1 CALL TO ORDER Safety, Security, and Transit Planning and Operations Friday, September 21, 2018 MINUTES The Regular Meeting of the Safety, Security, and Transit Planning and Operations (SSTPO) Committee was called to order at 2:04 p.m. by Chairperson Chavez in Conference Room B-106, Santa Clara Valley Transportation Authority (VTA), 3331 North First Street, San José, California. 1. Transit Operations Performance Report - Annual- FY2018 Inez Evans, Chief Operating Officer and Staff Liaison, provided an overview of the staff report. The Committee s discussion ensued about the reasons for the decrease in ridership, and staffing of operators for bus and light rail. Member Diep arrived and took his seat at 2:15 p.m. Members of the Committee provided the following comments: 1) identify opportunities and implications of changes to the Clipper card; 2) determine possible fare changes when restructuring of the transportation system is implemented; and 3) explore using Clipper to pay for parking at transit stations. Public Comments Roland Lebrun, Interested Citizen, recommended reaching out to the public, and to conduct a workshop on how VTA could improve its service and increase ridership. He noted that staff should analyze and learn from light rail s boarding per station data. Mr. Beekman expressed appreciation for increased ridership in some areas of the system, and improved bicycle lanes in downtown San Jose. the Transit Operations Performance Report Annual FY North First Street Light Rail Improvements Jason Kim, Senior Transportation Planner, provided a presentation entitled North First Street Light Rail Improvements, highlighting the following: 1) speeding up light rail (LR); 2) VTA strategic plan; 3) LR maximum speeds; 4) LR actual speeds; 5) LR Operating Inefficiency Increasing; 6) LR Operating Delays Systemwide; 7) North First Street; 8) North First Street delays; 9) LR enhancement project; 10) improving signal priority; 11) adaptive pedestrian detection; and 12) First and Tasman. Committee discussion ensued about the following: 1) grade separation; 2) regional efforts to improve light rail service; 3) examine bike lane improvements and its impacts to traffic congestion and transit service; and 4) explore technologies that would dramatically improve light rail speed and frequency. 3 Public Comments Mr. Lebrun recommended studying the relationship between light rail speed and its ridership to improve service. He commented on how cities in Europe and the City of San Francisco run their trains. Mr. Beekman expressed his concern regarding the plan to speed up light rail. an update on the North First Street Light Rail Improvements. 7. Marketing Quarterly Report Bernice Alaniz, Director of Marketing and Customer Service, provided a presentation entitled VTA 2018 Marketing Activities and Website Redesign, highlighting the following: 1) Transit App; 2) VTAlerts; 3) EZfare; 4) Clipper promotion; 5) summer youth pass; 6) Viva Calle; 7) POW! WOW! Festival!; 8) project overview; 9) goals; 10) design/development; 11) use feedback; and 12) schedule. the Marketing Quarterly Report. 8. Operations Update Paratransit Aaron Vogel, Regional Transportation Services Manager, provided a presentation entitled Performance Review of ACCESS Paratransit, highlighting the following: 1) discussion focus; 2) total applications received; 3) denial rate; 4) new applicants certified; 5) total passengers; 6) revenue miles; 7) revenue hours; 8) total operating costs; 9) total revenue; 10) subscription trips; 11) reservations wait time; 12) call wait time; 13) on-time performance; 14) complaints per 1000 passenger trips; 15) contractor window; 16) there by appointment times; 17) first daily pick up; 18) excessively late trips; 19) phone hold times; 20) abandoned rate; 21) valid complaints; 22) contractor service improvement plan; 23) VTA improvement plan; 24) oversight and auditing; 25) number of trips booked with Interactive Voice Recognition (IVR); 26) number of trips canceled with IVR; 27) IVR used to track vehicle and scheduled trips; 28) start login-page views; 29) number of trips booked with MyAccess; 30) number of trips canceled with MyAccess; 31) scheduled trips and estimated time of arrival views; 32) VTA ACCESS; and 33) EZ Wallet. Ms. Evans noted that MV Transportation responded to the notice of default sent by VTA due to Key Performance Indicator (KPI) concerns. She stated MV Transportation expressed their commitment to provide quality service. Committee discussion ensued about the following: 1) partnership with rideshare companies; 2) amend and improve partnership agreement with taxi companies; and 3) alternative options to paratransit. 4 Members of the Committee requested the following: 1) forward the ACCESS Paratransit item to the Governance and Audit Committee; and 2) conduct an in-depth study regarding paratransit ridership and fare structure. Public Comment Mr. Beekman suggested reaching out to the County of San Mateo regarding their paratransit service. He also expressed his support on the partnership with taxi companies. Electric Bus Deployment James Wilhelm, Manager for Bus Engineering, Quality Assurance and Warranty, reported on the electric bus performance and plans to use the electric bus on Route 77 to satisfy the provision of the grant. Members of the Committee recommended the following: 1) add an annunciator system; and 2) VTA partner with Santa Clara County marketing team to integrate arts and music in promoting the use of electric buses. Three Position Bikes Mr. Wilhelm provided an overview of the three position bikes racks, and noted they will be installed on the forty-foot buses. Computer Aided Dispatch/Automated Vehicle Location (CAD/AVL) Abrar Ahmad, Transportation Superintendent - Service Management, provided the following updates about CAD/AVL: 1) twenty buses installed with the new system; 2) seventy-five percent of operators trained; 3) new system installed in one light rail car for testing in a controlled environment; and 4) goal to have a mini fleet by end of College Football Program Steve Jovel, Assistant Superintendent and Apprenticeship Coordinator, provided a presentation entitled National Championship Bay Area 2019, highlighting the following: 1) measurable impact; 2) key elements of downtown campus; 3) championship campus; 4) site plans; 5) Extra Yard 5K; 6) road closures; 7) stadium campus; 8) Levi s stadium game day timeline; and 9) game day operations VTA. the Operations update. 5 OTHER ITEMS 9. August 2018 Monthly Ridership and Fare Revenue Performance Public Comment Mr. Beekman expressed concern about planned increase in transit speed. He promoted that riding transit is a journey. the August 2018 Monthly Ridership and Fare Revenue Performance Report. 10. VTA's Safety and Security Programs Angelique Gaeta, Chief of Staff, provided a presentation entitled Safety and Security Programs, highlighting the following: 1) Look, listen and pay attention campaign; 2) enforcing light rail safety; and 3) in the field talking safety. Members of the Committee requested to have the safety brochures distributed at the Board of Directors meeting. Public Comment Mr. Beekman expressed concern about surveillance technology. Member Jones left the meeting at 4:13 p.m. Mr. Lebrun recommended adding and improving warning signs at light rail stations including those that inform passengers about train direction. the VTA s Safety and Security Programs Report. 11. Items of Concern and Referral to Administration Members of the Committee requested that a briefing be provided about the Allied Universal security services contract. 12. Review Committee Work Plan On order of Chairperson Chavez and there being no objection, the Committee reviewed and accepted the Work Plan. 13.
