2 Subject: Mine Entry Procedure Number: RMP0030A Rev: 2 Purpose/Scope To define the Active Mine Areas where LV access will be restricted and the requirements for entering these areas. Access to Non-Active Areas may require travel through an Active Mine Area. Cars and motorcycles are not permitted within the Active Mine Areas. To control access to the Active Mine Area by use of the following methods: Have a valid work related requirement to enter the Active Mine Area Have the required Mine Hazard, Mine Awareness, Mine Driving, Light Vehicle CBT training, and/or LV Driving Competency Have the appropriate Tier Access Card Are familiar with the current mine roads layout, and Know how to proceed when reaching a Mine Entry Point sign. This procedure applies to all light vehicle (LV) operators and passengers working at Suncor Oil Sands, and Fort Hills, including vendors and contractors. Compliance This document applies to work performed at Suncor Energy operating sites in the Wood Buffalo Region that includes Oil Sands and Fort Hills Mining. Any deviations to this procedure must follow RGP Roles and Responsibilities The following individuals and groups have the following roles and responsibilities: Document Owner Ensures this document is reviewed according to the required revision cycle. Ensures the document is updated to accommodate changes to Suncor, provincial, and federal regulation. Ensures the document is updated to mitigate risks found as the result of an incident. Document Approver Ensures this procedure is necessary and that it aligns with management and company direction. Manager, Permits/ Infrastructure Ensures execution of this procedure. Responsible for the permitting process. Mine Supervisor Ensures adherence to this procedure. Manager, Learning and Competency Responsible for content of the training classes in alignment with existing documentation. Delivers the training classes. Employees/ Contractors Understands the requirements and definitions per this procedure. Tier Card Issuer Controls the process for approving and administering Tier Access Cards. Driving Mentor Must be present to sign and show valid tier card in order for trainee to obtain an access authorization form. Signs off on each individual drive with trainee. LVO Responsible to request a guide, tour, and/or mentored drive when unfamiliar with an area. Declares ineligibility to drive to their supervisor and Tier Card Issuer in the event that their driver s license has been suspended or expired. References LMR0001A Rules for Operating Vehicle and Utilizing Suncor Provided Transportation On and Off-Site RGP0004A Safe Work Permit RGP11007 Deviation to Governing Documents RGS0029A Wildlife Standard RMR0001A General Safety and Health Rules (Mining Department) RMS0006A Driving In the Mine Standard Terms, Definitions and Acronyms The following terms, definitions and acronyms are used in this procedure: AAF Access Authorization Form Active Mine Area Access Authorization Issuer Driving Mentor A form required to enter the Active Mine Areas by a LVO for required Tier Access per Appendix 2. The form indicates a specific Mine Entry Point and designates which route to travel. Refer to Appendix 7 for AAF. Note: An Access Authorization form is not a Safe Work Permit. The Active Mine Area includes all areas where light vehicles may come into contact with haul trucks. Refer to Appendix 10 for descriptions and pictures. Oil Sands A Mine Entry Supervisor or equivalent deemed competent by the Permits/Infrastructure Manager. Fort Hills A Permit Issuer or equivalent deemed competent by the Mine Production Manager. A competent individual who holds an equivalent or higher Tier Access Card for a minimum of 1 year. (Fort Hills: or other competent individual approved by Permit Supervisor through the Mine Driving Mentor Program) A minimum of a Tier 2 card for Tier 1, 1SS, 2. 4 Subject: Mine Entry Procedure Number: RMP0030A Rev: 2 Definitions Continued Exemption Issuer LV Driving Competency Guide Oil Sands A Mine Entry Supervisor or equivalent deemed competent by the Permits/Infrastructure Manager. Fort Hills Area Manager or Production Manager, or Permit Issuer deemed competent by the Mine Production Manager. Includes the requirements of doing at least 5 successful drives to gain experience with interaction between Heavy Equipment and LVs, driving through intersections, rules of the road, and driving in the geographic locations the Tier Access Card applies to. A competent individual who has the required Tier Access Card and appropriate AAF per Appendix 2 to guide a Light Vehicle Operator in the Active Mine Area. Ensures the group is kept together including through intersections. Hopper Entry Refer to Appendix 9. Heavy Equipment Large, Slow Moving Loads LMS LV LVO Includes graders, loaders, haul trucks (777 size and greater), shovels, dozers, and excavators. Fuel and lube trucks are not considered Heavy Equipment. Includes anything that could interrupt a production haul, including MEM tow jobs, tailings construction loads, and large equipment being transported. Learning Management System Light Vehicle Motor vehicles that are capable of being licensed and operated on a public roadway. The following are light vehicles: boom trucks, cranes, emergency vehicles without red flashing beacon light on, maintenance service trucks, welding trucks, pickup trucks, vans, SUVs, shift change buses, all fuel and lube vehicles, etc. Light Vehicle Operator Must hold a minimum of a valid Alberta Class 5gdl Driver s License (or equivalent, or more advanced class) to qualify to hold a Tier Access Card. If while holding a Tier Access Card, the LVO does not hold a valid Driver's License for any reason they will notify their supervisor in addition to notifying OS: mine_entry@suncor.com and/or FH: forthillsmineentry@suncor.com with a request to cancel their Tier Access Card. 5 Subject: Mine Entry Procedure Number: RMP0030A Rev: 2 Definitions Continued Mine Entry Points Mine Entry Exemption Form Non-Active Areas Permit Issuer Permit Office Safe Work Permit Tier Access Card Tier Card Issuer Mine Entry Points are approved locations that LVs use to enter the Active Mine Area. These points are marked with mine entry point signs. Mine Entry Points can change thus the LVO must be fully aware of their Mine Entry Point locations. Refer to Appendix 10 for mine entry point locations and mine entry point signs. Allows access into the Active Mine Areas during emergency situations or one-time events at the discretion of the Exemption Issuer. This allows personnel to enter the Active Mine Areas without training, who do not meet the minimum Mine Entry training requirements per Appendix 1. Personnel entering Active Mine Areas under this exemption must be guided AND be under the direct supervision of a competent Tier 1, Tier 1SS or Tier 2 (Tier 4 for Tailings areas only) employee at all times. Refer to Appendix 8 for Mine Entry Exemption Form. Non-Active Areas are areas that are owned by the mine or owned by another department (e.g., Tailings) that are outside the Active Mine Area, where there is no haul truck activity. Examples include, but are not limited to: Oil Sands Pond 7, Sand Dump 8 or Thin Fine Tailings (TFT) areas Refer to RGP0004A. The location where Safe Work Permits (per RGP0004A) and Access Authorization Forms are obtained. The mine permit office hours are posted at each location: Oil Sands Steepbank Mine Complex Office Mine Entry Point D Office Mine Entry Point K Office Fort Hills Mine and Tailings Permit Office - Main Admin Building Refer to RGP0004A. A card that allows personnel to operate a Light Vehicle dependent on the area and work to be performed. Refer to Appendix 2 for Tier levels. Oil Sands A Mine Entry Coordinator or equivalent deemed competent by the Permits/Infrastructure Manager. Fort Hills A Mine Entry Coordinator or equivalent deemed competent by the Mine Production Manager. Page 5 of 25

Initial Considerations Responsibility Step Action Mine Training, Employee/ Contractor, Guide 1.1 Use the following table to determine next action. Is a Mine Entry Exemption Form required then Yes go to Step 1.2. No go to Step 2.1. Guide 1.2 Complete Mine Entry Exemption Form per Appendix 8 for exempted individual(s). Exemption Issuer 1.3 Verify exemption is required, information in exemption form is correct, and sign Mine Entry Exemption Form. Guide 1.4 Sign Mine Entry Exemption Form. Note: Guide 1.5 Go to Step 7.1. Guide is responsible for the exempted vehicle and each individual present in the vehicle. 2. Training Responsibility Step Action Employee/ Contractor 2.1 Determine training requirements per Appendix 1. Employee/ Contractor Mine Entry Coordinator Employee/ Contractor Mine Entry Coordinator 2.2 Register into training per Appendix 1. Complete Training Request Form (Appendix 3) where required. 2.3 Where Appendix 3 is received, register employee/contractor into training and determine Tier Level for the employee/contractor per Appendix Complete training requirements. Where instructor led training needs to be cancelled or rescheduled, respond to original booking with request to cancel or reschedule. 2.5 Issue Mine Awareness card for those that completed the training. For those that completed Mine Driving, issue Light Vehicle Competency Form (Appendix 4) or Tier 3 Card or renewal Tier Card. Mine Training 2.6 Enter training completion into LMS. Note: This is so that the number of orientations provided, name and company of employees who received orientation, expiry dates, and Tier grants can be easily monitored. LV Driving Competency (5 Drives) Responsibility Step Action Tier Card Issuer 3.1 Complete Part 1 of the LV Driving Competency Form (Appendix 4). LVO Trainee 3.2 Complete Part 2 of the LV Driving Competency Form (Appendix 4). LVO Trainee s Supervisor 3.3 Schedule 5 drives in the field with Driving Mentor. Each of the 5 drives must occur on a different shift. 5 drives must be completed within 1 month of course date. 5 drives must be completed in the geographic area for which the Tier card is authorized. Refer to Appendix 2 for Tier card summary. Driving Mentor can be different for each drive. LVO Trainee 3.4 Obtain and complete AAF (Appendix 7) at the mine Permit Office for each drive with Driving Mentor present. Driving Mentor and Access Authorization Issuer 3.5 Sign AAF. LVO Trainee 3.6 Complete each required drive successfully per Part 3 of LV Driving Competency Form (Appendix 4). This includes completing LV Checklist per Appendix 5 and referring to Call Script Example in Appendix 6. Note: Additional drives may be required if any of the 5 drives were not completed successfully and to discretion of Driving Mentor or Mine Entry Coordinator. After completion of any mentored drive: For individuals without a previous valid Tier Access Card, the LV Driving Competency Form acts as a Tier 3 card. For individuals with a previous valid Tier Access Card, they will revert to previous tier after daily mentored drive is complete. This allows them to drive only as previous tier permits per Appendix 2. Continued on next page Page 7 of 25

Supervisor of LVO Trainee 3.8 Complete Part 4 of LV Driving Competency Form (Appendix 4) and retain a copy as a training record. LVO Trainee 3.9 Submit the completed AAFs from each drive and the LV Driving Competency Form to the following: Oil Sands Steepbank Mine Complex Permit Office (weekdays 8:00 to 16:00) Fort Hills Mine and Tailings Permit Office Tier Card Issuer 3.10 Complete Part 4 of LV Driving Competency Form (Appendix 4). Retain the completed Driving Competency Form and each Access Authorization Form from each drive. 4. Obtain Tier Access Card Responsibility Step Action Tier Card Issuer 4.1 Issue proper Tier Access Card per Appendix 2. Employee/ Contractor 4.2 Carry Tier Access Card at all times while in the Active Mine Areas. 5. Light Vehicle Minimum Requirements Responsibility Step Action LVO 5.1 Ensure the LV meets minimum requirements per Appendix 5. LVO/Permit Receiver 5.2 Determine purpose of entry into Active Mine Area. Obtain Safe Work Permit as needed for the scope of work per RGP0004A. Large slow moving loads being moved on mine haul roads must obtain a specific cold SWP from the permit centre and complete FLHA with any impacted Geographical Supervisor if required by the supervisor. LVO 5.3 Determine AAF requirements for Tier Access per Appendix 2 and Hopper Entry per Appendix 9. Is AAF required then Yes go to Step 6.1. No go to Step 7.1. Page 8 of 25

LVO 6.2 Obtain AAF at Permit Office and begin filling out. LVO 6.3 Determine route and identify on AAF. Ensure route uses designated access roads rather than haul roads wherever possible. Refer to Appendix 10 for maps and entry point information. LVO 6.4 Determine the contact for permission to enter the Active Mine Area. Refer to Step7.2 for contact requirements. LVO 6.5 Use Appendix 2 to determine Guide requirements. Is a Guide required... then Yes obtain Guide. Note: Maximum 2 vehicles per Guide based on site conditions and/or vehicle configurations. Guide or Mine Entry Supervisor can choose to bring in 1 vehicle per trip. A Guide could also travel as a passenger in the LV. No go to Step 6.6. review the path of travel and the method of guidance with the Guide. Access Authorization Issuer 6.6 Verify information is correct and sign AAF. Approve suggested route or provide alternative route. LVO 6.7 Sign AAF. 7. Entry into Active Mine Areas Responsibility Step Action LVO/Guide 7.1 Drive to Mine Entry Point. NOT FOLLOWING PROPER RESTRICTION ACCESS REQUIREMENTS INTO THE HOPPER AREA COULD RESULT IN A COLLISION BETWEEN HEAVY EQUIPMENT AND LIGHT VEHICLE. LVO/Guide 7.2 Call Geographical Supervisor(s) per AAF or below requirements for permission to enter Active Mine Area. Refer to Appendix 6 for call script example. All Tier levels are required to contact the Geographical Supervisor of their destination. For Hopper Entry requirements, refer to Appendix 9. If conditions warrant (e.g., abnormal conditions, large, slow moving loads, etc.), all Geographical Supervisors that may be impacted by the route of travel must be contacted. Based on findings, provide Tier information to manager in charge with explanations on significant changes. For all Tier 2 holders, review eligibility based on frequency of driving found in AAF tracking spreadsheet. If driving frequency is not maintained, convert Tier 2 holders to Tier 3. If unfamiliar with the area, or have been on an extended leave, LVO responsible to request a guide, tour, and/or mentored drive to become familiar with the area.. For gravel trucks, gravel truck's supervisor pulls AAF that covers all gravel trucks for that day along with a daily Safe Work Permit. 16 Subject: Mine Entry Number: RMP0030A Rev: 2 Appendix 5 Light Vehicle Requirements (Checklist) All areas on checklist must be completed before Light Vehicle (LV) is permitted to access the Mine. Should any LV fail to pass any items on this list, the LV will not be granted access until problem is corrected. This applies to motor vehicles that are capable of being licensed and operated on a public roadway. The following are light vehicles: boom trucks, cranes, emergency vehicles without red flashing beacon light on, maintenance service trucks, welding trucks, pickup trucks, vans, SUVs, shift change buses, all fuel and lube vehicles, etc. Automobiles (cars) and motorcycles are not permitted within the Active Mine Area. Note 1: Note 2: If any of the below questions are answered no, the Light Vehicle is not allowed to enter the Active Mine Area. If any of the below questions are answered no, the Light Vehicle must have an approved Exemption Form and be guided. Buggy whip measures a minimum of 3.66 meters (12 feet) when measured from the ground to top of buggy whip. 7 Does light vehicle have a functioning amber-flashing beacon light? 2 8 Is amber-flashing beacon light positioned on top of vehicle cab? 2 9 Is amber-flashing beacon light clear and visible from 200 meters (650 feet)? 1 10 Are headlights and taillights on and working? Day time running lights are not sufficient. 11 Does light vehicle have clean headlights, mirrors, taillights and windshield? Is unit number clear and visible? Unit number is to be a minimum of 7.5 cm (3 inches) in height, reflective, and displayed on both sides and rear of light vehicle. Is contractor company logo clear and visible? (excludes Suncor Light Vehicles) Company logo is to be a minimum of 7.5 cm (3 inches) in height, reflective, and displayed on both sides and rear of light vehicle. Notes All Tier levels are required to contact the Geographical Supervisor of their destination. If conditions warrant (e.g., abnormal conditions, large, slow moving loads, etc.), all Geographical Supervisors that may be impacted by the route of travel must be contacted. When guiding; o There will be a maximum of 3 vehicles in a group. The lead vehicle, plus 2 more. The guide will have to make separate trips if there are more than 3 vehicles. o Guided vehicles must stay together as a group and the guide must ensure they have enough time to cross intersections as a group. Hold the mic for a moment before speaking on the two-way radio to ensure first words are not cut off. Speak clearly and concisely. Perform proper vehicle inspection per LV Requirements Checklist Appendix 5. Be aware of your surroundings; ensure that you do not unconsciously follow the vehicle in front of you into intersections and around support equipment. Report all wildlife sightings per RGS0029A.
