PURPOSE This standard outlines the process to obtain authorization to work around energized overhead conductors where equipment with a moveable or extendable boom needs to be within one half the maximum horizontal reach of the boom length away from exposed overhead energized conductors. 2. APPLICATION This standard is applicable at all Vale Ontario Sudbury Operations. 2.. EXCEPTIONS This standard is NOT applicable to work being done inside buildings or underground. 3. DEFINITIONS Conductor: the part of a cable, overhead line or apparatus intended to conduct the flow of electrical energy Qualified Observer for High Voltage: a Powerline Technician or designate with equivalent knowledge and experience as authorized by a Power Department Supervisor Qualified Observer for Medium & Low Voltage: a competent worker through training and experience that fully understands the hazards of energized overhead conductors. Prerequisite training to be a qualified observer would be the ESA Powerline Safety Awareness course. High Voltage: 44kV, 69kV, 230kV Medium Voltage: 2.4kV, 4.6kV, 6.9kV, 3.8kV Low Voltage: less than 750V DEC: Divisional Electrical Committee 5. WHEN IS REQUIRED? At Vale, there shall be a requirement to have a clearance between any part of the machine and the energized line that is more than one-half the maximum horizontal reach of the boom. Where equipment with a moveable or extendable boom needs to be within one-half the maximum horizontal reach of the boom length away from exposed energized overhead conductors, the following processes (described in Section 5.) shall be followed to obtain authorization conduct the work required.

4 4 of PROCESS TO OBTAIN AUTHORIZATION The Authorization to Work around Energized Overhead Conductors form (see Appendix A) shall be completed by the plant providing the following information: Date Requested Requester Name Vale Department / Contractor Date of Work Overhead Line Voltage Location of Work Reason for having to work within one half the maximum horizontal length away from the exposed overhead energized conductor Name and signature of Qualified Observer and qualification verified For HIGH-VOLTAGE The pre-work site visit shall be completed by a Power Department Supervisor An appropriate risk management process shall be applied i.e. JHA, PHR or equivalent, and a Power Department representative shall participate in the assessment The Hierarchy of Controls shall be followed (i.e. relocate equipment, isolate and ground overhead lines where possible, Hold-Off protection with a qualified observer, etc.) MPROC-5500 High Tension Switching Procedure shall be followed Authorization shall be provided by the Power Department Supervisor affixing his or he name, signature and date to the completed form For MEDIUM AND LOW VOLTAGE A pre-work site visit shall be completed by the DEC (Divisional Electrical Committee) site Electrical Authority or designate An appropriate risk management process must be applied i.e. JHA, PHR, or equivalent and the DEC site Electrical Authority (or designate) shall be consulted Power Department representative shall be available for consultation on Medium and Low Voltage The Hierarchy of Controls shall be followed (i.e. relocate equipment, isolate and ground overhead lines where possible, Hold-Off protection with a qualified observer, etc.) The pre-work site visit shall determine what hierarchy of controls is required. Authorization shall be provided by the DEC site Electrical Authority or designate affixing his or he name, signature and date to the completed form

5 5 of 8 6. WHEN IS AUTHORIZATION NOT REQUIRED? In the situation where equipment with a moveable or extendable boom will be more than one half the maximum horizontal reach of the boom length away from the exposed overhead energized conductors, authorization from the Power Department/DEC Electrical Authority to work around the energized overhead conductors IS NOT required. The requirements for a pre-work site visit and qualified observer from the Power Department/ DEC Electrical Authority are also NOT required. EXAMPLE: The crane below has a horizontal reach of 00 with its boom fully extended. An additional 50 is needed for the one half the maximum horizontal reach requirement. The working clearance distance illustrated below would be 50 from the exposed overhead energized conductor to the turret of the crane. Authorization to work around energized overhead conductor is NOT required in this example. The above example is relevant for all equipment with a moveable or extendable boom.
