and CO 2 emissions. A wide range of Heathrow ground vehicles (from passenger vehicles to baggage tugs) could eventually use hydrogen as their fuel source leading to significantly reduced local ground-based emissions. The project has some important aims, namely to: Improve public awareness of hydrogen fuel cell vehicles and their potential in tackling the problem of emissions from transport. Prove the reliability of hydrogen powered vehicles in regular heavy duty use by fleet

2 users. Raise the profile of alternative fuel vehicles beyond the current focus on battery electric vehicles. All vehicles will have highly visible branding as H 2 /zero emission vehicles attached and will be used extensively throughout the period of the London 2012 Olympic and Paralympic Games, with significant media coverage throughout. Improve industry engagement with hydrogen fuel cell technology. Catalyse the partnership between industry and Government to aid further commercialisation of hydrogen. Planning Policy: The proposal involves development directly related to the operation of the airport and is situated within the airport boundary, on operational land. The development will be screened from viewpoints outside the airport boundary by the existing buildings and other structures and will not have any external environmental impacts. Accordingly, the development complies with Policies A2 and A4 of the Hillingdon UDP. Consultation: Consultation on the concept and design of the proposed fuel facility has taken place with a number of key stakeholders within BAA including: Capital, Environment, Security, Land, Commercial, First and Last Impressions and Airlines. Design Amount The filling station will have the capacity to deliver high pressure hydrogen to suit a range of vehicles, with an initial capacity of 50kg/day and capable of modular expansion (within the 2 containers proposed) to 200kg/day over the project life (envisaged as a minimum of 3 years). As such it will be the most advanced fuelling station in the UK, and comparable with only a handful of station across Europe This filling station builds upon and extends the capability of the existing infrastructure in London, providing a key location in growing London s strategic network to provide coverage to the majority of London s urban area by the end of Layout & Scale The form and layout of the proposed fuelling facility has evolved from experience gained in deploying other hydrogen refuelling facilities in the UK and Europe, to optimise the use of space given the type of vehicles which will be using the facility. The HyTEC refuelling station will consist of: 2 no. standard 20ft shipping containers (with some surrounding space). One hydrogen dispenser (similar in appearance to a petrol or diesel dispenser), attached to one of the shipping containers. A vehicle refuelling parking space in front of the dispenser. The refuelling equipment is contained on two sides by a 3m high fire wall, and on 2 sides by a 3m high fence. A tanker parking space large enough for a 16m vehicle and a vehicle refuelling space. A concrete plinth on which the equipment will be mounted (dimensions roughly 23 x 18m). An access road capable of accommodating a 16m tube trailer, via the existing entrance from the Jurys Inn site. Landscaping The existing box hedging around the site is to be retained. No additional boundary landscaping is proposed as the intention is that the facility will be visible from the highway to aid wayfinding and to promote the use of this sustainable fuel supply. At ground level, the site is to be levelled and re-seeded as shown on the Site Plan.

3 Appearance The appearance of the proposed fuelling facility is not unlike a conventional filling station and will have one fuel dispenser. The fuel storage tanks however are above ground, contained within a shipping container. The compression equipment will be contained within a second shipping container. The shipping containers and dispenser will be painted white with corporate logo and product information. Solid barriers, like the fire-wall will also be painted white and have appropriate logos and other educational/promotional information included on them. A photo of a similar facility is enclosed with this submission, although note the colour will be white as described above. Access Access to the hydrogen refuelling site will be from the Eastern Perimeter Road, close to the Envoy Roundabout, via the existing access to the Jurys Inn Hotel. It will be classed as a public filling station and will be designed to service the 20 hydrogen-powered vehicles funded by the HyTEC Project (15 taxis and 5 scooters) and any other hydrogen-powered vehicles granted permission to use it (which could include cars, small commercial vehicles, vans and buses). The ability to use the refuelling facility will be via an RFID code key and additional security code. Without these no hydrogen can be dispensed. Vehicles will follow a circular route to access the dispenser, entering and leaving the station by the same route. A maximum of 5 visits per day are envisaged for vehicles to fill up. The station will be refuelled using high pressure gaseous tube trailers, based on a standard 16m lorry platform. Adequate turning space is provided within the site to allow the refuelling vehicle to reverse into the offloading bay. Two to three deliveries are expected per week when the station is at maximum use. This development puts London at the forefront of readiness for the broad deployment of hydrogen vehicles, supporting market lift-off and reducing time to market.

In accordance with our agreed fee structure for GPDO Consultations, I enclose a cheque for 850, based on a site area of hectares. The development comprises: 2 no. standard 20ft shipping containers (with some surrounding space). One hydrogen dispenser (similar in appearance to a petrol or diesel dispenser), attached to one of the shipping containers. A vehicle refuelling parking space in front of the dispenser. The refuelling equipment is contained on two sides by a 3m high fire wall, and on 2 sides by a 3m high fence.
