3 The Director s Letter Dear Colleagues and Readers, Welcome to our Fundamental Facts Guide, an annual report on PTS programs and services. I hope that you find this informative and encourage you to reach out with feedback on how we are doing. After that short introduction, let s talk about change it is the one thing that we can count on being constant. Decades of service to the U of M have presented PTS with the opportunity to achieve our mission while facing change in many areas. The need to make substantial investments in infrastructure and changing dynamics of our relationships to provide transit services are just two that come to mind. This past year has shown us the beginning of a journey where technology allows us to meet our objectives, hold down costs and increase service levels. Our department s primary goals remain the same: Encourage transportation alternatives on and around the Twin Cities campus Provide quality service with an emphasis on customer relations for all individuals and departments including those with specific needs, unique situations and physical challenges Design, build and maintain campus parking and transportation systems that are operationally sound, safe, efficient and aesthetically pleasing, while minimizing conflicts between modes Evaluate and maintain a climate of fiscal integrity - provide financial integration to support overall transportation objectives of the University including transit, bicycle, pedestrian and parking PTS is organized into five areas: Parking; Facilities and Transportation Systems; Finance; Transit and Fleet; and Alternative Transportation. Our mission is complex, yet inclusive: facilitating safe and effective integrated transportation systems that provide services for pedestrians, bicycles, transit and vehicles. Here are a few general highlights of our key achievements: The PTS three-year lighting project of replacing medium-wattage sodium lights with low-wattage LED fixtures and implementing highly-efficient lighting controls in University parking structures is now complete. o For the third year, PTS was honored with Lighting Energy Efficiency in Parking awards (both East River Road Garage and 19th Avenue Ramp received recognition in 2016). The University achieved Platinum status as a Bicycle Friendly University with the League of American Bicyclists. We are now one of the top five universities in the nation in this category. The U of M now has dual electric vehicle charging stations in six parking facilities along with one fast-charger on the East Bank campus. These stations have had more than 4,000 charging sessions. PTS supported successful launches for M Health and new biomedical discovery district buildings as well a significant progress on ongoing projects like Tate Building and Athletes Village, due to our strong partnerships with those groups. We strive to respond effectively and responsibly to the needs of our community and to deliver a positive patron experience. 4 Mission Parking and Transportation Services (PTS) is a self-supporting unit of the University of Minnesota within Auxiliary Services. The department is responsible for the administration, operation and maintenance of reliable and efficient transportation services on the Twin Cities campus including transit, parking, fleet, streets, walkways and way-finding. PTS supports alternatives to the single occupant vehicle and promotes programs to encourage the University community to walk, bike, carpool or take the bus. The department handles compliance documentation for all University vehicles or licensed equipment and administers the fuel credit card, and vehicle insurance and safety. Our Mission is: To facilitate safe and effective integrated transportation systems that provide services for pedestrians, bicycles, transit and vehicles. This e-survey was done using Office of Measurement Services in December The survey link was ed to a random 10,056 University faculty, students and staff as the sample size. 2,384 surveys we included in the final data set representing three percent of the total student, faculty and staff population. 5 July 1, June 30, 2016

7 Walk/Bike Bicycling to the University is a healthy, cost-effective way for students, faculty, staff, and visitors to get around campus. Biking, no matter if it is once a week or every day of the year, benefits everyone from the reduced traffic congestion to the lowered carbon dioxide emissions and cleaner air. Gopher Way The Gopher Way is a network of tunnels and skyways connecting many buildings on campus. The system was developed into a signed way-finding system by PTS in There are more than 700 signs directing walkers along the accessible routes. Helmets & Headlights Supported by Boynton Health Service and PTS, a bike safety program called Helmet and Headlights, allows University students, staff and faculty to purchase a helmet and headlight set for a discounted price. Bike Center & Zap! Program The Bike Center is the base for the Zap! 8 Bus PTS provides the University community with a multi-faceted transit program consisting of a comprehensive campus shuttle service and discounted metro bus/rail passes. 9 NextBus NextBus is a GPS-based, real-time passenger information system that allows riders to find current bus locations as well as predictions for upcoming bus arrivals for the University of Minnesota campus shuttle bus services. Campus Zone Pass Campus Zone Pass allows people to ride between the three campus light-rail stops on the METRO Green Line without paying a fare. Passes distributed in ,938 Commuter Service U-Pass/Metropass is a deeply-discounted, unlimited-ride bus pass good on metro-area buses and light rail. Since its launch in 1993, MAP has answered more than 50,000 calls. 11 Park PTS offers an array of parking services: public parking with hourly or daily options, short-term meters, events, off-peak parking; staff/faculty parking contracts with reciprocal parking, pre-tax payroll deduction, reserved stall option, occasional use options; student and evening/weekend parking contracts; department reservations, budget charge cards, guest coupons, estatements; and specialty plans for carpools, disability, motorcycles, official vehicles, vendors, construction, loading docks, senior administrators. 13 Financials Foundation The department is self-supporting with no legislative funding. A portion of the student transportation fee is allocated to support the on-campus transit system and U-Pass program. If central funding is used to subsidize parking costs, less money will be available for academic purposes. Parking revenues are used to support transit and other transportation alternatives. Contract parking rates are based on facility types and their associated costs, with lot spaces as the least expensive and garage spaces as the most expensive. Transient (public) parking rates are influenced by market factors of facility type, location and demand. 14 Fleet Mission: To support University endeavors by giving departments a selection of vehicle choice to fulfill their needs. Function Fleet holds titles for all University fleet vehicles and oversees the acquisition and disposal of all U vehicles and related equipment. Besides leasing vehicles to departments and administering a program that enables departments to purchase vehicles, Fleet operates a rental service that provides vehicles to University community members for University business use. Fleet maintains onsite fuel pumps and an onsite shop, where Twin Cities-based vehicles are serviced. Fleet administers the fuel credit card; vehicle insurance and safety; and employee driver safety check programs.
