1 \ TRANSIT PLANNING & OPERATIONS COMMITTEE Thursday, August 15, 2013 MINUTES CALL TO ORDER The Regular Meeting of the Transit Planning and Operations (TP&O) Committee was called to order at 4:08 p.m. by Chairperson Liccardo in Conference Room B-104, Valley Transportation Authority (VTA), 3331 North First Street, San Jose, California. 1. ORDERS OF THE DAY Chairperson Liccardo, noted that Agenda Item #8. Thirty Foot Community Bus Procurement was deferred and would be considered at a future meeting. Chairperson Liccardo, noted that Agenda Item #6. (SVBX) Real Estate Program Update, was removed from the Agenda. M/S/C (Rocha/Khamis) to approve the Orders of the Day. 2 CONSENT AGENDA 4. (Removed from Consent Agenda to Regular Agenda.) Approve the Regular Meeting Minutes of April 18, March 2013 Facilities Program Semi-Annual Report. Chairperson Liccardo, noted the Agenda Item #5. March 2013 Facilities Program Semi- Annual Report, was removed from the Consent Agenda and placed on the Regular Agenda for comment. 6. (Removed from the Agenda.) Receive an update on the Silicon Valley Berryessa Extension (SVBX) Real Estate Program. REGULAR AGENDA 4. Regular Meeting Minutes of April 18, 2013 Chairperson Liccardo, referred to Page 4 of 8, Public Comment, and noted the first sentence should be modified to read: expressed concern and expressed support. M/S/C (Rocha/Khamis) to approve the TP&O Regular Meeting Minutes of April 18, 2013, as amended. Vice Chairperson, Abe-Koga, arrived at 5:15 p.m. 7. Analysis of Purchasing Compressed Natural Gas (CNG) Buses Mr. Burns, General Manager, provided a brief background noting Alternate Board Member Khamis requested VTA consider CNG as an alternate to the hybrid electric busses that VTA is currently purchasing. Mr. Burns stated that in response to the California Air Resources Board (CARB) requirement, the VTA Board of Directors made the decision in 2000 to proceed with the diesel path with the goal of looking toward an ultimate electric solution for a zero emission vehicle. Mr. Burns noted the purposes of the presentation are to: 1) lay out the differences between the technologies; and 2) obtain input and questions. As for the procurement of the 40 foot hybrid busses, staff recommends proceeding with the procurement to avoid a significant delay. Mr. Burns added that if the VTA Board of Directors decides to change paths toward purchasing CNG buses, the procurement of the 30 foot buses may be a good place to begin. 3 Art Douwes, Maintenance Engineering Operations Manager, provided a presentation highlighting: the VTA Bus Fuel Evaluation: Background; Present VTA Active Fleet; Transition to CNG Cost Considerations; CNG Fuel Cost; Diesel Fuel Cost; Bus Maintenance Cost Comparison; Fueling Facility Cost; Maintenance Facility Costs; Facility Cost For Total Fleet Conversion; Bus Capital Costs; Reliability Hybrid Bus; Performance Hybrid Bus; Environmental; Regulations; Other; Future Considerations; Zero Emission Buses; Bus Procurement Delivery Schedule; Active Bus Procurements; CNG Bus; Hybrid Bus; Summary. Mr. Douwes noted staff is requesting input and questions from the Board regarding the potential change in direction to CNG fueled buses. Staff is recommending that the Board authorizes the General Manager to proceed with the procurement of the 15 hybrid buses and 20 hybrid Express busses. Member Khamis disputed the portion of the report which states that the environmental emissions from CNG are more harmful due to fracking. Mr. Khamis noted that diesel requires refining and transportation, and requests information detailing the actual fuel economy and maintenance cost comparisons between CNG and diesel. Vice Chairperson, Abe-Koga, suggested we move forward with the procurement of the 40 foot busses, continue on the current path, which will ultimately lead to zero emissions.. She recommends revisiting this issue in the future as technology changes. Mr. Burns noted staff will come back to the Committee with the following information: more research on the environmental impact; weight difference; maintenance costs; fuel; the overall cost breakdown over six years per mile, per year, per bus so we can have a fair comparison. PUBLIC COMMENT Rolan LeBrun, Interested Citizen, commented that hybrid technology cannot be compared to non-hybrid technology. Mr. LeBrun would like to see more information on the weight issue. Mr. LeBrun stated that the Committee needed to consider the environmental impact of importing Canadian oil. 8. (Removed from the Agenda) Authorize the General Manager to execute a contract with Gillig LLC for the purchase of up to 40 thirty-foot Hybrid Diesel-Electric buses and all related equipment, training and support for the replacement of the current Community Buses. The execution of the contract will be subject to compliance with the FTA pre-award requirements and the satisfactory clearance of any protests. 9. Forty Foot Regular and Express Bus Procurement Mr. Douwes, provided an overview of the staff report. A revised memo was distributed to reflect the amount and terms of the contract. Page 3

4 M/S/C (Rocha/Abe-Koga) on a vote of 3 ayes, 1 no, and 0 abstention to approve submitting a recommendation to the Board of Directors to authorize the General Manager to execute a contract with New Flyer of America, Inc. (New Flyer) in the amount not to exceed $27,962,577 for the purchase of 15 forty-foot Hybrid Diesel-Electric buses and 20 forty-foot Hybrid Diesel-Electric Express buses with all related equipment, training and support, and retain the option to purchase up to 100 additional buses, as funding becomes available, for future fleet replacement requirements. The execution of the contract would be subject to compliance with the Federal Transit Administration (FTA) pre-award requirements and the satisfactory clearance of any protests. Alternate Board Member Khamis opposed. 10. Freight Railroad Relocation - Alum Rock Fish Passage Stevens Creek Quarry Construction Contract Amendment Mark Robinson, Chief Engineering and Construction Officer, provided an overview of the staff report. M/S/C (Rocha/Khamis) to authorize the General Manager to amend the Freight Railroad Relocation Alum Rock Fish Passage construction contract with Stevens Creek Quarry Construction to accommodate scope additions in the amount of $225,000 for a new authorized amount of $1,382, Santa Clara Alum Rock Bus Rapid Transit Project - Property Restoration and Completion Contract Mark Robinson, Chief Engineering and Construction Officer, provided an overview of the staff report. M/S/C (Abe-Koga/Khamis) to approve submitting a recommendation to the Board of Directors to authorize the General Manager to execute a contract with George Bianchi Construction, Inc., the lowest responsible bidder in an amount of $2,099,061 for the construction of the Property Restoration and Completion Contract for the Santa Clara Alum Rock Bus Rapid Transit Project. 12. SVBX Residential Noise Insulation Program Construction Group Two Contract - C751 Carolyn Gonot, Chief SVRT Program Officer, provided an overview of the staff report. Members of the Committee made the following comments: 1) inquired as to the location of the contractors; and 2) whether staff had researched the cost of the residential noise insulation program construction around the San Jose Airport. M/S/C (Rocha/Abe-Koga) to authorize the General Manager to execute a contract with G & G Specialty Contractors, Inc., the lowest, responsive and responsible bidder in the amount of $816, for the Group Two s construction of Residential Noise Insulation Program. Senior Transportation Update Greta Helm, Chief of External Affairs, provided an overview of the staff report highlighting: Santa Clara County s Senior Population; Outreach Senior Survey; Santa Clara County Senior Agenda; Santa Clara County 2012 Measure A Funding; VTA Programs for Seniors; VTA s Travel Training; and Clipper Card for Seniors. Jim Unites, Deputy Director of Service and Operations Planning, provided an overview of current services, highlighting: Specialized Transportation Options; Americans with Disabilities Act Paratransit; ADA Paratransit Demographics AGE; FY 2013 ADA Paratransit Information; Senior Transportation and Resources (STAR); STAR Program Eligibility; Outreach Mobility Management Service Model; STAR Program Services and Mobility Choices; Senior Nutrition Participants (July 2013); Senior Transportation Funding; VTA Service Planning; and VTA Service Planning for Seniors. Public Comment Mr. LeBrun provided suggestions on how to order Clipper Cards for seniors/youth online. Member Rocha left at 5:35 p.m. received a report on current transportation services for seniors and efforts to improve services throughout the county. 14. Bay Area Bike Share Program Update Aiko Cuenco, Transportation Planner CMA, provided an overview of the staff report highlighting: Program Goals; Pilot Program background: Pilot Program Overview; Milestones; Menbership Pricing; Bicycles and Stations; Station Installation; San Jose Locations; Mountain View Locations; Palo Alto Locations; Marketing and Research; and Next Steps. Vice Chairperson Abe-Koga inquired as to whether it would be possible to integrate the bike share programs within the cities. Upon inquiry of Vice Chairperson Abe-Koga, Ms. Cuenco, responded VTA is meeting with interested cities to discuss the possibility of developing a corporate membership with Google in Mountain View. received an update on the Bay Area Bike Share Pilot Program. Public Comment Mr. Lebrun indicated that he is highly supportive of the program. Mr. LeBrun noted the importance of ensuring there are bikes at each station and there are more stations than bikes. Review Committee Work Plan Michael Hursh, Chief Operating Officer, noted the Committee Work Plan was provided. reviewed the Committee Work Plan 18. Committee Staff Report Mr. Burns indicated that VTA is dealing with the PEPRA 13.C, Pension Reform with the state and the impact on our federal funding, as is every transit system that receives federal funding from the state. Moody has informally notified VTA that they are putting all of the transit systems under review for potential downgrade. The governor is attempting to reach an agreement with the Department of Labor that will allow federal funding to continue.
