Purpose To ensure the safety of workers and equipment while working in the vicinity of overhead power lines on Fort Hills worksite. To ensure the integrity and reliability of the overhead high voltage power lines. Compliance The Fort Hills Power Services Department shall abide by this standard as per the time of inception. Failure to comply with this standard, without an approved deviation, may result in a hazardous situation which could result in: Personnel injury or death Harm to the environment Equipment or property damage. Failure to comply with this standard, without an approved deviation, may result in disciplinary actions. Roles and Responsibilities The following individuals and groups have the following roles and responsibilities: Document Owner Ensures this document is reviewed according to the required revision cycle. Ensures the document is updated to accommodate changes to Suncor, provincial, and federal regulation. Ensures the document is updated to mitigate risks found as the result of an incident. References RGP0004A, Safe Work Permit (SWP) RGP0005A, Control of Hazardous Energy (CHE) RGM09001, Electrical Safety Risk Management Business Process Manual FHOS-TD0016A, Installation Of Goal Posts Right Of Way (ROW) Crossing Alberta Occupational Health and Safety Act, Regulation and Code Alberta Electrical Utility Code Terms, Definitions and Acronyms The following terms, definitions and acronyms are used in this standard: Authorization Crossing Encroachment Employee In Charge (EIC) A specific written document issued by FHPS that allows for specific work in a specific area under specific conditions. Used in conjunction RGP0004A, Safe Work Permit (SWP). A location that has been designated by FHPS as an approved crossing through a power line corridor. Designated at all times by a FHPS Maximum Vehicle Height sign (refer to Appendix A, Figure 2). The placing of any material or equipment within the right of way or restricted area. If more than one utility employee is required to work on or near the same electrical equipment or line at anyone location the employer shall ensure that one of the utility employees is designated as the utility employee in charge. An employer shall ensure that the utility employee in charge of work instructs all workers under the utility employees control regarding the work they are to perform. FHPS Goal Post Guy Wire Fort Hills Power Services Is a structure constructed to maintain a safe clearance for vehicles and equipment operating near energized power lines to reduce the risk of contact with a power line. 3 Terms, Definitions and Acronyms (Continued) Operator In Charge (OIC) Permit Restricted Area Right Of Way (ROW) A designated employee assigned by Fort Hills to control the operation of the high voltage electrical system in accordance with the requirements of the safety rules and the operating procedures established by Fort Hills. Is a written record that authorizes specific work in a specific location with specific requirements in accordance with RGP0004A, Safe Work Permit (SWP). The space surrounding a power line that must not be entered for any reason without specific authorization. If not otherwise specified by FHPS, the restricted area is the area within 7 metres in any direction of an overhead power line. The horizontal distance as measured from the centerline of a power pole, or a power line structure, that is controlled under the jurisdiction of FHPS. Standard 1. General Limitations and Exemptions 1.1 Crossing locations are only to be used to transport a vehicle or equipment through a power line ROW. No work is allowed in an ROW without a specific work permit plus authorization from FHPS. 1.2 Vehicles and equipment traveling along roadways paralleling and within a FHPS ROW do not need authorization from FHPS unless the vehicle or equipment will intrude into the restricted area around the power lines. 1.3 Any work utilizing articulating equipment in a roadway paralleling and within a FHPS ROW requires authorization from FHPS. 1.4 Installation of a goal post will be utilized at all crossing locations through a power line ROW denoting the maximum height of a vehicle or equipment as shown on the approved crossing sign (refer to Appendix A, Figure 2). Refer to FHOS-TD0016A, Installation Of Goal Posts Right Of Way (ROW) Crossing 1.5 Location of goal posts will be located on entry to ROW as defined in step 5.1 of this document or as stipulated on authorization issued by FHPS. 4 2. Vehicle and Equipment Operator Responsibilities Note: Vehicle and equipment operators while operating in the vicinity of FHPS high voltage power lines under the authority of FHPS shall adhere to the following instructions. 2.1 Ensure that the ROW around a power line is not encroached upon. 2.2 Obtain a permit from FPHS prior to engaging in any work within a power line ROW. 2.3 Know the height of the vehicle being operated including the load, buggy whip and attached equipment prior to attempting to pass through a crossing under a power line. 2.4 Cross under power lines only at designated crossings. 2.5 Ensure that the posted maximum vehicle height is not exceeded while within the ROW. 2.6 Obtain an authorization from FHPS prior to crossing under power lines at locations that is not posted for crossing or when the vehicle does not meet posted height limitations. 2.7 Obtain an authorization from FHPS to engage in any roadwork that may alter existing clearances to high voltage lines. 3. Articulating Equipment Operator Responsibilities Note: Operators of hoisting or articulating equipment such as cranes, side booms, boom trucks, aerial work platforms, zoom booms and backhoes shall adhere to the following instructions. 3.1 Position the equipment's boom, bucket, or load, etc., in order to ensure a 7 metre minimum clearance from any conductor (restricted area) is maintained at all times, unless authorized otherwise. 3.2 Authorization is to be obtained from FHPS for any work in which the positioning of the crane would result in an encroachment of the ROW during a mechanical failure or controls malfunction (refer to Appendix A, Figures 3 and 4). 3.3 Authorization is to be obtained from FHPS for any work that the positioning of the crane would result in an encroachment of the ROW by the material being lifted during normal lift conditions. 5 Articulating Equipment Operator Responsibilities (Continued) 3.4 Obtain an authorization from FHPS prior to crossing under power lines at locations that is not posted for crossing or when the vehicle does not meet posted height limitations. 3.5 Obtain an authorization from FHPS to engage in any roadwork that may alter existing clearances to high voltage lines. 4. Fort Hills Power Services Responsibilities 4.1 Establish a crossing sign installation practice. 4.2 Install and maintain crossing signs in a manner consistent with the details of the crossing sign installations practice (refer to FHOS-TD0016A, Installation Of Goal Posts Right Of Way (ROW) Crossing). 4.3 Establish a maintenance program that ensures crossing signs are visible, validated and kept current. 4.4 Establish an application process that provides for the requirement of alterations to existing crossings, adding additional crossings, and/or deletion of crossings. 4.5 Place crossing signs in locations that would normally constitute a designated power line crossing. 5. Fort Hills Power Services Controlled Areas Note: FHPS has exclusive control over all power line right of ways. 5.1 Minimum right of way widths are as follows: 260 kv (towers): 35 metres (17.5 metres horizontally from tower centreline) 260 kv (wood): 35 metres (17.5 metres horizontally from pole centreline) 144 kv : 35 metres (17.5 metres horizontally from pole centreline) 72 kv: 20 metres (10 metres horizontally from pole centreline) 34.5 kv & below: 15 metres (7.5 metres horizontally from pole centreline) Note: Refer to Appendix A, Figure 5 to If a voltage class is unknown then wooden structures are to be treated as 260 kv with a 35 metre ROW. 6 Fort Hills Power Services Controlled Areas (Continued) 5.3 The restricted area around a power line is 7 metres in all directions from each power line conductor, unless advised otherwise under a specific written FHPS authorization (refer to Appendix A, Figure 1). 5.4 No equipment, vehicles or structures are to encroach within a ROW without authorization from FHPS. 5.5 No equipment, vehicles or structures are to encroach within 7 metres of a guy wire attached to a T&D power pole without authorization from FHPS (refer to Appendix A, Figure 1). 5.6 The ROW has no vertical limitation. All work passing over the horizontal area covered in step 5.1 is treated as an encroachment into the ROW. End of Standard Page 6 of 10
